- Training Programme In Field Administration For Civil Servants Of Bangladesh Inaugrated by Mr. KBS Sidhu Special Chief Secretary to Government of Punjab
Chandigarh, January 27, 2020: Mahatma Gandhi State Institute of Public Administration Punjab (MGSIPA) today barged into the elite set of Training Institutes of the country that has been selected for training top Civil Servants from other nations. Marking a new chapter in the 42 years old history of the Institute, MGSIPA today commenced training of Civil Servants from Bangladesh's Premier Civil Service, in collaboration with National Centre for Good Governance (NCGG). It is worthwhile to mention here that India and Bangladesh signed a MOU for training of Bangladeshi Civil Servants at the National Centre for Good Governance, Mussoorie, an Institute under the Ministry of Personnel, Government of India.The Bangladesh Administrative Services Officers includes Additional Deputy Commissioners, Additional District Magistrates and Chief Executive Officers of different Administrative departments. The programme was inaugurated by Mr. Karan Bir Singh Sidhu, IAS, Special Chief Secretary-cum-Financial Commissioner (Revenue), Government of Punjab & Director General, MGSIPA.
In his inaugural address, Mr. Karan Bir Sidhu said that the Mid-Career Training Programme in Field Administration for Civil Servants of Bangladesh aims at equipping them with the cutting-edge knowledge & skills and enabling them to contribute effectively in speedy delivery system in their areas of performance. He said that such programme also integrates cross-country experiences and best practices in Field Administration and Good Governance. He said that this is a matter of pride for our Institute to host this programme of Bangladeshi Civil Servants thus adding another credible mark toits status at the national level. He expressed the hope that this special training programme has certainly given a platform to the participants to understand the Indian Governance and Development Model besides giving them insight of innovation technology,efficient management of resources and successfulimplementation of priority programmes, since there is a similarity in the district administration set up with Bangladesh having similar Civil Service careerpaths.
Mrs. Jaspreet Talwar, Secretary to Government of Punjab & Director, MGSIPA in her keynote address touched various novel training programmes organized by MGSIPA in the past two years. She referred the successful conduct of IAS training programme conducted by MGSIPA for IAS Officers of 12 States in recent past during this training programme in the afternoon, Mr. Ajoy Sharma, Secretary, Department of Local Government shared his knowledge about Municipal Infrastructure development, Mr. Smt. Kavita Singh, IAS, Chief Administrator, Greater Mohali Area Development Authority spoke about Urban Development. The Civil Servant Officers later visited Municipal Corporation, Chandigarh and Mr. Kamal Kishore Yadav, Commissioner Municipal Corporation,Chandigarh Administration acquainted them about different aspects of Municipal Administration. Later the officers visited Punjab Raj Bhawan and interacted with Hon’ble Governor and Administrator U.T. Chandigarh Mr. V.P. Singh Badnore.
On the second day the Civil Servants Officers from Bangladesh will visit District Office Complex, Mohali and interact with Mr. Girish Dayalan, Deputy Commissioner, S.A.S Nagar about Land and Revenue Administration matters. They will also visit Sewa Kendras and some projects in Derabassi before leaving for next destination.
The team of 28 Civil Servants from Bangladesh is accompanied by Dr. A.P. Singh, Programme Director, Associate Professor, & In-Charge, Administration, NCGG, Mussoorie and Dr. Mukesh Bhandari, Course Coordinator & Faculty, NCGG.
Mr. Mohammed Jahedur Rahman, Deputy Director, Local Government, Bangladesh on behalf of the Bangladesh Civil Service Officers, while speaking on the occasion that they have observed that MGSIPA is the best Administrative Training Institute in the Country.
