Ferozepur, June 24, 2017: The Punjab Disabled Employees Union has expressed its resentment over the change of conditions of transfer policy in Education Department at their own without taking into consideration the constitutional provisions, despite the fact that the Education Department has decided to give special preferences to employees who are handicapped, unmarried or widowed women, divorcee or cancer stricken, army wives, people with a child suffering from a mental illness, couples seeking same station.
The Education Minister was in controversy over the rationalization policy for inviting applications but at the same time issuing backdoor transfers of influential persons and political references with special preference to Gurdaspur-Dinanagar – home town of Minister. In such a scenario, a lot of genuine persons never get a chance to have a station of their choice and resentment is bound to simmer. However, a new transfer policy with several guidelines has been released.
Speaking to this correspondent, Inder Gupta said, as per the decision of the Apex Court, 40% to 100% handicaps were considered for promotion under 4 per cent reservation quota which was earlier 3 per cent whereas the Punjab Government in violation of the provisions have decided to consider such category of employees only covered between 70% to 100% on priority.
Union members Principal Manoj Sharma and Rajiv Makkar said that there is a clear provision in the Constitution that if any government makes rules or bye laws, violating human rights in the spirit of justice, unlike the law made by Parliament, the state government, they will be able to cancel the order against the legal justice system.
All the members present in the meeting regretted for violating the rules while issuing the new instructions and condemned the transfer policy of the education department for handicaps and demanded to roll back otherwise a campaign will be initiated to register their protest.
