Why women live longer___Women live longer than men partly because their immune systems age more slowly, a study suggests. As the body's defences weaken over time, men's increased susceptibility to disease shortens their lifespans, say Japanese scientists. Tests of immune function could give an indication of true biological age, they report in Immunity & Ageing journal. The immune system protects the body from infection and cancer, but causes disease when not properly regulated. The Japanese study set out to investigate the controversial question of whether age-related changes in the immune system could be responsible for the difference in average life expectancy between men and women. Prof Katsuiku Hirokawa of the Tokyo Medical and Dental University and colleagues analysed blood samples from 356 healthy men and women aged between 20 and 90. They measured levels of white blood cells and molecules called cytokines which interact with cells of the immune system to regulate the body's response to disease. In both sexes, the number of white blood cells per person declined with age as expected from previous studies. However, closer examination revealed differences between men and women in two key components of the immune system - T-cells, which protect the body from infection, and B-cells, which secrete antibodies.

If this election process was peaceful, then what in Sh. Brar's dictionary is unfair, partisan and violent? Four political murders have taken place in Punjab unknown to Bihar type of politics. To begin with Youth Congress leader Sh. Sukhraj Singh was killed by Akali goons in Patti, the day he filed his Block Samiti nomination papers, thereafter a PPP activist Jaspreet Jassa was shot dead and Rajwinder Singh S/o Congress candidate was seriously injured in indiscriminate firing at a political rally in Bathinda. Yesterday two people including a Congress worker was killed by Akali Sarpanch Jagir Singh at V. Chak Mishri Khan in Amritsar. While the govt. seized and deposited the weapons of Congressmen, Akali's continue to flaunt and use their weapons brazenly. Probably Sh. Brar was waiting for a civil war like situation of our neighboring country Pakistan or a Talibani attack, to step in for free and fair polls.

The fact of the matter is that Sh. Brar SEC never stood up to the wrongful, illegal and illegitimate dictates of the govt. He ignored our written complaints of invalid zones, wrongful reservation roaster, non supply of electoral rolls, demand for deployment of central forces, videography of polling stations and counting centres etc. Brar needs to learn fairness, impartiality and neutrality from his West Bengal counterpart Ms Mira Pandey, who not only flatly refused to toe the govt. but also knocked the doors of the WB High Court for provision of central forces and free and fair elections.

It is extremely saddening to note that it is due to sycophantic, weak and spineless officer like Sh. Brar SEC, the SAD-BJP govt. has been able to hijack the entire electoral process to its advantage. Congress is of the firm opinion that the biased and pro govt. stance of Sh. Brar is actually a result of his lust to seek another govt. office once he retires from as a SEC, an office that he has degraded, compromised and rendered redundant for petty self gains. Therefore, if he has an iota of morality left in him, he should quit office for his utter failure to prevent murder of democracy and allow a neutral and fair person to carry out his duties.

Stating the above, leader of Opposition Sunil Jakhar who was denied meeting with the Teachers in Central Jail, Faridkot today by the jail authorities, lamented that its' height of dictatorial attitude of Akali-BJP that those who raise their voice for their rights were not only lodged in jail rather not allowed to meet anyone.

He was accompanied by MLA Joginder Singh, Ex MLA Kushaldeep Dhillon, DCC President Surinder Gupta, Ex Minister Sardool Singh, Youth Leader Sukhwinder Singh Danny. "One such protesters includes a female teacher who had mere few months old baby who has to visit jail daily twice to have mother feed", Jakhar said. Several inmates had died due to inhuman behavior at the Faridkot jail and now same was being done with the protesting teachers on the instruction of senior SAD-BJP leadership which seemed to have lost the human angle due to ‘intoxication' of power, blamed Jakhar.

Its highly questionable that on the one hand entire Akali leadership was approaching President of India to waive of sentence to a terrorist but in its own ruled state poor teachers protesting in a way democratic measures were lodged in jails with an instruction to not allow anyone to meet them, Jakhar said. Tortures on ladies in state had enhanced manifold in Punjab under the nose of SAD-BJP regime while the state government passing through ‘Economical emergency' had no funds to pay even the salaries so to teach a lesson to all that none should protest for their salaries, protesting teachers were being harassed so much, under a well planned conspiracy, charged Jakhar.

Jakhar demanded immediate withdrawn of all the cases against these teachers with release from jail. Akali-BJP leaders who leave no oppourtunity to condemn any government out of state if a minor incident held against women but now all had become a mute spectator to injustice with the female teachers. He also interacted with various parents and families of teachers lodged in jail who came from Ludhiana, Hoshiarpur and others far flung areas.

Its rueful that those involved in murders or dacotties in day broad light were roaming free while those fighting for their rights had been confined to jail.

"The Congress conduct clearly betrays signs of mental derangement induced by trauma. In one moment, they talk teaching a lesson to the SAD-BJP and speak the language of violence while in another they retreat into a persecution complex and a defeatist mentality, indulging breast-beating over alleged and imagined excesses" the senior Akali leader and SAD General Secretary Balwinder Singh Bunder said here today.

Bhunder also accused the Congress leaders of deliberately distorting facts and portraying even personal enmity cases as political and electoral clashes. "What is the real psyche of the Congress these days – confidence over defeatism. Their leaders are speaking in contrasting tones. They claim complete victory in one statement and talk about election processes being hijacked by their opponents in another statement. What is the official stance fo the congress on their chances in these elections – will someone among please stand up and speak?" said Mr. Bhunder lashing out against Congress leaders for their speeches and statements aimed creating confusion among the people.

The Akali leader said that the real reasons behind their fake cries are their serial defeats at the hands of SAD-BJP alliance. Since 2007, the Congress has been losing out in election after election to us and this has led to a defeatist mentality which they are trying to cover up behind a shout of false allegations to mislead the people of the state," said Mr. Bhunder said that the Congress is still to recover from the trauma "Funnily, nothing has created greater panic in the rank and file of Congress party than the speeches and statements of their own leaders. They are giving the impression that they are no longer in the fray. This has led to obvious demoralisation which the Congress leaders are now blaming on SAD-BJP" said Mr. Bhunder..

The SAD leader said that the "Congress has already conceded defeat in the ongoing local elections in the state and are now indulging in futile hue and cry to prepare and advance excuse as a cover up for their imminent electoral disaster." Bhunder said that outburst of the Congress party against electoral machinery, and against particularly the Chief Electoral Officer of the state, was the result of electoral frustration in the Congress ranks. The Akali leader further said that it was the Congress leaders and not the SAD-BJP which had been speaking the language of revenge and violence. "Listen to and analyse their speeches. These are full of venom and provocation. They are inciting their workers to violence. They must desist from it and must contribute to healthy democratic process in the state," said Bhunder.

Amritsar, May 18 (babushahi.com bureau): The Congress Party today ahead of Block Samitit and Zila Parishad elections tomorrow gave a major jolt to ruling Shiromani Akali Dal (SAD) when Bibi Kashmir Kaur the Chairperson of Block Samiti Majitha, the home constituency of Punjab Revenue Minister Bikran Singh Majithia joined Congress here in the presence of Punjab Pradesh Congress Committee (PPCC) President Mr.Partap Singh Bajwa.

Bibi Kashmir Kaur wife of Baba Ram Singh a Taksali Akali leader of Majha area announced her decision to join Congress party along with hundreds of her supporters at a press conference. She strongly condemned the feudal approach and anti-people policies of SAD. She said that loyal workers had no respect in SAD and particularly Mr. Majithia was in habit of treating Taksali Akali leaders with contempt. She said that she was staunch supporter of Mr. Majithia but he humiliated her time and again,

Bajwa welcomed Bibi Kashmir Kaur in the Congress party and assured her that she her supporters would get full respect and place. He said that many other senior Akali leaders were ready to desert SAD. He said that SAD had now become party of rich and royal and common workers feel cheated by Badal and Majithia families. He said that SAD President Mr.Sukhbir Singh Badal has no respect for democracy and his attitude is to grab everything with money and muscle power. Later talking to media persons Mr. Bajwa said that the murderous attacks on Congress workers by SAD men were aimed at suppressing the voters and blocking the free and fair voting for Block Samiti and Zila Parishad elections.

Bajwa however made a fervent appeal to the people of Punjab to use their right of franchise in block samiti and zila parishad elections to protect democracy from the perpetrators of violence. He appealed to people to vote for Congress party to strengthen democracy. He said that Congress party stood for the protection of civic rights of people and sanctity of democratic institutions. He said Congress was always a better choice than the opportunist and unholy alliance of SAD and BJP. "The SAD-BJP alliance had formed the Government by manipulations and mischief", he added.

Bajwa said that ruling SAD-BJP alliance by rigging the poll process had exposed its true political character. He said that people of Punjab were waiting for an appropriate opportunity to teach a lesson to ruling alliance. He said that Parliament elections in 2014 would prove a waterloo for the SAD and BJP its partner in misadventure. PPCC President said that total breakdown of law and order machinery and organized crime has created an atmosphere of terror in the minds of people. The recent spate of political murders in state had unmasked the ulterior motives of SAD president and Deputy Chief Minister Mr. Sukhbir Badal.

He stated that SAD-BJP had failed to fulfill even single promise made by them in the election manifesto of 2012. "The Akali Dal leaders shall feel ashamed of their conduct and publically apologize for the travails given to people during last six years of their rule", he added and said that had Chief Minister Mr. Parkash Singh Badal and Mr. Sukhbir Singh Badal moral strength to read their election manifesto in front of people and tell their achievements point by point. Mr.Bajwa also dismissed the claims by State Election Commissioner that elections of block samiti and zila parishad were peaceful. He said that Mr.Brar had lost his credibility and sold his conscience to ruling SAD-BJP government. He said that political murders of Congress workers and attacks on them were blot on the working of State Election Commission.

Disclosing this here today a spokesperson of the Chief Minister's office said that the hon'ble District Judge Lynn Adelman while pronouncing the judgment on Friday at Milwaukee, Wisconsin ordered to dismiss the petition filed by these organizations for failure to effectuate service. The plaintiff had alleged that they had served summons on Mr Badal on August 9, 2012 at Oak Creek High School during a function organized by Department of Justice, US Government. On the contrary the Chief Minister never visited that school on August 9, 2012 and was visiting the State Fair George Watts Store and Bolter Store. The Hon,ble Judge while accepting the Defendant's (Mr Badal's) motion to dismiss the suit observed that, "There is mountain of evidence" produced by the defendant that he was not anywhere near the school and summons were served on a wrong corner.

Ferozepur, May 18 (babushahi.com bureau): The Ferozepur police got success with the arrest of main accused Lakhwinder Pal in the tragic fire incident at village Jattan Wala on May 16, in which six members of family were burnt alive while sleeping by sprinkling petrol.
Three members of family had died on the spot while one who was serious with 70 per cent burns was admitted in a private hospital for treatment. A team was constituted to investigate into the matter by the SSP, Ferozepur.
Giving this information, SSP, Varinder Pal Singh informed to the media persons that the teams were sent within the Punjab and other states and on May 17, one accused Mohan Lal was arrested. During investigation, he admitted that after sprinkling petrol on the members of the family while sleeping by Lakhwinder Pal, Balwant Singhhad fled away to Rajasthan(UP) where he is known to some persons.
He further said, three parties under the supervision of DSP Zira were sent to Mathura, Delhi and Ambala. Inspector Kikkar Singh incharge CIA staff after with earnest efforts from 2 p to 6 pm at Mathura Railway Station and adjoining areas searched at the suspected places from where he got the clue that the accused had gone back to Amabala through train. The second party headed by Jagdev Singh SI Mallawnala carried out the search operation and managed to arrest the main accused Lakhwinder Pal.
During the preliminary investigation Balwant Singh confessed that for the last two years, he had enmity with the victimized family for getting him arrested in illicit liquor case and after some time, he shifted from Jattanwali to Sultanpur Lodhi and there was some controversy on the Lohri festival and from that very day, he made up his mind to kill all the family members. Immediately after the incident, he moved out of Punjab so that he is not caught by the Punjab police. SSP informed that further investigation is still going on to bring more facts on surface.

Chandigarh, May 19 (babushahi.com bureau): Sukhbir Singh Badal, President, Shiromani Akali Dal and Deputy Chief Minister Punjab today said that Zila Parishad and Panchayat Samiti polls would mark its total decimation of from the electoral scene of Punjab asked newly appointed PPCC Chief Partap Singh Bajwa to get ready for first strong electoral drubbing after his coronation.
In a statement issued here today, the SAD President said that Congress never wanted to fight any election in Punjab as it would had exposed their real base in the state and was looking for alibis to create disturbance in the state. He said that right from day one when Bajwa witnessed vanishing base of his party during campaigning for Zila Parishad polls, he came to old game of the Congress party of demanding central forces, central rule, direct intervention of Union government etc etc. He questioned that what happened to Congress party in recently concluded Vidhan Sabha polls which were conducted by Election Commission of India under the direct supervision of central and paramilitary forces ?. Why could not Congress save its deposit in most of the seats in these polls, he questioned.
He said that the fact is that people of Punjab and country are totally fed up of ‘East India Company' rule of Congress led UPA government that was creating a new multi thousand crore scam every second day. He said that citizens of India were being forced to pay through nose the full price of LPG cylinders, unsubsidised diesel, kerosene and inflated price of Petrol that has ruined their total monthly budget. On other hand, the Prime Minister of India under the guidance of 10, Janpath was keeping his eyes closed to rampant corruption in which every minister was minting thousands of crores. He said that the present elections would be a trailer for ensuing Lok Sabha poll where Punjab Congress despite having alliance all known and unknown, registered and unregistered political parties is going to score zero seats. Reiterating his commitment to provide conduce atmosphere for free and fair poll, he appealed to the people to vote without fear and according to their conscience and not fall in the trap of mischievous propaganda.
Badal said that Congress had perfected the art of rigging the Zila Parishad and Panchayat Samiti polls by getting the nomination papers of opposition candidates rejected on flimsy grounds. He said that Bajwa had expected that we would also adopt the same strategy giving them a point of propaganda besides saving them from any electoral fights. He said that when we challenged them to remain in fight and ensured that not a single nomination was rejected, Mr. Bajwa started making lame excuses to face the people.
Calling upon people to put a stamp of approval on the development agenda of SAD-BJP government Badal said that let the people of Punjab become the agent of change in the ‘Mahasangram' that would decimate Congress party in coming Lok Sabha polls. There are number of social issues for which the Punjab and High Court had been taking land-mark decisions and the recent one is of Honey Singh for taking a strong stand against rendering of vulgar songs with lewd lyrics, such as "Main balatkari hoon (I am rapist). However, the credit for this goes to Ravinder Singh Kitna of HOPE, a non-government organizations that had filed a petition in the High Court in this regard, called it a victory of activists who had raised their voice against such singers. The singer has been booked under Section 294 of the IPC that entails imprisonment up to three months or a fine or both.
In fact, the vulgar songs are those in which the cheap urban street poetry is expressed. Commenting on the Honey Singh, High Court besides pulling up the Punjab Government for not initiating action against Honey Singh, has appealed to the people to boycott the singers giving their performance with vulgar songs. The observations of High Court on these occasions have special importance for creating healthy atmosphere in the society. It is matter of concern that the Punjab Government has not initiated any action to curb the songs with vulgar, cheap and frumpy vocabulary. The orders given by Justice Jasbir Singh and Justice Rakesh Kmar Jain in this case are really appreciable and deserving being need of the hour. Now when the court has given its verdict, it is now for the government to take strict action as per the law by adopting the strong attitude. No singer, producer or musician could be allowed to work against the disfiguring of the society.
The Sikh organizations and other activists have also come forward and burnt Honey Singh's effigy in Jalandhar. They said that while singers like Jazzy B, Diljit, Gippy Grewal, Geeta Zaildar were singing vulgar songs with equally vulgar videos they were displaying Sikh symbols like Khanda, which was not only amounted to disrespect to these symbols but also hurt the sentiments of Sikhs. Istri Jagriti Manch leader Jasbir Kaur have also demanded that these singers had promised they would not sing vulgar songs but now they back tracked.
Another NGOs Coordination Committee President, Inder Singh Gogia, when contacted was of he view that the writers are more responsible for composing the songs with cheap thoughts and feelings of vulgar vocabulary.
There is need to create a committee on the pattern of Film Board of Censorship, with representation from different sections of the society, with authorization to take action against the broadcasting of vulgar songs besides recommending action against the singers, lyrists, producers and recording companies under the law. At the same time, the deputy commissioners in their respective districts to arrange the checking of display of audio and video songs in the buses, tractors and other vehicles and such initiative should be taken at all levels. The youths of rural and urban areas had to be awakening to stop the damaging of our society. It would be better if we keep intact the social values with our moral responsibilities to make efforts for building the best society.

This apology was expressed in an agreement mediated by the Australian Human Rights Commission (AHRC), following a complaint filed by UNITED SIKHS.




"We filed a complaint with the AHRC after we were notified by a Sikh from Queensland about this offensive article titled 'Turban Legend' that was published in the 30th January 2013 issue of Bauer Media's magazine, ‘The Picture'", said Sukhwant Singh, Director – National Legal Affairs, UNITED SIKHS (Australia), who negotiated the agreement on behalf of UNITED SIKHS .




"Sikhs had found the article racially offensive as it showed a photograph of a Nihang Sikh amongst objectionable photographs in the porn magazine," he added.
At a conciliation conducted by the Australian Human Rights Commission, which was accepted by UNITED SIKHS on 15 May 2013, the following was agreed:


1. Bauer Media agreed to settle the complaint, without formal admission of liability:




2.Bauer Media expressed regret that any member of the Sikh community of Australia who was offended by publication of the article was offended by publication of the article;




3. Bauer Media stated that it was not the intention of "The Picture" to upset any member of the Sikh community of Australia;




4. Bauer Media stated that it is sorry that any member of the Sikh community of Australia who was offended by publication of the article was offended by publication of the article;




5. Bauer Media undertook not to republish the article.

Chandigarh, May 17 (babushahi.com bureau): Taking a strong exception over the demand of the Congress leaders for imposing the President rule in the state, Advisor to Punjab Chief Minister and General Secretary of Shiromani Akali Dal (SAD) S. Maheshinder Singh Grewal today said that these baseless statements were a reflection of the mounting frustration of Congress leaders in the wake of impending defeat in the Zila Parishad and Block samiti elections slated to be held on May 19.




In a statement issued here today, S. Grewal said that it was a writing on the wall that owing to the pro-people and development oriented policies of the SAD-BJP government the alliance would register a massive victory in these polls and the Congress party would be once again decimated from the state. He said that realizing this fact the Congress leaders were now resorting to political gimmicks by once again raising the false bogey of deteriorating law and order situation in the state whereas as it was on record that the Union government has termed Punjab as one of the most peaceful states in the country. S. Grewal categorically said that before raisings such bogus issues the Congress leaders must peep into their conscience to look that how the law and order situation had gone from bad to worst in Delhi which was ruled by the their party.




Grewal said that on one hand Delhi under the current Congress regime has today turned into a ‘haven' for the criminals where no woman or even the girl child was safe whereas on the other hand Punjab under the leadership of Chief Minister Mr Parkash Singh Badal, has emerged as an epitome of communal harmony, peace, amity and brotherhood. Moreover he said that the deteriorating law and order situation in Delhi coupled with rampant corruption and the anti-people policies of the Congress government have made the lives of people miserable. S. Grewal advised the Congress leaders that rather than leveling such irrational allegations on the SAD-BJP government they must demand for the President rule in Delhi, which was a fit case for it from all the angles.




Grewal further said that the SAD-BJP government was duty bound for maintaining law and order in the state and nobody would be allowed to disturb the hard earned peace of the state at any cost. He said that today the law and order situation in Punjab was much better than that during the previous Congress regimes and the state was witnessing unprecedented growth in all the sectors. Asking the Congress leaders to refrain from vitiating the atmosphere of the state, S. Grewal said that the people of the state would not get swayed away by these political gimmickries and they would teach a befitting lesson to the Congress in the coming polls.




Taking a dig at PPP leader Manpreet Singh Badal, S. Grewal said that in bereft of any issue the former Finance Minister has become habitual of spitting venom at his mother party adding that due his doublespeak the PPP Chief has been exposed before the people. He said that Manpreet was a frustrated lot today because most of his ‘comrades' have left his party and the base of PPP was shrinking with every passing day. S. Grewal said that out of frustration the PPP Chief was politicizing the killing of a person in Bathinda whereas in fact it was a case of personal rivalry.




Grewal further reminded the Congress and PPP leaders that the Akali Dal has remained the worst sufferer of the poll violence in the state during the previous Congress regime and also in President's rule when a large number of its key leaders including former President Sant Harchand Singh Longowal were assassinated. He said that but then also the SAD has never stooped so low and indulged in cheap politics like the Congress and PPP leaders. S. Grewal said that the Akali Dal was a votary of morality in politics and had always worked for the well being of the state, even in turbulent times also.

Chandigarh, May 17 (babushahi.com bureau): In a bid to provide the best treatment and diagnostic facilities to the cancer patients across the state, the Punjab Chief Minister Mr. Parkash Singh Badal today approved a comprehensive plan of nearly Rs.300 crore to equip the government medical colleges Patiala, Amritsar, Faridkot besides cancer hospital at Bathinda with the super specialty facilities. A decision to this effect was taken by Mr. Badal during a meeting with the top brass of the departments of state health & family welfare and medical education & Research here at Chief Minister's resident this morning.




Reiterating his firm commitment to stamp out the cancer from the state, Mr. Badal said that paucity of funds would not be allow to hamper the state's mission to provide the best available treatment to the patients inflicted with cancer. He further said: "None of any cancer patient would be deprived of the best medical care facilities in the state of penury and would be provided the best treatment at these hospitals equipped with the latest medical care, research and diagnostic facilities".




Badal also gave nod for the recruitment of highly qualified and experienced faculty in Nuclear medicine, surgical oncology, medical oncology and radiotherapy of these government medical colleges besides the installation of the latest equipment in departments of Radio diagnosis, Blood Transmission and Pathology to ensure the best treatment and diagnostic facilities to the cancer patients. He asked the Principal Secretary Health & Family Welfare to bring a composite proposal in this behalf for approval in the next Cabinet meeting slated to be held here on May 28.




The Chief Minister also go ahead for direct recruitment through a departmental selection committee by taking out these posts from the preview of Punjab Public Service Commission headed by Dr. KK Talwar and comprising Principal Secretary Medical Education & Research, Vice Chancellor BFUH Faridkot, Director PGI or his nominee, Director TMC or his nominee, Dr. Lalit Kumar, Prof. Medical Oncology, AIIMS New Delhi, Dr. DR Mittal, HOD Nuclear Medicine PGI Chandigarh, DRME besides a subject expert from the concerned specialty from AIIMS/PGI/TMC




Underscoring the need for training manpower to prepare the health personnel to cure the cancer patients efficiently, Mr. Badal agreed to the proposal mooted by Principal Secretary Health to send the required staff at TATA Memorial Cancer Hospital Mumbai and PGIMER for training in the existing facilities in radiotherapy, surgery, medicine, pathology, gynecology for a period of three to six months at TMH.
The Chief Minister asked the Principals of government medical college of Patiala and Amritsar to pose a comprehensive plan for upgradation of medical equipment and staff to the 14th Finance Commission for seeking requisite funds for this purpose. The Principal government medical college, Patiala apprised Mr. Badal that he had already sent a detailed proposal of Rs.165 crore for the upgradation of medical equipment and infrastructure with an objective to make this prestigious medical institution at par excellence with any of the country's best medical & research hospital.




Meanwhile, the Principal Secretary Health & Family Welfare apprised Mr. Badal that she had already taken up the case of providing multi-level parking in the government medical college Amritsar and Patiala with the PIDB which would be cleared soon as assured by its Managing Director. She also informed the Chief Minister that the construction work of Sarai complex at government medical college Patiala would be entrusted to the Punjab Health Systems Corporation to ensure its timely completion. Mr. Badal lauded the contribution of Patiala Health Foundation – a NGO actively engaged in the health and family welfare activities. Mr. Badal also asked the Principal Government medical college Amritsar to envisage support from a reputed NGO for running the Sarai complex there in order to provide the best facilities to the attendants of the patients.




Highlighting the role of congenial atmosphere in the hospitals in the recovery of patients, Mr. Badal emphasized that the buildings of these hospitals should be designed in such a manner equipped with the best facilities and gadgets like LEDs, Fridges, ACs etc in the private rooms and wall paintings in the lobbies and verandas to give a serene feeling to the patients. He also asked the Principals of medical colleges to explore the possibility of taping additional resources of funds to make these medical colleges and hospitals financially viable. Mr. Badal asked the Advisor on Health Dr. KK Talwar to recommend the health department for mobilizing additional resources of fund generation in consultation with the Principals of the government medical colleges.




Badal also asked the Principal Secretary Health to ensure that the entire medical equipment for upgradation of cancer treatment wings of these medical colleges to be purchased through the Tata Memorial Hospital Mumbai. Taking part in the deliberations, Dr. KK Talwar urged the Chief Minister to set up Nuclear medicine, medical physics and Oncology departments in the government medical colleges as these were the integral part of cancer treatment. He also emphasized the need to provide palliative care facilities to the cancer patients which could be best run with the help of NGOs, adding Dr. Talwar said large number of cancer patients were diagnosed in advanced stages and those who were treated for cure, ultimately had recurrence of disease in almost 50% and all these patients required palliative care in form of pain control and other symptoms control treatment. These patients also needed home as well as hospital care.




Badal asked the Chief Secretary to regularly hold meetings with the officers of health department to monitor the progress of ongoing upgradation of medical equipment and manpower in the government medical colleges and hospitals. He also directed the Principal Secretary Health & Family Welfare to prepare a detailed report for the upgradation of the cancer departments in the government medical colleges besides the upcoming cancer hospital at Bathinda so that he could also take up this matter with GoI at the level of Prime Minister, Finance Minister and Health Minister for seeking additional funds.

Chandigarh, May 17 : Sans property tax with lower stamp duties than Punjab, appreciable water table (water available at 200 feet) and abundant solar and wind energy have turned Rajasthan into the most sought after destination for agriculture investment, said Gurpreet Singh Sidhu, the managing director of Emerging India Group.

Sidhu was speaking on the occasion of launching Emerging Agro Farm Project – an ultra modern agro farming project - in Jaisalmer area of Rajasthan in village Chandan.

Elaborating on the project, Sidhu said that for farm and horticulture project, 500 bighas of land has been bought which is nestled amidst green parts of Jaisalmer and has excellent soil to grow crops such as date palm, which lasts more than 80 years. Those who aspire to invest in the project will have to buy at least five bighas of land, which has facilities to grow cumin, barley, cotton, jowar, chillies, psyllium (isabgol), bajra, guara, groundnuts, corns etc. Sidhu added that the area offers an array of options to sow different varieties of crops and reap dividends.

Besides this, Jaisalmer has abundant of solar and wind energy, which can be used to set up solar and wind energy plants setting up a source of income. He added that apart from giving subsidy on setting up such power generating plants, the Rajasthan government offers all kind of help to set up plants that use renewable source of energy.

"The Rajasthan government has not imposed any property tax, which is major enticing factor for the investors who have to shell out lesser as compared to setting up same project in Punjab. Since Jaisalmer is also an international tourist destination, it holds great potential for developing hotels and restaurants catering to the needs of tourists," Sidhu said.

The Emerging Agro Farm Project is located merely 25 kms away from the city of Jaisalmer and is well connected with all the major cities of Rajasthan. The project has been divided into two categories.

In first category investors will have to buy 25 bighas of land, whose total cost is Rs 35 lakh. Under the second category, investor will have to buy 5 bighas of land whose cost in total is Rs 7.5 lakh. For the booking in first category investor will have to pay booking amount of Rs 7 lakh, while for booking land in second category is Rs 1.5 lakh and the remaining amount will have to be given at the time of taking registry," Sidhu added.

Chandigarh, May 17 : Mr. Partap Singh Bajwa President of Punjab Pradesh Congress Committee (PPCC) today demanded resignation of Deputy Chief Minister Mr. Sukhbir Singh Badal for his failure to control the law and order in the state and described him main architect behind ‘political murders' and growth of mafias in Punjab.



Mr. Bajwa said that Mr.Sukhbir Bdal was a total failure as home minister and he has no right to continue in power. Punjab was heading for state of total anarchy as no rule of law existed in the state and Chief Minister Mr. Parkash Singh Badal had become the prisoner of whims and fancies of his son, he added.



Mr. Bajwa said that today two more persons were killed in the poll violence triggered by Shiromani Akali Dal (SAD) workers in village Chak Mishri. He condemned the incident and demanded an explanation from Mr. Sukhbir Singh Badal on spate of political killings in the Block Samiti and Zila Parishad elections. Only yesterday a Congress worker was killed in village Adampura near Rampura Phool. He said that Mr. Sukhbir Badal was keeping conspicuous silence over the incidents of violence which vindicate the Congress allegations of his tactic support to criminal elements in his party.

PPCC President said that Mr. Sukhbir Badal didn't utter a word against political violence in village Adampura near Rampura phool even after 24 hours of incident. He said that his silence was more serious when the incident happened in the constituency of his MP wife Mrs. Harsimrat Kaur Badal.

Mr.Bajwa lashed at Punjab Police and said that police officers were making statements that these killings were outcome of personal enmity without holding any investigation. "Even if it is personal enmity, are these murders justified, he asked ?

He said that main culprits involved in the murder of youth Congress leader of Patti Mr. Sukhraj Singh Bhagupur who belonged to SAD were not arrested; no FIR was registered in the incident of murderous attack on Congress MLA Rana Gurmeet Singh Sodhi. Mr. Bajwa said that Congress workers were coerced to withdraw from contest in block samiti and zila parishad elections with the help of Police.

Mr.Bajwa said that in most of the crimes committed in Punjab the members of ruling Shiromani Akali Dal were involved. He said that in a robbery at the house of goldsmith in Quadian, two sitting Sarpanches of SAD from Khas and Kaler villages were among the four accused. He said that there were several other instances of involvement of SAD men in heinous crimes including drug trafficking.

Mr.Bajwa said that poll violence was fall out of breakdown of general law and order in Punjab. He said that people were feeling unsafe on roads and in their houses. He said that reports of robberies, thefts, kidnapping, rape and snatching have become order of the day. Only yesterday three members of a family were burnt to death and three others injured when miscreants set their home on fire at night in their home in village Jatta Wali in Makhu sub division. Two families were robbed and 16 persons were injured by two dozen dacoits in village Kamalpura in Kapurthala district.

Mr.Bajwa said that during the six years of rule by SAD-BJP government mafias have acquired control of every trade i.e. sand mining, liquor business and transport.

Disclosing this here today official spokesperson of State Election Commission said that polling for 146 Panchayat Samitis and 22 Zila Parishads would be held on May 19. State Election Commission has issued strict instructions to Civil, Police administration to make foolproof security arguments so that election process could be completed peacefully.

He said that as the canvassing for the election concluded have today and the instructions have been issued to all the parties not to campaign after 4 p.m. on May 17.

The Spokesman said that SEC declared 19th May as dry day in the revenue jurisdiction of all villages where polls are to be held. SEC also issued instructions to State Government and District administrations to ensure the compliance.



He further said that 1321 candidates had filed nomination papers for the election of 331 zones of 22 Zila Parishad. 127 papers have been rejected in scrutiny, whereas 404 candidates withdrawn their papers on the last day fixed for the withdrawal of nomination papers. He said for the Zila Parishad elections now only 760 candidates remained in the fray as 30 candidates elected unopposed.



The spokesperson further said that for the Pachayat Smiti election, papers of 351 candidates have been found incomplete out of the total 10085 candidates. 3719 candidates had withdrawn their nomination papers. He said that with the 229 candidates elected unopposed now 5786 candidates remained in the fray for the election of 146 Panchayat Smitis.

Disclosing this here today, a spokesman of the government said that in order to improve environmental sanitation, a provision has been made in the project to initiate works on pilot basis in about 100 villages for providing modern underground waste water collection and disposal systems. Besides this all the 1811 RO Plants have already been installed for the rural habitats of Punjab at a cost of Rs. 230 crore. As many as 1166 more villages would be provided with RO Plants with the financial assistance of NABARD and Government of India, he added.


Adding further, he said 16032 schools in Punjab have been covered under rural water supply programmes initiated for the rural schools in the state. Referring to the renovation and rehabilitation of ponds in rural areas, he said that 56 ponds were completed up to March, 2012, during 2012-13, 71 village ponds have already been renovated up to October, 2012 and another 150 village ponds would be covered by March, 2013 and the remaining would be covered within the current financial year. The government would also set up a Drinking Water Quality Testing Regulatory Authority in the state. For the rural habitats, an Advance Water Testing Lab costing Rs. 4.31 Crore for the Northern States of India was also being set up at SAS Nagar Mohali, ensuring safe pure drinking water, he added.

Chandigarh, May 16 (babushahi.com bureau): A public interest litigation (PIL) has been filed in the Punjab and Haryana high court against close relatives of Bhai Balwant Singh Rajoana Kalan, for seeking directions to Punjab Government to retrieve 8 acre land of Gurudwara from them-dismissed as not maintainable.


A Division Bench of the High Court comprising ACJ Jasbir Singh and Justice Rakesh Kumar Jain today dismissed a PIL filed by "Smajik Jagriti Front (Regd.)" through its Chairman, Jagdip Singh Gill of Talwandi Malhian (District Moga), seeking appropriate directions to the Punjab Government, its Home Secretary, DC Ludhiana and SSP, Ludhiana, to retrieve 8 acres of agricultural land of "Gurudwara Manji Sahib, Patshahi Daswin, Rajoana Kalan", from the illegal possession of Avtar Singh and Karam Singh, the cousin-brothers of Bhai Balwant Singh Rajoana, observing that this PIL was not maintenable, as no such directions can be issued under writ jurisdiction, in relation to the Gurudwara under reference, which was not a notified Gurudwara under the Sikh Gurudwaras Act. However, the HC observed that the petitioner is free to resort to any other alternate remedy available to him.


In his PIL, the petitioner had stated that the aforesaid two persons, who are cousin-brothers of Bhai Balwant Singh Rajoana (who stands convicted for murder of ex-Chief Minister of Punjab, Beant Singh), had taken unauthorized possession of 8 acres-1 kanal of aforesaid land of Gurudwara in the year-1992, and have been cultivating it and usurping the income generated by sale of crops. He further stated that the District administration was not raising its little finger for retrieving the Gurudwara land from the said encroachers, on account of the influence and credentials of the encroachers. He further stated that he had sent a legal notice to all the respondents on Dec.10th, 2012 calling upon them to retrieve the land from encroachers, but the said notice also did not yield any result.
