New Directorate Of Education In Rural Development & Panchayats Approved
The Punjab Cabinet today gave a green signal to presentation of the Punjab Right to Service Bill, 2011 for conversion into an Act in the coming session of Punjab Vidhan Sabha.
A decision to this effect was taken here at a meeting of the Cabinet chaired by Punjab Chief Minister Mr. Parkash Singh Badal this morning.
Disclosing this here today a spokesperson of the Punjab government said that this landmark piece of legislation would go a long way to weed out inefficiency at the grass roots level and to ensure transparency and accountability in the system. Under Right to Service Act, time bound delivery of 67 citizen centric services to the public as a matter of right would be ensured besides a provision of the punishment for civil servants in case they failed to comply with the prescribed timeframe.
The Cabinet also gave its approval to conversion of the Punjab State Board of Technical Education & Industrial Training (Amendment) Ordinance, 2011 into an Act by presenting a Bill in the state Assembly. The Cabinet also approved the setting up Guru Kashi University at Talwandi Sabo. Besides this the Cabinet took certain decisions for modification of the Punjab (Prevention of Damage to Public & Private Property) Bill, 2010 and the Punjab Special Security Group Bill, 2010 taking into account the difficulties in their implementation and suggestions received from various stake holders.
The Cabinet also approved the setting up a new Directorate of Education in the department of Rural Development & Panchayats besides clearing a proposal for requisite staff to make it functional.
The Cabinet also gave approval to revert back the Nazool land measuring 1650 sq.yds lying vacant opposite to the Police State Division No. C Circular Road in Amritsar from the Punjab Municipal Infrastructure Development Corporation to the state revenue department for the utilization of said land for some other purposes, as it may deem it fit.
The Cabinet also approved to create Dirba in the Sangrur district as the new Development Block comprising 44 village panchayats, of which 42 have been carved out from Sunam and 2 from Lehragagga. The new development block would have total population of 99,177 and area of 1,11,821 acres. With this the total number of blocks the state has gone up to 143.
The Cabinet also gave nod for amending Section 5 (1) of the Punjab School Education Board Act, 1969 in the forthcoming session of the Punjab Vidhan Sabha to grant another extension of one year to the Chairman of the Punjab School Education Board, Dr. Dalbir Singh Dhillon w.e.f. June 1, 2011 on attaining the age of 65 years.
