Chandigarh, October 23, 2019: Former Deputy Speaker, Punjab Vidhan Sabha, and senior vice president, SAD (Taksali), Bir Devinder Singh says it appears as if The Representation of People Act either has no jurisdiction over Punjab.
“Or it has become practically redundant for the Speaker of the Punjab Assembly Rana KP Singh, who capriciously enjoys flirting with its statutory provisions, convenient to his whims and fancies,” Bir Devinder added.
“It is certainly a strange and dangerous phenomenon when the Hon'ble Speaker of the House, chose not to act decisively and keep meditating indefinitely on the most important matters of the State legislature pertaining to the political dignity of the parliamentary system,” he said.
“The solipsist indulgence of the Speaker becomes rather baffling when it does not seem to have any conclusive ending and the issues pending before him, becomes routinely in-fructuous with the passage of time.
“Most unfortunately the significant issue of disqualification of law makers becomes an anorectic substance in the public eye when there is no discernible serious contemplation,” he said.
He added that it’s quite disappointing to observe that either the Representation of the People Act has become too fragile, losing its detrimental effect, or those persons responsible for its implementation has become too clever to hoodwink its ramification.
“Nothing could be more abysmal and politically incorrect than this, that all the legislators, who either defected or deserted their parent party on whose symbol they have been elected but erroneously continue to draw salaries and perks and also enjoy all facilities as the respective members of the party which they have already defected and also audaciously occupy the same seats allotted to them as member of the AAP Legislature Party,” Bir Devinder said.
“At the end of the day Mr. Sukhpal Singh Khaira has finally emerged as a crafty champion who could successfully hoodwink the public perception with regard to deception and defections. Situation emerging out of the withdrawal of Mr. Khaira’s resignation is so mysterious and inexplicable that for the benefit of the public mind; only the Speaker of the House Mr. KP Singh Rana could reveal the factual position; as to which party Mr. Sukhpal Singh Khaira now represents in Punjab legislative assembly?” questioned Bir Devinder.
