HCS ( Judicial ) Exam Row : SC directs HC to award grace marks, sets deadline for preparing fresh result

Hon'ble Supreme court of India, allowing the writ petitions challenging the entire selection process and evaluation of Mains Written Examination in Haryana Civil Services(Judicial Branch) held in March 2019 , issued directions to Hon'ble Punjab Haryana High Court to complete the selection process last by 15th Feb, 2020 by adopting certain marking guidelines as directed by the apex court. Notably, on the basis of a report filed by Hon'ble Justice (Retd.) A.K. Sikri who evaluated few papers of candidates who could not pass the written examination, it was observed in the judgment that though the questions in the Mains (Written) Examination were easy but were lengthy. It is categorically further observed that had they been checked by single evaluator instead of one evaluator per one question, marking would have been less strict and under consideration that in all candidate had only 8.5minutes to attempt the question exluding reading and delibration time.
While concluding the judgment, the Supreme Court has directed High Court of Punjab and Haryana to award 20 Grace Marks in Civil Law I and 10 Grace marks in Civil Law II with a specific direction to prepare fresh results within two weeks from the date of judgment (13.12.2019) and complete the selection process within 4 weeks thereafter i.e., 6 weeks from 13.12.19.
