Chandigarh, October 20, 2020: Haryana Civil Services (HCS) officers of Haryana Government are being imparted training in management from national and international experts at Haryana Institute of Public Administration (HIPA) Gurugram.
The course has been designed by none other than Dr. Kheya Bhattacharya, who is an expert on the subject and an ex-diplomat having been India’s Ambassador to Morocco till March, 2019. The course is being conducted on virtual mode and the officers are attending it online from their offices wherever they are posted.
Stating this here today, Director-General HIPA, Mrs. Surina Rajan said that the objective of the course is to provide knowledge and insights as to how globalization and global issues impact at the local level, especially during the present COVID times.
The module also facilitates connectivity between foreign policy at the international level to development policies of Haryana. She said that eminent foreign policy experts, diplomats, serving officers of the Government of India and academics are conducting the first of four modules spread over from October 2020 to April 2021.
The experts include Ambassador (Retd) Mr. Vivek Katju, Lt. Gen (Retd) Nav Kiran Singh Ghei, PVSM, AVSM, Ambassador (Retd), Mr. Dilip Sinha, Dr. Gulshan Rai, Padmashri, Mr. Ashok Malik, Policy Advisor with Ministry of External Affairs, Ambassador, Mr. T.S. Tirumurti, Permanent Representative of India to the United Nations, New York, Ambassador (Retd), Mr. Shyam Saran, Padma Bhushan Dr. Anup Wadhawan, Commerce Secretary. In addition, Ambassador (Retd), Mr. Niranjan Desai, His Excellency Ambassador Erastus J.O. Mwencha, Chair, African Union Capacity Building Foundation, Nairobi, Her Excellency Dinah Grace Akello, High Commissioner of Uganda, His Excellency Mohamed Maliki, Ambassador of Morocco are also conducting the modules of training.
She said that the first module included topics on global opportunities and challenges post-COVID 19, India’s role in UN Peacekeeping and Humanitarian Intervention including Responsibility to Protect, Global Financial Order post-COVID 19, International Cybercrime post-Covid 19, India and Multi-polarity post-COVID 19, Reform of the UN Security Council post-COVID 19, Climate Change post-COVID 19, Impact of WTO Negotiations on Agriculture post-COVID 19, Role of African Union post-COVID 19 and the Global Role of Africa post-COVID 19.
Mrs. Rajan opined that the modules will add value to the policy and decision-making apparatus of the Government of Haryana and translate in better field governance. Programme was inaugurated on October 14, by Chief Secretary Haryana, Mr. Vijai Vardhan. Since “Global to Local” has been a key message of Chief Minister, Haryana, Mr. Manohar Lal therefore taking a clue from that message, HIPA Gurugram planned to organise the first-ever Management Development Programme on Global Issues for officers of the Haryana Civil Service (HCS). In addition, scientists from ICAR institutions located in Haryana and academics from Ashoka University are also attending the course, Mrs. Rajan added.
HIPA Gurugram is a premier training institute of Government of Haryana where officers and employees are imparted training in soft skills and other refresher courses to keep them abreast with latest techniques and models of good governance, on which the present Haryana Government is focusing.
