Why women live longer___Women live longer than men partly because their immune systems age more slowly, a study suggests. As the body's defences weaken over time, men's increased susceptibility to disease shortens their lifespans, say Japanese scientists. Tests of immune function could give an indication of true biological age, they report in Immunity & Ageing journal. The immune system protects the body from infection and cancer, but causes disease when not properly regulated. The Japanese study set out to investigate the controversial question of whether age-related changes in the immune system could be responsible for the difference in average life expectancy between men and women. Prof Katsuiku Hirokawa of the Tokyo Medical and Dental University and colleagues analysed blood samples from 356 healthy men and women aged between 20 and 90. They measured levels of white blood cells and molecules called cytokines which interact with cells of the immune system to regulate the body's response to disease. In both sexes, the number of white blood cells per person declined with age as expected from previous studies. However, closer examination revealed differences between men and women in two key components of the immune system - T-cells, which protect the body from infection, and B-cells, which secrete antibodies.

The NSCA president said the time is ripe for the Centre to intervene as the poor people of the state especially those belonging to the SC and backward castes are living in fear. He added that the Congress was no different during its rule. It has become a trend. The BJP is also to blame because it is a silent spectator to the violence.

New Delhi, May 18 (babushahi.com bureau): Going deep into its IPL spot-fixing probe, Mumbai Police have seized a laptop computer, an ipad, and a mobile phone of speedster Sreesanth, one of the three arrested cricketers, from the hotel where he was held.

The seizures came even as more trouble was in store for the Rajasthan Royals (RR) player from Kerala with Mumbai Police Joint Commissioner (Crime) Himanshu Roy saying its crime branch may book him in a spot fixing case registered by it and seek his custodial interrogation. Simultaneously, Delhi Police despatched teams to Mumbai, Ahmedabad, Kolkata and Hyderabad to track the money trail in the spot-fixing case in which it has arrested three cricketers--Sreesanth and fellow RR players Ajit Chandila and Ankeet Chavan-- and 11 bookies.

Roy told reporters in Mumbai that permission of a competent court has been secured for obtaining "mirror images" of a laptop computer, an ipad and a mobile phone seized from a room in a 5-star hotel in Bandra on Friday which the cricketer occupied before his arrest on Wednesday night. "We are going deep into the investigation and Sreesanth might be booked in our case also here," Roy said.

Lawyers of all the three players have denied the involvement of the cricketers in the spot-fixing. Delhi Police Investigators are also looking into the bank accounts of the players to trace the flow of money and are trying to find out how it was spend.

TV footages of three matches in question from the official broadcaster were also sought by the police. Crime Branch sleuths had on Friday searched the rooms occupied by Sreesanth and Jiju Janardan, his close friend and bookie arrested by the Special Cell of Delhi police in connection with the spot-fixing scandal.

Apart from electronic devices, cash, data card and diaries with entries in English and Malyalam, which appeared to be in Sreesanth's handwriting, were also seized.

New Delhi, May 18 (babushahi.com bureau): Opening up the prospects of export of shale gas to energy starved India, the US granted conditional authorization to export domestically produced Liquefied Natural Gas (LNG) to nations that do not have Free Trade Agreement (FTA) with it. In a decision on Saturday, which has major implications for India, the Department of Energy announced that it has conditionally authorized Freeport LNG Expansion, LP and FLNG Liquefaction, LLC (Freeport) to export domestically produced LNG to non-FTA countries from Freeport Terminal on Quintana Island in Texas.

Given that the companies from countries like China, Japan and Britain have already have an overwhelming stake in this Texas company, India is unlikely to benefit immediately from this grant of license. But the decision paves the way for India, which does not has a FTA with the US, to get its companies seek similar licenses for import of much needed gas from the United States in large quantities from other terminals.

The existing federal law generally requires approval of natural gas exports to countries that have an FTA with the United States. For countries that do not have an FTA with the United States, the Natural Gas Act directs the Department of Energy to grant export authorizations unless the Department finds that the proposed exports "will not be consistent with the public interest."

In its 132 page order, the Department of Energy said that the proposed exports are likely to yield net economic benefits to the United States. "We further find that granting the requested authorization is unlikely to affect adversely the availability of natural gas supplies to domestic consumers or result in natural gas price increases or increased price volatility such as would negate the net economic benefits to the United States," it said.
Freeport facility in Texas, the Department of Energy said, is conditionally authorized to export at a rate of up to 1.4 billion cubic feet of natural gas a day (Bcf/d) for a period of 20 years.

New Delhi, May 18 (babushahi.com bureau): Country's largest banker, State Bank of India, has said it would review returns from its foreign and domestic business after margins overseas came under pressure.

Speaking on the sidelines of the 5th ICC banking summit, Chaudhuri said the bank would review RoEs of overseas and domestic business. SBI has about 185 overseas offices and branches spread across 34 countries contributing close to 20 percent of total business of the bank.

"Our net profit after dividend was Rs 10,000 crore. Should I put it in India or overseas it would depend on RoE," Chaudhuri said. It may be recalled that recently the Federal Deposits Insurance Corporation (FIDC) and the California Department of Financial Institutions had asked the bank's California branch to take certain measures to ensure safe and sound operation of the bank there.

A large business delegation is also accompanying him. He is due to visit both New Delhi and Mumbai.

External Affairs Ministry Spokersperson Syed Akbaruddin said New Delhi is highly hopeful that the visit will enhance mutual trust and understanding between the people and leadership on sensitivities of two countries. Briefing newsmen in New Delhi today, he said Prime minister Manmohan Singh is hosting a dinner in honour of Li Kequiang arriving in New Delhi tomorrow afternoon. During the visit, both leaders are expected to discuss the entire gamut of India-China relations.

He said India has accorded priority to relations with China which needs to be carefully nurtured and India-China relations are important for the 21st Century as it evolves into both regional and global significance. Akbaruddin said, India also acknowledges Premier Li Kequang's noble gesture of choosing New Delhi for his first overseas destination after taking over in March. Progress on Border Defence Cooperation Agreement between the two countries is also likely to come up for discussions during Li Kequangs visit.

Chinese analysts in Beijing say that the visit of the Chinese Premier aimmed at breaking new ground amid recent border stand-off, could also focus on the need for settlement of border dispute besides boosting trade. Victor Gao Zhikai, noted Chinese current affairs commentator and Director China National Association of International Studies said China has resolved border dispute with 13 of its 14 neighbours including Russia leaving India the only country to settle such a problem. He said China and India have come to terms to resolve it.

Li, is scheduled to address first CEO Forum of the two countries where he is expected to announce new initiatives to boost bilateral trade and to provide more access to Indian goods to Chinese markets to reduce the nearly 30 billion dollar trade deficit.

The Scheme is available to all participating State Owned DISCOMS having accumulated losses and facing difficulty in financing operational losses. The states who have conveyed their in-principle willingness to participate in the scheme as on 25.4.2013 are Andhra Pradesh, Bihar, Haryana, Himachal Pradesh, Jharkhand, Kerala, Meghalaya, Rajasthan, Tamil Nadu and Uttar Pradesh.




Outline of Financial Restructuring of State Distribution Companies (DISCOMS)




The State Government will take over 50% of the outstanding short term liabilities (STL) of the DISCOMS as on March 31, 2012. This will be first converted into bonds to be issued by Discoms to participating lenders, duly backed by State Government guarantee. The State Government will then take over this liabilities from Discoms in the next 2-5 years by way of issuing special securities in accordance with their FRBM space. The State Government will provide support in payment of interest and repayment of principal till the date of takeover by issuing special securities.




The Balance 50% Short term Liabilities will be rescheduled by the lenders at the best possible terms with moratorium on principal repayment.




The scheme contains two tier monitoring mechanism by committees at Centre and State level to monitor the progress of the turnaround plan.




Central Government would provide incentive by way of grant equal to the value of the additional energy saved by way of accelerated AT&C loss reduction beyond the loss trajectory specified under RAPDRP and capital reimbursement support of 25% of principal repayment by the State Government on the liability taken over by the State Government under the scheme.




The scheme contains immediate/ continuing and other measures required to be taken in a time bound manner by the Discoms and State Governments to ensure long term financial & commercial viability of State owned Discoms. These measures include Financial Restructuring, Tariff Setting & Revenue Realization, Subsidy, Metering, Audit & Accounts and Monitoring.

Meanwhile, the Delhi Police is investigating whether spot-fixing took place in matches involving Rajasthan Royals in the IPL other than the three matches in which three of its players were allegedly involved.


Police sources on Friday said so far concrete evidence has emerged only in three matches on May five, nine and 15 and three players --Sreeshant, Ajit Chandela and Ankit Chavan -- were arrested, besides 11 bookies. It has also come to light that Amit Singh, one of the bookies arrested, had played for Rajasthan Royals in the previous IPL season.





A senior police official said telephone conversations have indications about spot-fixing in other matches but the investigators have not been able to concretely prove that as of now. "We are collecting evidence," the official said, adding role of other players have not come to light.





He said, however, the police are not ruling out any possibility as of now as investigations are still on.

Chidambaram's comments on Thursday came three days after Prime Minister Manmohan Singh approved the constitution of the high-powered Group of Ministers (GoM) to finalise a plan of action to secure the autonomy of the CBI.





"We will give CBI functional autonomy and we will assure CBI will have a large degree of functional autonomy in matter of investigation," said Chidambaram, who donned a hard hat and an orange colour construction worker suit, after he visited a construction site of the new Crossrail project in east London along with his British counterpart George Osborne.




The Finance Minister, who is on an official visit to the UK on the first leg of this three-nation tour to woo foreign investors, also addressed the issue of accountability. "But all over the world--all bodies are accountable to somebody--they are accountable to executive, they are accountable to the legislature, they are accountable to the courts. I think what we have to ensure is that no one interferes with the investigations of the CBI," he said.






"I think what we have to do is to ensure that no one interferes with the investigation by the CBI that's what we have to ensure and I am confident my group will assure that." With the Supreme Court setting a 10th July deadline for the Centre to come out with a law to insulate CBI from external influence, the Government on Tuesday constituted a five-member GoM to draft a new legislation for the agency within three weeks.





It also asked the ministerial body to prepare the draft affidavit to be filed in the apex court in this context within the same period. The GoM was constituted against the backdrop of the stinging criticism of the CBI by the Supreme Court that the investigating agency is a "caged parrot" of its political masters. Chidambaram also spoke on the issue of corruption, saying it is not only India's story; in every country corruption allegations are common.





"One minister resigned not because of corruption but because of an allegation that he interfered with an investigation. The other minister resigned on moral grounds, there is no charge against him yet, no evidence against him yet," he said while speaking about the resignations of Railways Minister Pawan Bansal and Law Minister Ashwani Kumar. When asked about next year's general elections and his reluctance to put himself forward as a prime ministerial candidate, Chidambaram said, "I am quite happy if you call it lack of ambition. So let's say lack of ambition."
