Sukhbir Badal promises a Healthy , Properous,Pollution free and IT savy Punjab in Election Manifesto
All plus 2 school students would be given free lap tops Ludhiana January 22 � The Shiromani Akali Dal today committed itself to a futuristic vision of Punjab, announcing a wide series of initiatives to completely revolutionize infrastructure, health, education, agriculture and employment generation sectors even while consolidating and promoting the policies of social welfare to provide relief to the poor and backward segments now in the grip of a countrywide crippling price rise. The manifesto unveils a stunning range of path breaking and future oriented new schemes. The document engages a daring vision of future with preservation of the strengths of traditional social and economic moorings, said the SAD president Mr. Sukhbir Singh badal while releasing the manifesto here this morning. Mr. Badal said that the SAD-BJP government has shown in the past that it has not only the courage to dream big but also the will and competence to fulfill those dreams. �Our opponents said in the past that we won�t deliver on our promise for free power to farmers, atta daal for poor, shoguns scheme for the dalits families and pension schemes for the senior citizens etc. We not only delivered on these promises but also went far beyond that and created world class infrastructure and a network of fly-overs, bridges and by-passes, brought in international and domestic airports for the state, started the 20,000 crore Bathinda refinery, set up thermal plants and along with that also gave free cycles to our dear daughters and sisters. �We are determined to go beyond that and we will show that only we can make promises and only we can fulfill them. The Congress lacks the courage to take any bold steps for the people and is afraid to make any promise.� Mr. Badal said that for all these schemes, money would be needed. �We have thought deeply about it. We did not rush with lour manifesto because for it is not just a formality. We have thought of concrete way to increase he state�s income by 300% at least over the next five years to meet the challenges of growth and development and Other welfare schemes. We will fulfill every word that we have written here. And as in he past, we will deliver more than whatwe are promising.� The manifesto declares, for the first time in India, a bold Unemployment allowance for the youth of the state on the pattern social security schemes in the countries in the West. But unlike the West, the scheme has been linked with productivity and employability up-gradation. Mr. Badal announced that a registered unemployed youth from economically weaker sections and below the age of 30 years will receive an allowance of Rs 1000 per month as stipend for skill up-gradation and higher study for a period of three years. Health and environment preservation feature prominently in the document. A bold, first of its kind scheme will be laumched to provide free medical care up to Rs two lakhs each for all 16 lakh Blue Card Holders and all widows, old age pensioners and all farmers having a land holding of up to five acres to be provided a basic health cover with free medical and surgical treatment up to Rs 2 lakhs each in government and designated private hospitals. Free primary health care will be provided to victims of road or other accidents till stabilization . No hospitalization charges will be taken from emergency accident cases. The manifesto announces a series of steps to save environment and promises to link all development oriented decisions to an environmentaudit. The manifesto puts a revolutionary approach to education and futuristic technologies on top of the agenda through a �Knowledge Revolution� with emphasis on modern technologies and IT on top of the agenda along with an unprecedented all round drive for employment generation. The manifesto promises that all plus 2 school students would be given free lap tops and all schools in the state will have IT as a compulsory subject. All cities and villages will be brought under the Wi-fi internet coverage and the entire state would be will be linked with broad-band connectivity. �Punjab�s young boys and girls missed the first IT revolution due to the neglect of the Congressgovernment. They will now lead the second. Mr. Badal said that Mohali and Amritsar will be developed as IT hubs of the country. It also promises to broadbase economy with emphasis on agro-industries. Itn says that Malwa belt will be developed as the Textile Hub of the country. The manifesto also focuses on youth and women empowerment and announces a compressive set of policies to make both the central components of the government�s vision. Now, addition to girl students of class 11 and 12, girls studying in classes 9 and 10 will also be given free bicycles as a boost for female literacy. A major and unique Sports Scholarship is a special highlight of the manifesto. The SAD-BJP would introduce this scheme under which more than 2 lakh youth ( 1000 per district) from all district will selected on the basis of sports competence. Each sportsperson will be given scholarship of Rs 12,000 per year each for a period of three years. In the event of the player bringing laurels to the state at the national or the international levels, the period for scholarship will be extended to four or five years respectively. Top grade sports stadium will be constructed in five years at all district, and at least five of them will be totally world class. Mahilpur will be developed as Soccer City and Sansarpur as the Hockey Hub of the country. GOVERNMENT will DECLARE A WAR ON CANCER The manifesto is strong on its social content and declares that on being returned to government, the SAD-BJP alliance would continue and liberally widen all the social welfare policies and incentives for the poor, the dalits and the farmers. It promises atta at rs One per Kg to 16 lakh poor families and promises to widen the social security net to include other items from the essential commodities. True to SAD�s emphasis on the farmer�s welfare, the manifesto devotes a major portion of its vision state to this sector. Free power and other subsidies to this sector will continue. At the outset the manifesto outlines the vision of the party and says, �the party addresses the future of our state with a bold new vision and a commitment. The vision is about what Punjab should be -- not only tomorrow or at the end of the next five years only but how it should look and feel down several decades. The commitment is about what the party plans to do to make that vision a reality.� Mr Badal said that it is a vision, which only the people of Punjab can dare to dream and it is backed by a concrete plan of action to realize it.
