Mohali, May 18, 2020: District Magistrate Girish Dayalan has issued the following orders with effect from 18.05.2020:
I. Prohibited activities: The following activities shall continue to be prohibited:
i. Schools, colleges and other educational institutions and coaching institutes. Online distance learning shall continue to be permitted and shall be encouraged.
ii. Hotels, restaurants (dine-in) and other hospitality services other than those used by the State Government for housing health, police, government officials, health care workers, stranded persons (including tourists) and for quarantine etc.
iii. All cinema halls, shopping malls, shopping complexes, gymnasiums, swimming pools, entertainment parks, theatres, bars, auditoriums, assembly halls and similar places.
iv. All social, political, sports, entertainment, academic, cultural, religious functions and other similar gatherings.
v. All religious places and places of worship shall remain closed for public.
Religious congregations are strictly prohibited.
II. Movement of persons:
i. Night curfew shall be in place between 7 PM to 7 AM – The movement of individuals for all the non-essential activities shall remain strictly prohibited.
ii. Day Hours between 7 AM to 7 PM – Movement shall be allowed without passes for permitted activities like shopping, going to office and work place.
Non-essential travel shall be avoided.
iii. Protecting the Vulnerable – Persons above 65 years of age, persons with co-morbidity, pregnant women and children below the age of 10 years shall stay at home except for essential requirements and for health purposes.
III. Movement of Vehicles:
i. All types of goods/ cargo carriers shall be allowed 24x7 including empty trucks.
ii. All movement of medical professionals, nurses, paramedical staff, sanitation staff, ambulances and others on essential/ emergency duty/ COVID19 duty including police, magistrates, fire, electricity etc. shall be allowed 24x7.
iii. 4 wheelers, 2 wheelers, taxis and cab aggregators, bicycles, rickshaws and auto-rickshaws shall be allowed between 7AM - 7PM subject to:
i. 4/3 wheelers – with a maximum capacity of 2 persons + driver ii. 2 wheelers – without a pillion rider
iii. Car-pooling/ sharing by the Taxi/ Cab aggregator shall not be permitted.
iv. Compliance of SoP as may be issued by State Transport Department.
IV. Shops can remain open between 7.00 AM – 6.00 PM subject to the following:
i. No shopping malls, shopping complexes shall open.
ii. All shops in Rural Areas.
iii. All shops in Urban Areas but on a staggered rotational basis (odd/ even) so that 50% shops are open on any day.
iv. Restaurants/ Eateries can open – only for home delivery/ take-away – but no dine-in. Both management and customer shall be held liable for violation.
v. Shops offering services such as salons, barber shops, spas etc. shall be allowed to open subject to compliance of SoP issued by State Health
Department.
vi. Services provided by self-employed persons such as electricians, plumbers,
IT repairs, etc. shall also be allowed.
vii. Shops exempted from staggered rotation:
i. Essential Shops i.e. Food, Groceries, Milk, Medicines etc.
ii. Restaurants/ Eateries (for home-delivery/ take-away)
iii. Liquor vends
iv. Workshops/ Service Centres for automobiles etc.
V. E-Commerce shall be permitted for all goods.
VI. Industries and industrial establishments: All categories of industries are
allowed to operate in both Rural and Urban areas.
VII. Construction activities: All construction is allowed in both the Rural and Urban areas.
VIII. Agricultural, horticultural, animal husbandry, veterinary services are allowed without any restriction.
IX. Sports complexes and stadia are allowed to open (without spectators) subject to compliance of SoP/ Directions as may be issued by State Sports Department.
X. Government & Private Offices:
i. Allowed to open without any separate permission.
ii. But in order to avoid crowding and congestion 50% staff shall be called at
any given time. This shall not apply to Central and State Government offices dealing with emergency/ essential/ COVID19 duties.
iii. Offices having public dealing shall ensure social distancing and avoid crowding by taking steps such as designating specific persons to manage, marking spaces/ circles, setting a token system, even closing counters/calling off public dealing for the day, if so required.
iv. Work from home should be encouraged by heads of all offices.
XI. SoP/ National Directives/ Advisories:
i. The Standard Operating Procedure (SOP) for movement of persons as
mentioned in Annexure-I and National Directives as specified in AnnexureII to MHA guidelines dated 17.05.2020 shall be followed.
ii. Social distancing and Wearing of Masks: Social distancing i.e. minimum 6
feet distance (do gaz ki duri) for all the activities shall always be maintained.
Wearing of masks by all persons in public places, including work places etc.
shall be mandatory and must be strictly observed and enforced.
iii. All concerned to follow the advisories as may be issued from time to time by
the State Health Department.
4. These orders shall not apply to Containment Areas – already declared earlier, and any others declared from time to time – where a strict perimeter control shall be enforced and
movement of persons shall be prohibited, except for essential services.
5. Any violations shall invite criminal proceedings under the relevant provisions of the Disaster Management Act, 2005 and the Indian Penal Code, 1860.
