July 11, 2019: Reacting to the news report published in The Tribune yesterday “Aalleging threat lady doctor goes on leave, Bir Devinder Singh former Deputy Speaker has demanded immediate action against all those reprobates, who indulged in hooliganism and misbehaved with a lady Doctor Amanpreet Kaur, a very hardworking doctor and lone gynecologist in district, while she was on duty in the Gynecology OPD, at Civil Hospital, Fatehgatrh Sahib. He said it is unfortunate that some trouble makers have terrified the female doctor to such an extent that she proceeded on leave fearing threat to her life. He said that it is certainly a sad reflection on our system of fragile governance, where Doctors are constrained to serve under insecure security conditions. He said if action delayed further, situation may flare up and may take ugly turn like West Bengal where the entire State might had to bend knee.
He said that being the founder of the Civil Hospital, Fatehgarh Sahib, which was set up with great struggle and difficulties, during his first tenure as MLA Sirhind, in the year 1980 to 1985, he always advocated for the independence of the doctors, pertaining to treatment, diagnosis or even the cases referred to other hospitals and no one has a right to question expert opinion of the Doctors. He said that hospital is certainly not the place to create ruckus and uproars of sloganeering.
Expressing full solidarity with the Dr. Amanpreet Kaur, he said he will ensure adequate measures to ensure her security and safety in the Hospital at Fatehgarh Sahib. He said that unfortunately no tangible action has appeared to have been taken by the police accept simply marking an inquiry to DSP Sub Division.
He urged the SSP to immediately register an FIR by invoking the relevant provisions of the IPC thereafter only police could proceed with the investigation. Prima facie SSP should have ordered to register an FIR on 5th July itself, U/S 353 IPC (Obstructing a public servant with criminal force to deter from the discharge of his/her duty) 441 IPC (criminal Trespass) 148,149 IPC (members of the unlawful assembly, assembled with the intent of rioting) along with 120 B IPC (hatching criminal conspiracy) besides 107/151 Cr.PC (Preventive action). What a disgusting state of affairs ; Its 11 July today not even a ripple moved so far, no discernible police action has followed so far no FIR and no arrest not even preventive action..
Meanwhile doctors belonging to IMA hold a meeting and expressed solidarity with the lady doctor and warned till police post is not set up and no action is taken up they will call State level meeting for further action.
Kuljit Singh Nagra MLA also condemned the incident and said there is nexus between certain so called media persons and politicians, who always act as per their vested interest. He urged the SSP to take immediate action, so that the existence of district level civil hospital is saved. He said that he specially got deputed three lady doctors here but they all got transfer due to the harassment by these forces.
