A four-time legislator having a three-decade old association with the Indian National Congress which colours his way of thinking and ideology, Shri Surjewala is a classic example of modernity with tradition.

With his ear is to the ground and his pulse on the hand of the people, he is, in essence, a grassroot leader. However, he is equally at ease in his role as an erudite leader setting the agenda for the future, framing policies and organizing priorities and executing directions.

Better known for his oratory skills which lend him the knack to play with words, he has the political adroitness to effectively and emphatically convey his point of view. More than that, however, is his single-minded approach and tenacity to deliver all he undertakes, never failing to rise to the occasion, however, pressing the deadlines.

Mr. Surjewala has a number of firsts to his credit along his political journey. During last NDA rule, he was appointed as President of Indian Youth Congress (IYC) in March, 2000. He continued on the post up till February 2005, making it the longest tenure in the history of IYC.

In August, 2004, he was appointed as Secretary of AICC, thereby becoming the youngest office bearer of Smt. Sonia Gandhi’s team. In the run-up to the Assembly elections in Haryana, he was appointed as the Working President of Haryana Pradesh Congress Committee in December, 2004, at the age of 37 – once again the youngest President of PCC in the State.

Shri Surjewala’s experience in Haryana legislature has been equally exciting. Having contested six elections till date (1993-2014), he opened his account in 1996 by defeating former Chief Minister, Shri Om Prakash Chautala. He has the unique distinction of defeating sitting Chief Minister of Haryana, Shri Om Prakash Chautala again in 2005 – a first in Northern India.

Inducted as the youngest Cabinet Minister in Congress Government in Haryana headed by the then Chief Minister, Shri Bhupinder Singh Hooda, he went on to become the face of the party for the two successive terms of the Congress in Haryana as its trouble-shooter and in his role as a Minister. He has held the all important portfolios of Parliamentary Affairs, Power, Industries & Commerce, Transport & Civil Aviation, PWD (Water Supply & Sanitation), PWD (Buildings & Roads), Information Technology and Science & Technology.

During 2014 Parliamentary elections, Congress Party had appointed Shri Surjewala as a Member of Election Coordinator Committee.

Shri Surjewala has a long association with academics and has served as Senator of Panjab University, Chandigarh for 10 years (1990-2000) as also an elected Member of Syndicate of Panjab University three times besides being the Vice-Chairperson of the Academic Council. A person with extensive organizational and administrative experience, he is known for persistent espousal of the cause of farmers and youth.

• This year’s Shri Amarnathji Yatra will commence on 2nd July, 2015, via both the routes Baltal and Pahalgram, and conclude on 29th August, 2015.

• Registration is necessary for the Yatri.

• Nobody, shall be allowed to undertake the Yatra without Yatra Permit which is valid for the day and route in question.

• A Yatri can secure his / her Yatra Permit via selected bank branches (87 of J&K Bank, 305 Punjab National Bank and 38 of YES Bank) located in various States / UTs.

• The addresses of the selected Bank Branches, for providing Registration are available at Shri Amarnathji Shrine Board’s website: www.shriamarnathjishrine.com

• The Registration for the Yatra 2015, via selected Bank Branches, has commenced from 01st March, 2015.

• For Registration / obtaining a Yatra Permit through a designated Bank, an intending Yatri shall have to submit filled-in prescribed Application Form and Compulsory Health Certificate issued by the Authorised Doctor / Reputed Private Medical Institution.

• The State-wise list of Doctors / reputed private Medical Institutions authorized to issue the prescribed Compulsory Health Certificate are available at Shri Amarnathji Shrine Board’s website: www.shriamarnathjishrine.com

• For Yatra 2015, Compulsory Health Certificate issued only after 10th February, 2015, would be valid for the registration purposes.

• An intending Yatri will be required to pay Rs.50/- as Registration fee, for registration through a designated Bank.

• A Yatri who travels by Helicopter will not be required to separately register for the Yatra.

• A Yatri who travels by Helicopter will, however, be required to submit the prescribed Compulsory Health Certificate at the time of boarding the Helicopter.

• A Yatri should embark on his / her Yatra only on the day and from the route for which he / she is registered.

New Delhi, March 5, 2015: The Delhi high court today upheld the conviction of former Haryana chief minister Om Prakash Chautala his MLA-son Ajay Chautala and 53 others in the junior basic teachers recruitment case.
Justice Siddharth Mridul had reserved the judgement in the case on July 11 last year.
Chautala, his son and eight others, including Vidya Dhar and Badshami, had been awarded 10 years jail term for illegally recruiting 3,206 junior teachers in the year 2000.
Among other convicts, 44 have been sentenced to four years in jail and one to five-year jail term.
While reserving the judgement, the court asked the Tihar jail authorities to provide it information about the time spent by convicts inside the jail during the trial and after their conviction in the case by the lower court in January last year.
On January 22, 2013, a special CBI court had convicted and awarded varying jail terms to the 55 convicts.
All of them were held guilty of cheating, forgery, using fake documents as genuine, conspiracy under IPC and for abusing their official position under Prevention of Corruption Act.....

New Delhi, March 5, 2015: The Central Bureau of Investigation has registered a case against then Chief Manager & three then Field Officers, all of State Bank of India, Narsapur Branch; Ex-MP/Ex-Minister, resident of Narsapur, West Godavari District and some other private persons for causing an alleged loss of Rs.5.73 crores(approx) to Bank.
It was alleged that during the period from 2011 to 2013, the Ex-MP/Ex-Minister resident of Narsapur, West Godavari District had connived with then Chief Manager, & three then Field Officers, all of State Bank of India, Narsapur Branch and availed 22 Fish Tank Loans under KCC (Kissan Credit Card) for Pisciculture in his name & in the names of his wife, relative & his close associates by submitting fake & fabricated Annual Agriculture Income Certificates (purportedly issued by the Revenue Authorities); fake/forged lease agreement documents and routed the entire sanctioned amount to his Savings Bank Account maintained with State Bank of India, Narsapur Branch. He allegedly misused the same for his personal use and not for which it was sanctioned.
An alleged loss to the tune of Rs. 5.73 crores (apoprox) was caused to the bank.The bank officials had violated the laid down norms & guidelines of State Bank of India under KCC (Kissan Credit Card) for Pisciculture and sanctioned & disbursed the loan amount to the said borrower without verifying the genuineness of the documents. The pre-sanction/post-sanction inspection was also not conducted.
Searches were carried out at the residential premises of accused persons at Hyderabad, Amalapuram, Bhimavaram and Narsapur which led to recovery of certain incriminating documents.
Investigation is continuing in the matter.....

New Delhi, March 5, 2015: Home Minister Rajnath Singh has expressed displeasure over the telecast of documentary on December 16 gangrape incident by the BBC. Talking to reporters in New Delhi, Mr Singh said, the telecast took place even as the External Affairs Ministry has informed the government's stand to BBC . He said necessary action will be taken in this connection, if any condition has been violated by the BBC. The BBC telecast the documentary yesterday evening by advancing its telecast scheduled on International Women's Day on 8th March.

Media reports that the BBC has said that it has no plans to telecast the controversial documentary in India. In a communication to the Home Ministry, the BBC said that in compliance with the Government of India's directive, it would not telecast the documentary in India. The Union Home Ministry had yesterday asked BBC not to broadcast the documentary anywhere.

Earlier, Home Minister Rajnath Singh had said that provisions for allowing such shoots inside jails would be reviewed. A Delhi court had said the order restraining airing or broadcasting the interview of the convict Mukesh Singh, which was conducted inside the Tihar jail in New Delhi, will continue till further orders.

The documentary includes an interview of Mukesh Singh, the driver of the bus in which the 23-year-old paramedical student was brutally gangraped by six men on December 16, 2012. Mukesh has made derogatory statements against women in the documentary.

Speaking to reporters, Delhi Police Commissioner, B S Bassi said necessary action will be taken so that the documentary can not be uploaded in the social media.

Meanwhile, UN Secretary-General Ban Ki-moon's has said that the remarks by one of the Delhi gang rape convict blaming the victim for the assault are unspeakable. Ban's spokesperson Stephane Dujarric said this in UN Headquarter. He refused to make any comments on the Indian government’s decision to not air the documentary and freedom of the press.

Jalandhar, March 5, 2015: Panjab University (PU), Chandigarh has strongly objected to the baseless allegations levelled by a Student Organisation regarding sexual harassment of PU students.

Out-rightly rejecting the so-called survey and its ‘findings’, PU Dean Students Welfare (DSW), Prof Navdeep Goyal said that the so-called survey published in a section of press was misleading, mischievous, motivated and unscientific. He said that the surveys are to be conducted in a professional and scientific manner on basis of sound sample and survey methodology but no such practice was followed in that survey. He wondered why the questions on methodology and scientific conduct of survey were not addressed?
In a press release issued here today, Dean Students Welfare (Women), Prof Nandita Singh said that the University has a due system to control and report any case of sexual harassment or eve-teasing. Only three cases were reported to the PU authorities. Only one complaint of eve-teasing was registered in last one year, she added.
Prof Navdeep and Prof Nandita said that the Panjab University has an open and transparent system for dealing with such cases. They said that the University would take due and harsh action on any case of eve-teasing or sexual harassment. The students should report any such incident to the concerned authorities in their hostels or departments, they added. ....

Punjab government was making continuous efforts to cull out the farmers from wheat – paddy crop pattern and motivate them towards commercial crops with maximum thrust on dairy sector. As the State has environment apt for dairy and the Punjabi farmers have a long experience in animal rearing so dairy is the centre of focus, said Mr. Gulzar Singh Ranike, Cabinet Minister Punjab, and added that government has made adequate arrangements for imparting dairy training and extending financial assistance for dairy related initiatives.

He informed that Dairy Department now extends financial aid on fodder cutting machines to the tune of 50% of the cost of the machine which amounts to Rs. 1 lac per farmer. This machine helps to cut fodder with ease and reduces the expenses incurred on the process thereby enabling the farmers to rear more animals at reduced expenditure, said he and added that as per the opinion of experts, the machine can cut berseem, oats and garlic fodder easily. So, the farmer can in one go cut fodder in large quantity and preserve it as silage/ pickle for the cattle. The farmers having a minimum of 10 animals can avail financial aid and for this they can contact the deputy director dairy in their area, said he.....

Hussan Lal, Secretary-cum-Commissioner AYUSH, Punjab issued directions to prevent objectionable advertisements in print and electronic media by private Ayurvedic practitioners and Ayurveda Siddha and Unani (ASU) drug manufacturers, regarding cure of sexual diseases, for breast enlargement, to increase height and other diseases which falls under the provisions of Drug and Magic Remedies (objectionable advertisement) Act, 1954. The step has been taken to save the life of common public and also prevent harassment being faced by public due such misleading advertisements.
Giving information in this regard, Sh Hussan Lal stated that in order to prevent the objectionable advertisements a meeting of all District Ayurvedic & Unani Officers-cum-Drug Inspectors was convened here on Thursday during which Director Ayurveda Punjab, Joint Director Ayurveda Punjab and Assistant Drug Controller of Punjab state were present. In this meeting provisions of Drug and Magic Remedies (objectionable advertisement) Act, 1954 were discussed in detail and action taken by the District Drug Inspectors for prevention of objectionable advertisement was also reviewed.
Commissioner AYUSH observed that some private practitioners and firms were openly violating the provisions of Act, which is punishable offence under this act. He said such persons are misguiding the public for their personal benefits. He directed the District Ayurvedic & Unani Officers-cum-Drug Inspectors to take strict action against such elements. He also dispatched DO letters to the Deputy Commissioners and Senior Superintendents of Police of all districts to prevent publication of any such advertisement which is objectionable under this act, in their respective areas of Jurisdiction. He also appealed to public to be aware of such objectionable and misguiding advertisement by private practitioner and manufacturers.
During the meeting, the District Ayurvedic & Unani Officers-cum-Drug Inspectors apprised Commissioner AYUSH that notice had been issued to 35 Private Ayurvedic Practitioners to immediately stop such objectionable advertisement and action has been pursued against them under Drug and Magic Remedies (objectionable advertisement) Act, 1954. Further the samples of 25 Ayurvedic Medicines were sent to Drug Testing Laboratory Patiala for testing. It was also told that license of One Ayurvedic Pharmacy has also been cancelled.....

Ludhiana, March 5, 2015: The Punjab government has increased the amount spent on welfare of labourers in the state from existing Rs 2 crore to Rs 10 crore. This development is to benefit around 6.25 lakh labourers working in Punjab and would uplift their living standards. This was informed by Forest and Wildlife and Labour Minister Punjab, Mr Chunni Lal Bhagat while addressing a press conference after chairing a meeting of labour associations and industrialists at Circuit House, here today.
Mr Chunni Lal Bhagat said that the Punjab government has started several schemes for the welfare of labour working in the state, but they are not reaching the labourers. He said that this is why the Chief Minister Mr Parkash Singh Badal is taking keen interest in the matter. He said that his main motive of today's meeting was that these schemes should reach the labourers in coordination with the labour associations as well as the industrialists.
While giving information, Mr Bhagat said that the Punjab government is registering the labourers working in Punjab and till date around 6.25 lakh labourers have got themselves registered. He said that the Punjab government has increased the financial benefits given to these labourers by almost five times.
He said that earlier a registered labourer was getting Rs 5,100 as Shagun for the marriage of his daughter and now this amount has been increased to Rs 21,000. He said that besides this, a registered labourer is eligible for an amount of Rs 2,000 as LTA (Leave and Travel Allowance) once every two years.
The minister informed that earlier only daughter of a labourer was eligible for loan or Shagun in case of marriage, but now even the female labourer is eligible for this scheme so that she can lead a happy married life. He said even for purchasing a bicycle, scooter or any other mode of transport, the loan amount has been increased by five percent. For making sure that the children of labourers get quality education, the Punjab government has started scholarship scheme.
During the meeting, Minister Mr Chunni Lal Bhagat even urged the labour associations and industrialists to provide the government with suggestions so that new schemes can be started for the welfare of labourers. He also appealed to the industrialists and labour associations to educate the labourers about different government schemes so that they can avail of facilities.

Chandigarh, March 5, 2015: In order to ensure further rationalisation in price of sand in Punjab, Deputy Chief Minister Mr. Sukhbir Singh Badal today issued instructions to operationalise 35 more quarries within 15 days and announced that 234 quarries will be made fully functional within next two months in order to provide ample quantity of subsidized sand to the people.
Presiding over a meeting accompanied by Agricultural Minister Jathedar Tota Singh, Industry Minister Madan Mohan Mittal, Chief Secretary Sarvesh Kaushal and Advocate General Ashok Aggarwal, Deputy CM while reviewing the provisioning of sand and gravel on subsidised rates, said Punjab had received environment clearances from Union Ministry of Environment and Forests (MoEF) for 35 quarries out of which 19 were mechanical mines covering more than 100 acres area each. "These mechanical mines will cut the difference between demand and supply of sand and further lower sand prices in the state", he stressed.
It is mentioned here that 40 quarries out of total 371, had been commissioned earlier and rest would be made functional in coming months after getting environment clearances from MoEF.
Informing the Deputy CM on availability of sand and gravel, B. Purushartha secretary mining said environment clearances for 234 quarries were in pipeline with MoEF and were likely to get the green signal soon. He assured that these quarries would be made fully operational in next two months to provide sand and gravel on reasonable rates.
Mr Badal directed the department that quarrying of sand and bajri should be accelerated to increase supply in the market so that prices could come down considerably. Mr. Badal also asked Chief Secretary to issue instructions to all SDMs to submit daily reports on mining in their areas besides making sure that general public could get sand and gravel in hassle free manner at competitive rates.
Deputy CM said he would personally monitor the availability of mining material to the general public and review the position after two weeks.

Ludhiana, March 5, 2015 (Gurpreet Singh Mandiani) : Hundreds of residents of four villages on Ferozepur Road near Mullanpur have demanded the closure of a solvex plant situated in village Mandiani. The residents alleged that the waste disposed from the plant was directly being dumped into the ground leading to contamination of the ground water. With the result, they said, there were several Hepatitis-C deaths in the area.
The villagers from Mandiani, Talwandi, Mor Karima and Pandori said that they have approached the district administration several times for last several years but no action has been taken. They said, the villagers’ protests have been falling on the deaf ears only for the reasons best known to the concerned authorities.
The residents have decided to form an action committee to ensure that the solvex plant is closed to save the precious lives. Several Non Resident Indians from the villages settled abroad have come forward with their support for the cause saying they will ensure that the campaign to close the plant does not suffer for want of resources. One of the NRIs, Kuldeep Singh Johal, has already donated Rs 50,000 for the purpose.
Earlier the Sarpanchs of village Mandiani including Ms Gurdev Kaur and Jasbir Singh had met the district administration and the pollution control board for closing the plant. However, no action has been taken even after the passage of so many years.

Chandigarh, March 5, 2015: “Being selected as one of the future 10 smart cities of India, Chandigarh Administration is committed to make Chandigarh a Smart city with focus on providing basic amenities like unpolluted air, safe drinking water, easier access to smart and good quality education, convenient and cheaper transport facilities, sufficient incomes, nutritional food, shelter, clean and hygienic conditions and security to the people living at the base of pyramid like the labourers, daily wage earners, rickshaw pullers, housekeeping personnel, masons and slums dwellers etc, without whose support, the whole system is bound to collapse”, shared Mr Sarvjit Singh, Finance Secretary, Chandigarh Administration while addressing the Session on WAH! Chandigarh : from City Beautiful to Smart City, organized by Confederation of Indian Industry (CII), coinciding with the CII Chandigarh Annual Session at its NR Headquarters, in sector 31 A, here today.

“It is the responsibility of each one of us to ensure that people at the base level, i.e the have-nots too live a life of dignity with sufficient education, nutrition, education, incomes and access to all basic necessary amenities, otherwise the balance of the society and its fabric would be in danger”, he added.

Enumerating the three top priorities that the Administration would work with the higher budget allocation, he shared that “Our top three key priorities now are – Education (improving the condition of schools), thrust onsports and enhancing city infrastructure”.

Elaborating further, he added that “We have planned to introduce digital content in all Govt schools catering to around one lakh students in Chandigarh. We would put in place basic uniform content and apply Audio visual devices and projectors in all schools mandatorily. We would also train the teachers in this regard”.

“Secondly, we have selected 16 schools and planned to convert them into Sports complexes, having earmarked Rs 25 crores for it. These would be opened up for citizens and children in the evenings so as to reduce burden on Sec 42 & Sec 7 Sports complexes. Hence, children can be motivated to play physical games in these complexes in vicinity and avoid games on laptops and mobile apps”, further added the Finance Secretary.

“Thirdly, to attain rationalization of public transport, we have planned to buy additional 200 buses which would ply on nine routes vertically (from NE to SW) and 15 routes horizontally (from University to Industrial Area) on ‘grid pattern’ so as to serve the maximum population. With this addition, we aim to reduce the waiting time for any route buses at bus stops to just 3 minutes”, he informed.

“With the increase in budget for UT from Rs 613.6 crore to Rs 830 crores, we have also planned to introduceIntelligent Traffic Lighting and sensor system. We would have hi tech optic cameras and smart Radars to control the traffic as per its flow and levels of pollution during different times of the day. We have earmarked Rs 30 lakh per junction to put it in place”, he informed.

“Another key feature of a smart city is digitization of records. To achieve this, we have planned to scan all records at Estate Office, Building Branch, Sub Registrar Office (SRO) and make them computerized, doing away with the files”, shared Mr Singh.

“Our aim is to commence all these projects by May 2015 and complete them by 2017”, he shared.

“Proper Health, water, Food and education facilities, smart security, smart parks, mobility, smart buildings, and energy grids are the key parameter for a smart city architecture. Chandigarh already has 50 % of the requirements. With the enhanced budget and solid intent at Administration’s level, we are hopeful that it would soon become the smart city that we desire it to be. CII is fully committed to provide all necessary support to the Administration in this regard”, shared Mr Zubin Irani, Chairman, CII Northern Region & President - Building & Industrial Systems (I), United Technologies Corporation (I) Pvt Ltd.

Sri Anandpur Sahib, March 5, 2015: Punjab Chief Minister Parkash Singh Badal today openly declared that the Shiromani Akali Dal’s (SAD) unequivocal stand on Federalism was vindicated with the BJP led NDA government at centre’s decision to give a major pie in the share of central taxes to the states from 32% to 42% besides scrapping the archaic Planning Commission of India (PCI) - the central agency to formulate and implement plans for the entire country and replacing it by progressive NITI aayog.
Interacting with the media persons on the sidelines of a function to mark Hola Mohalla here today, the Chief Minister said that the SAD- a votary of true federalism had been waging a relentless battle for securing financial autonomy for the states since long to implement their programs and schemes intended for the overall development of the state and the welfare of their people. Mr. Badal recalled that for the first time in the history of Indian polity spanning over more than six decades, any government at helms of central affairs has conceded to the long pending demand of the party and now they were hopeful that the states would not be merely treated as beggars looking at centre for even their petty demands. Rather, he said that they would be the full fledged partners in the development process of the states viz-a-viz the country. Mr. Badal said that all the Chief Ministers in future would have equal say in the planning process adopted by the NITI aayog, which he termed as be a ‘paradigm shift’ from the centralized approach followed by the erstwhile PCI thereby now ushering an era of harmonious centre-state relations.
The Chief Minister further said that the centre’s benevolence showered upon the state was reflected from the recently announced general budget in which Punjab was allotted prestigious AIIMS, Horticulture Research Institute and above all world class heritage status to the Jallianwala Bagh memorial in holy city of Amritsar. Mr. Badal also disclosed that the Union Surface Transport Minister Mr. Nitin Gadkari had already accorded in principle approval to the Guru Gobind Singh Marg from Sri Anandpur Sahib to Takht Sri Hazur Sahib passing through six states including Haryana, Delhi, Rajasthan, Uttar Pradesh, Madhya Pradesh and Maharashtra under the national highway project. He said that a good start has been made by the NDA government and the day was not very far off when Punjab, which had been hitherto blatantly ignored by the previous Congress governments would be duly compensated with more such projects in the near future.
Asked to comment on the electoral prospects of Aam Aadmi Party (AAP) in Punjab, the Chief Minister out rightly said that they have no future in the state as the massive mandate to the SAD-BJP alliance in recently concluded civic polls indicated that the wise people of the state were solidly behind the alliance government and its pro-people and result oriented policies.
The Chief Minister also announced that the state government would make budgetary provisions in the forthcoming budget to commemorate the concluding year long celebrations on June 19, 2015 to mark the 350th foundation anniversary of Sri Anandpur Sahib in a befitting manner. Mr. Badal said that he would also personally request the Prime Minister Mr. Narendra Modi to attend the function on this historic day.
Earlier addressing the massive gathering, the Chief Minister said that this historic day reminds all of us of rich legacy behind this sacred ‘Hola Mohalla’ festival, which symbolized the tenth Sikh Master Sri Guru Gobind Singh Ji’s great ideology and endeavor to infuse the undying spirit of well being (Chardi Kala) amongst the Sikhs to fight against tyranny, oppression and injustice unleashed by the Mughal rulers. Paying rich tributes to the Sikh Gurus, Mr. Badal said that the SAD was deriving a sense of responsibility and spirit of service towards the mankind by following their footsteps and it was a matter of great pride and honor that Punjab was the only state in the country which was a perfect blend of ‘socialism and secularism’ on one hand and an epitome of communal harmony, peace and brotherhood on the other. Highlighting the landmark achievements in different sectors like Health, Education, social security and others, he said that the state government had pioneered several key projects and initiated a number of pro-people schemes aimed at ensuring the well being of all sections of society.
Earlier in his address, Deputy Chief Minister Mr. Sukhbir Singh Badal said that the SAD was the second oldest political party after the Congress and a real political outfit which could feel the pulse of the people and satiate their needs accordingly. He said that the service of the humanity was the prime motto of their government. Mr. Sukhbir Singh Badal also recalled the supreme sacrifices made by the stalwarts of SAD since its inception, which was a source of inspiration for the entire rank and file of the party to work zealously for the upliftment of the poor and weaker sections of the society besides ensuring overall development of the state and prosperity of its people.
The Deputy Chief Minister outlined many firsts to the credit of the SAD-BJP alliance government like Atta-Dal, Pension, Mai Bhago Vidya, Shagun, Bhagat Puran Singh Sehat Beema and other social security schemes adding he said that few of such path breaking initiatives have been replicated at national level and by other states. Mentioning about an upcoming project to set up Rural Service Centers across the state as an integrated part of governance reforms, Mr. Sukhbir Singh Badal said that the basic objective of this ambitious program was to ensure delivery of citizen centric services to rural populace in a hassle free manner, which was hitherto only accessible to the urban population. He reiterated that this project was the outcome of state government’s commitment towards zero tolerance towards corruption in public offices.
Likewise, the Deputy Chief Minister said that the state government has spend nearly Rs 1000 crore for perpetuating the rich legacy of state by creating a network of several magnificent memorials viz. Virasat-e-Khalsa, Baba Banda Singh Bahadur War Memorial, Chotta Ghallugara and Vadda Ghalugarra memorials. Apart from these several other state of the art memorials like Jang-e-Azaadi, War Heroes Memorial cum museum, Baba Jiwan Singh Memorial, Sri Guru Ravidass memorial and others were in pipeline. Mr. Sukhbir Singh Badal said that these memorials were the brainchild of Chief Minister, so as to keep our younger generations abreast with the glorious and rich cultural and historic legacy of the state.
Earlier the Chief Minister and Deputy Chief Minister paid obeisance at Takht Sri Keshgarh Sahib and were offered a siropas by Jathedar Takht Sri Keshgarh Sahib Giani Mal Singh.

Hoshiarpur, March 5, 2015: Aiming to give fillip to health research in the rural areas the state Punjab Health Minister Mr. Surjit Kumar Jayani today laid the foundation stone of Punjab's first Model Rural Health Research Unit (MRHRU) at Community Health Centre, Bhunga near here. After laying the foundation, Punjab Health Minister in his address revealed that the aim behind this project was to research the causes behind the diseases like cancer and find causes pertaining to maternity mortal rate, drug allurement and other factors alike so as to establish healthy living style among the rural masses. ``State government would take steps in tandem with the suggestions based on the research outcomes of the experts at this center, said Mr. Jayani adding further that the construction would start soon and MRHRU project would be functional within ten months. He further said that the unit would work with cooperation from the PGI Chandigarh and Govt. Medical College Amritsar.
Health Minister further added that besides conducting research work the unit would also play a pivotal role in disseminating awareness for good health factors among the rural area residents particularly for the economically weaker sections.

He said that in the first phase, the bed and breakfast scheme is being implemented in the urban areas of Amritsar, Patiala and Sahibzada Ajit Singh Nagar (Mohali). "The scheme would be extended to other districts as well with the passage of time," he said.
Briefing about the PHTPB guidelines, he said the houses/bungalows under consideration should be located in an accessible area with adequate parking space, may have a maximum of six goodsize bedrooms with attached washrooms and living room. The scheme is applicable only for the owners who themselves were staying within the same premises. Balraj Singh claimed thatthe Bed & Breakfast Scheme has emerged as a successful experiment and overseas tourists were showing a keen interest in it.

Chandigarh, March 5, 2015: The Punjab Vigilance Department today cautioned all employees/ officers of government department to properly show the income being received by them from agriculture in their income tax returns.
According to spokesperson of Vigilance Department it has been noticed that employees/officers were not following instructions in these regards. He clarified that according to income tax act, income received by employee/officer was not exempted from income tax as these exemption available only to those who are in agriculture profession fully and were not in other vocation/ employment. He said that for the government servant income from agriculture has to be included in their salaries and would be classified as standard deduction. He said that for calculating tax income from agriculture has to be included in the gross salary. He said that this law is applicable to all who are in government or private service.
Clarifying further that in the case of disproportionate income offence under anti corruption act, section 13(1) (e) only that income is considered is legal income which is thorough legal sources and that has been declared in writing under law, rules by concerned employee/officer. Under this act only that income would be considered income from known sources which has been declared by government servant to his department and shown in income tax returns. Failure to do this would amount to concealment of income and legally it would not be liable to be included in the income.
The spokesperson that some government servant were not showing income from agriculture in their income tax returns citing a logic that this income was tax free. He said that it was imperative for all government servant to show all kind of returns in their property or income tax returns whether these income were eligible form exemption or not. He said that instruction have been issued to all heads of the department to inform their employees to include agriculture income in their gross income otherwise it would deem to be considered as concealed income.....

The Deputy Commissioner Bathinda Dr Basant Garg said this while presiding over a special meeting convened to oversee the arrangements for mela. The additional deputy commission (development)-cum-mela officer Mr Varinder Kumar Sharma stated that 200 stalls using water proof tents are being put up at the Rose Garden Plaza. The stalls related to food processing would also remain a center of attraction at the event.
Extending a warm invitation to the people to visit SARAS Mela, Dr Garg said that it would offer many hues of India’s cultural diversity. Dr Garg stated that site plan of the mela ground would be put up at different places in the mela ground. These flex boards will display emergency numbers and information about different stalls.
Located on Goniana Road, the Rose Garden Plaza, a huge stage has been constructed at the mela site wherein from 10 am to 1 pm everyday students of schools and colleges will present their talent. Thereafter, from 2 pm to 8:30 pm the folk dances of various states would be presented. At this stage students of eight schools and seven colleges of Bathinda will perform. Sitting arrangement for 500 audiences has been made around the stage. Besides these, reception counters have been set up at the bus stand and railway station to provide help to the artists and artisans visiting city and take them to the places of their lodging.
Dr Garg added that special care of smooth traffic and parking would be taken at the mela. Parking arrangements have been made at site opposite to the Rose Garden Plaza. Cops would be deputed at strategic points to ensure smooth flow of traffic.
Deputy Commissioner stated that a special control room is being set up at the mela site that will control entire mela. Swings are also being installed to entertain visitors. NGO Sulabh International has been included in mela arrangements for ensuring clean urinals and toilets at the mela. The workers of NGO Sulabh International would ensure that toilets and urinals are kept clean.
Directing civil surgeon to set up first aid post at the mela site, Dr Garg stated that besides first aid, the health department will also provide medical help and medicines at the mela site. An ambulance van would also remaine stationed there.
Prominent among others present at the meeting included SSP Mr Inder Mohan Singh Bhatti, SDM Bathinda Mr Damanjit Singh Maan, DSP Mr Des Raj, DDPO Mr Rajinder Batra and heads of other departments.....

Earlier, addressing the function after inaugurating the tube-well constructed with the money he provided during his stint as MP from his local area development fund, Tewari lashed out at the Ludhiana Municipal Corporation for cutting down the budget by about Rs 500 crores saying it will badly impact the civic amenities in the city.

Chandigarh, March 5, 2015: Giving a clear verdict in response to the CWP filed
against the non issuance of marriage registration certificates to the major couples and taking strong exception of declining the marriage certificates by the Registrar of Marriages to the major couples, the Punjab and Haryana High court has issued detailed directions to the state.
The Punjab and Haryana High Court has directed that the directions be issued to all Registrars of Marriages of Punjab not to raise any objections while registering the marriage of two adults who have completed 21 years at the time of getting their marriage registered even if they were minor at the time of marriage. The High court has directed them to register such marriage immediately without any delay.
The directions were issued in a case where petitioners filed writ petition on the ground that his application for the registration of marriage was declined on the grounds that he was less than 21 years of age at the time of marriage. On this the High court had already decided that in case at the time of seeking registration if he has completed 21 years then there should be no objection in registering the marriage.
The High Court also gave a general direction that Registrar of Marriages in
the State of Punjab were refusing to register to marriage on the ground that at the time of marriage one of the partners was a minor and the parents of the bridegroom had not consented and were not present at the time of registration of marriage. It has been specifically observed by the Court that both these grounds cannot be invoked by the State authority to decline to register the marriage. The Court has observed that disobedience of these orders and refusal to register the marriage on these grounds would invite action of contempt against such officer and will be viewed strictly.

The detailed guidelines have been sent to the Registrar of Marriages of
Punjab for strict compliance.....

Punjab Jatt Mahasabha will organize district level protests on 18th Mrach2015 at all the district headquarters in Punjab against the proposed amendment in the land acquisition bill, dismantling of FCI and to demand compensation for the damage to the crop due to weather conditions. This was stated today by S Kushaldeep Singh Dhillon, President Punjab Jatt Mahasabha, after chairing the state level meeting of the executive body of the Punjab Jatt Mahasabha. S dhillon said that if the deaf dumb government in Punjab did not listen to the genuine demands of the farmer community they will have to do state level protest also in Punjab by jamming the state highways. He immediately demanded that the ruling Shiromani Akali Dal Badal and BJP government should clear their stand to the people of Punjab or break their alliance. He said that its very strange that on one hand the SAD is also opposing the proposed amendments in the land acquisition bill by the Modi government and simultaneously they are part and parcel of the Modi Government, Mrs Harsimrat Kaur Badal wife of S Sukhbir Singh Badal president SAD is union minister, what a joke these leaders are playing with the electorate of Punjab. He requested S Parkash Singh Badal Chief minster of Punjab to join their protests on 18th March against the land acquisition bill if they are really serious in what they have said.

Opposing the proposed amendment, Dhillon was highly critical of the Modi government for making certain changes in the Land Acquisition Act through an ordinance. He said that On December 29 last year, the government had recommended promulgation of an ordinance making significant changes in the Land Acquisition Act including removal of consent clause for acquiring land for five areas of industrial corridors, PPP projects, rural infrastructure, affordable housing and defence. They actually want to give away hundreds of acres of land to these big corporates and that too without the consent of the land owners farmers. This anti farmer bill will not be allowed to pas in the interest of farmer of the country.
Dhillon further said that the Modi Government plans to gradually finish off the Public Procurement Mechanism in a move which will adversely affect livelihoods of millions of farmers, seriously compromise the food security of the Nation as well as mean further increase in food grain prices for the masses. The Ministry of Consumer Affairs, Food and Public Distribution has issued a letter to States regarding change in policy of procurement for the Central Pool. This will dismantle even the present weak Public Procurement as well as the Price Support System to India’s Farmers. Punjab Jatt Mahasabha condemns this blatant move to allow profiteering by the corporate sector at the expense of Farmers as well as the hungry millions in India. We will not let this happen in the interest of farmer community
Dhillon also demanded that special Girdawari should be done on the damage of the crop due to recent rains and adequate compensation should be announced immediately to the farmer. There was big damage to the crops due to recent rains for which the farmer will have to suffer huge loss.
All the office bearers, district presidents, executive body members were present in this meeting and wholly supported the all the three causes taken by the President.
