Chandigarh, July 8, 2020: After being in limbo for a long time and embroiled in several legal issues, the state government has finally uploaded the seniority list of PPS officers. The development has paved the way for many to get promoted to IPS rank as per their seniority.
The latest order along with the seniority list issued by Satish Chandra, Special Chief Secretary, Home Affairs and Justice has been uploaded on the Punjab Police website as per the orders of the Punjab and Haryana high court of November 2, 2018.
The list contains the name of PPS cadre given seniority with the effect May 3, 1994, in relaxation of Rule 10 of PPS Rules 1959.
It is to be mentioned that the Punjab and Haryana high court in its order dated November 2, 2011, had directed the state government to re-determine the seniority of PPS officers in two parts-one for the officers appointed before May 3, 1994, and other for officers appointed after May 4, 1994.
The court gave the orders after PPS officer Gurdial Singh and others moved to the high court challenging the two seniority lists of PPS officers released by the government on December 2011 and January 29, 2013, respectively.
The court order also stated that the officers promoted or appointed up to May 3, 1994, would get seniority of or before May 3, 1994, provided their appointments were within the overall sanctioned posts, both temporary and permanent.
Last month, the high court has also issued notice to former Additional Chief Secretary, home Nirmaljit Singh Kalsi (Retired) and Punjab DGP Dinkar Gupta for violation of court order of November 2, 2018. The court orders had directed the government to upload the final seniority list on or before March 8, 2020.
