New Delhi, Sunday,August 25 :Delhi Police has registered an FIR under 153a, 295a, 298 IPC for hurting Sikh sentiments against the spokesperson of Bapu Asa Ram Neelam Dubey for her comments made during a TV debate.The case has been registered on the complaint of DSGMC.
It has been alleged that during a live debate of India News Channel hosted by Deepak Chaurasia on 23.08.2013, Ms. Neelam Dubey commented against Guru Nanak Dev Ji, the first Guru of Sikhs which is factually incorrect and thereby making disrespectful remarks in a debate where in issue of rape allegations against Asaram Bapu were being discussed on the channel during prime time telecast.
Asaram Bapu’s spokesperson, Neelam Dubey stated during the show that "Children of Guru Nanak Dev ji were burnt in Kadai (pan) and besides other statements even against Lord Gautam Buddha that allegation of rape were leveled against him and a further statement that he was sent to jail.” Thereby hurting the sentiments of followers of Sikhism and same being repeatedly broadcasted by the India News with deliberate and malicious intention to insult or attempt to insult religious belief of Sikhs, amounting to punishable offence under the Indian Penal Code.
Taking a strong note of this act , Delhi Sikh Gurdwara Management Committee filed a complaint on Saturday afternoon with Parliament Street Police Station for registration of case against Neelam Dubey and India News for promoting enmity on the ground of Religion, making imputation, assertions which is prejudicial to national integration and for outraging the religious feeling by insulting the religious belief , besides this aforesaid news channel for mass circulation of statement whereby conducing a public mischief. The complaint has been filed on behalf of the organization by Ajmer Singh, Chief Administrator of Delhi Sikh Gurdwara Management Committee. Unfortunately the debate has been uploaded by the channel on YouTube and on the website of the news channel as well.
Manjit Singh (GK),President of Delhi Sikh Gurdwara Management Committee strongly condemned this mischievous act and stated “These remarks have been made deliberately, knowingly in order to promote feelings of hatred among the Sikh community which has the highest contribution in maintaining the sovereignty and integrity of India”. He further said “during the debate spokesperson of Asaram Bapu has compared him with the First Guru of Sikh religion whereby offending the Sikh community. The channel should have stopped airing the debate and should have issued an apology statement immediately” he concluded.
“Delhi Police has registered a first information report under section 153A, 295A and 298 of IPC at Parliament Street Police Station later in the evening today on basis of complaint made by D.S.G.M.C” said Rakesh Malhotra, a prominent international criminal lawyer who is handling the case of behalf of the organization.
Manjinder Singh (Sirsa), General Secretary of Delhi Sikh Gurdwara Management Committee appealed to entire community for maintaining peace and harmony. He also stated “that this statement and act has been made by spokesperson of Asaram Bapu on his behalf and in absence of any clarification being issued by Asaram Bapu himself suggests that he has consented for this statement and remarks”.
In other word the statement made by Neelam Dubey on behalf of Asaram Bapu are bound to be regarded by any reasonable man as grossly offensive and provocative and maliciously and deliberately intended to outrage the feeling any religious community. The act has result into excited feelings of enmity in Sikh Community.

Indianapolis Sister Cities receives National Award: Indianapolis Sister Cities, an organization dedicated to enhancing global connections, has received the 2015 Innovation in Arts and Culture award for a city with a population over 500,000 from Sister Cities International (SCI). The Annual Awards program, established in 1962, showcases the achievements of standout sister city programs and brings international recognition to communities' contribution to citizen diplomacy. The award was presented at SCI's 59th Annual Conference on July 18 in Minneapolis.

Kanfing Camara, of Ben Davis High School and Tial Rem, of Perry Meridian High School, were awarded scholarships by the Indianapolis Sister Cities program to attend the international Youth Summit. Chandigarh, August 1, 2015: Mrs Kiran Choudhry, Leader of the Haryana Congress Legislature Party, has said that the policies and programmes pursued by the Haryana Government, led by Mr Manohar Lal Khattar, are beginning to come a cropper. Be it Beti Bachao-Beti Phadao, its campaign to check mother-infant deaths or crime against women, statistics prove that the situation has deteriorated, not improved.



This cements the fact that there is more of PR exercise in all these than serious effort made to improve things. Worse still, on mother-infant deaths, facts have been under-reported by the districts to the extent of hundred per cent to show that all is well, she pointed out.



In a statement issued here today, the former minister for excise and taxation minister said that claims to the contrary to curb female feticide under the Beti Bachao Beti Padhao campaign notwithstanding, the sex ratio at birth (SRB) in Haryana as well as in most districts has declined, not improved. The bias against the girl child remains to be busted.



The data on SRB supplied by the civil registration system for June, 2014 and June, 2015 shows a decline, not improvement in at least six districts where the number of girls born against boys has gone down. Against the SRB target of 950 set by the Chief Minister, Mr Manohar Lal Khattar, within one year, it has registered a decrease from 874 in 2014 to 869 this year.



Coming to the districts, the number of girls against boys in Sirsa has declined from 890 for every 1,000 boys up to June, 2014 to 877 in June, 2015. In Rohtak, it came down from 889 to 852; Faridabad (890 to 848), Jind (902 to 862), Kurukshstra (888 to 862), Ambala (902 to 888), Gurgaon (839 to 812), Kaithal (918 to 893), Karnal (896 to 894), Panipat (914 to 901). Against this the improvement registered by some districts is only marginal, she said.



On infant deaths, Mrs Choudhry said there were 3,307 infant deaths in the state but only 728 were mentioned in the reports submitted by the district authorities to the state government and the Union Ministry of Health and Family Welfare. And, of 145 maternal deaths, just 21 were reported on the NHM portal Health Management Information System (HMIS). The shows grave impropriety, she added.

On the crime against women, Haryana has earned the dubious distinction of ranking third in the country according to the data released by the National Commission for Women. The NCW received 1,720 complaints, the third highest number of cases of crime against women from Haryana in 2014-15. The state trails UP with 19,385 complaints and Delhi with 3,618 cases registered by NCW in 2014-15. A majority of the 433 complaints from Haryana were of police apathy where victims failed to get their complaints registered, she said.



“The BJP Government would do well to do a rethink and re-plan schemes to produce results instead is doing mere PR exercises aimed at fooling the people of the state,” Mrs Choudhry demanded....

The Second case has been registered u/s 419, 420, 467, 468, 471, 109, 120-B of IPC and section 3/4 of MP Recognized Exams Act 1937 against 28 accused persons on the basis of FIR No. 737/13 dated 13.11.2013 at Police Station Civil Lines, Rewa, (Madhya Pradesh), on allegations of impersonation by certain persons in respect of 10 candidates in Vyapam conducted Pre Medical Test (PMT) 2012, who joined a Medical College at Rewa.


The Third Case has been registered u/s 419, 420, 467, 468, 471 of IPC against 2 accused persons on the basis of FIR No. 138/14 dated 07.02.2014 at Police Station Jahangirabad, Bhopal, on allegations of cheating by impersonation in Constable Recruitment Examination 2013(II).


The Fourth Case has been registered u/s 419, 420, 467, 468, 471, 120-B of IPC and 3 / 4 of M.P. Recognised Examinations Act, 1937 on the basis of FIR No. 107/15 dated 00.00.2015 at Police Station Kohefiza, Bhopal, on allegations of cheating by personation in Pre Medical Test - 2009 against 6 accused persons, including 5 persons who had thus secured admission in a Medical College at Bhopal.


The Fifth Case has been registered u/s 419, 420, 467, 468, 471, 120-B of IPC and 3 / 4 of M.P. Recognised Examinations Act, 1937 on the basis of FIR No 127/15 at Police Station Jhansi Road ,Gwalior (M.P) against two accused persons for cheating by impersonation in PMT 2009 conducted by VYAPAM.


The Sixth Case has been registered u/s 419,420, 467, 468, 471, 120-B of IPC; 109 and 3 / 4 of M.P. Recognised Examinations Act, 1937 on the basis of FIR No 94/15 at Police Station Jhansi Road, Gwalior against one accused person for cheating by impersonation in PMT 2009 conducted by VYAPAM.


The Seventh Case has been registered u/s 417,419,420, 467, 468, 474, 120-B,34 of IPC and 3 / 4 of M.P. Recognised Examinations Act, 1937 on the basis of FIR No 285/14 at Police Station Bhind Dehat, Bhind (M.P.) against one accused person for cheating by impersonation in Police constable recruitment exam 2012 conducted by VYAPAM.


The Eight Case has been registered u/s 419, 420,120-B of IPC on the basis of FIR No 13/13 at Police Station Jhansi Road, Bhind (M.P.) against two accused persons for cheating by impersonation in Police constable recruitment exam 2012 conducted by VYAPAM.






On the directions of Hon’ble Supreme Court of India, CBI has taken over the investigation of the said FIRs which were earlier registered by the Madhya Pradesh Police.

Chandigarh, August 1, 2015: The Haryana Irrigation Minister, O.P. Dhankar, has said that out of the 1,300 tail-ends in the state, canal water for irrigation has been made to reach 1,017 tail-ends during the tenure of the BJP Government.

While giving this information in Jhajjar today, Mr Dhankar said that consistent efforts had been made by the state government to provide water to every field, and for this, various schemes were being implemented by the Irrigation Department to benefit the people.



Besides, a number of steps have been taken by the department in the direction of water conservation. A scheme is being framed for recharging the underground water and desilting has been carried out in about 600 ponds all over the state. Underground water conservation is the need of the hour and the government has been taking steps by framing various schemes at the departmental level.

It is for the first time that water has been made to reach the tail-ends by the Irrigation Department, and efforts are being made to ensure that water is delivered up to the remaining tail ends also, he added.

While giving this information here today, a spokesman of the Police Department said that on April 12, 2015, the Sonepat Police got information that an unidentified body was lying near the Devdu bypass. The police swung into action and on April 24, identified the deceased as Ram Lal, a resident of Chalal, district Mandi, Himachal Pradesh.


With the help of the research team and police network, the accused, who has been identified as Harikesh, a resident of Angrawa, was traced and arrested from Delhi border. The accused has admitted to committing the crime. Harikesh confessed that he, along with his
associates, had offered lift to the deceased in Toyota Innova car on GT Road between Karnal and Delhi and given him intoxicants mixed in a beverage. Later, they snatched his wallet, ring and mobile phone and crushed him under their car.

The spokesman said the police had taken the accused on remand for seven days after producing him in the court. During the interrogation, the accused admitted that three to four months ago, he, along with his associates, had committed such incidents at Kothputli border on Delhi-Jaipur highway, Mathura highway, Noida highway, Ghaziabad highway and Lalkuan Delhi highway. The police are on the look out for other persons involved in these incidents and would be arrested soon, he added.

New Delhi, August 1, 2015: Paramjit Singh Sarna, Former President, Delhi Sikh Gurdwara Management Committee and President Shiromani Akali Dal Delhi in a press statement here today said that a delegation of teachers from Guru Harkishan Public Schools have approached him to save them from Manjit Singh G.K. & Sirsa, who have been constantly threatening and compelling them to sign affidavits pertains to their acceptance to 40% arrears of their salaries instead of 100% dues of 6th Pay Commission recommendations.
Mr. Sarna said that Hon'ble High Delhi Court has already directed Delhi Sikh Gurdwara Management Committee for implementation of 6th Pay Commission recommendations and payment of arrears due till date to the teachers of all Guru Harkishan Public Schools. But G.K & Sirsa not only brazenly disobeying the orders of the Hon'ble Court but also constantly intimidating the teachers to accept arrears of dues @ 40% only.
Mr. Sarna said that during his tenure 6th Pay Commission was implemented in GHPS Schools and salaries on these recommendations were paid by GHPS Loni Road, Hargobind Enclave and some other schools from January 2013 and thereafter on 28th Feb 2013 G.K. & Sirsa became the President and General Secretary to DSGMC and they stopped the recommendation of the pay commission in all schools. He said that teachers have been forced to knock the doors of the Hon'ble Court.
Mr. Sarna said that upto the last day of his tenure as President, DSGMC Rs. 98 crores FDR's were reserve funds with the committee which can be utilized for payment of arrears to these teachers. But the entire amount of Rs. 98 crores FDR's have already been gulped by G.K. & Sirsa. He said that DSGMC has been reached to the stage of insolvency due to massive plundering of Golak funds by G.K. & Sirsa otherwise payment of dues to these poor teachers is not a touch task for the committee.
Mr. Sarna further said that he and his party is with the teachersof Guru Harkishan Public Schools and will not only approach to the Hon'ble High Court on this issue but also provide all possible help to the teachers to register criminal cases against G.K. & Sirsa for threatening, torturing and compelling teachers for signing affidavits in the police stations of appropriate jurisdiction. He said that his party will take all possible measures to save teachers from the highhandedness, mental torture and direct criminal intimidation of G,K, & Sirsa. ....

Vijay Chandla, President and Kulbhushan Kanwar, General Secretary of RWA sector-48 asked for clarification that Chandigarh Police has been planning to make Chandigarh sealed city for the part so many years but no progress is made in this regards. Sector-31 and Sector-34 police stations are feeding the huge sectors from 48 to 51. They suggested that if Chandigarh Police really serious for their proposal to make Chandigarh a sealed city then it should open new police stations from Sector-48 to onwards to ensure stopping infiltration from Mohali adjoining area. There are number of cases that the Chain-snatchers and other criminal elements get safe way after committing crime in Mohali and Chandigarh. The S.P. assured that they are on the job and soon there will be police station in sector-49 to cater these sectors.
A representative of sector-34 said the vehicles parked in the non-parking areas of the religious places needs to be checked.
Sh.Bhardwaj from sector-51 stressed the need of shifting police post at 49 to the main sectors as the colony have already been shifted and there is hardly any need of that police post. There is need that meetings are held periodically.
Requirement of Beat Box near petrol pump- 44 was also highlighted.
Sukhi president RWA sector-47 pointed out that in spite of ban on PGs in housing board. Housing Board houses from sector-37 to sector-47 are being running PG business. He said even EWS houses are being let out to PGs.

Chandigarh, August 1, 2015: BJP National Secretary Tarun Chugh has deplored Congress for creating chaos in parliament during Home Minister Rajnath Singh's statement on the recent terror attack in Punjab. He alleged that Congress created situation was damaging India's case against terrorism.

Chugh said that it was every party's democratic right to protest against the government but there is always a limit as even the opposition parties have to keep national interest in mind.

He said while the government was committed to act against terror and had been giving a befitting reply to terror attacks and ceasefire violations by Pakistan and the country was mourning the loss of brave policemen and civilians who were martyred by terrorists, the Congress MPs led by Ms Sonia Gandhi and Rahul Gandhi were creating chaos in the parliament only to score some brownie points.

The BJP leader said Congress has displayed that it has not only mastered the art of corruption but also lacked national character as it was out to politicize the attack on country even as all the countrymen stood united against the Pak sponsored 'Fidayeens' who wanted to disturb the peace and communal harmony in the border state of Punjab.

"It is really said to see that the Congress party is playing petty politics on the issue of national pride. No one would have thought that the party that ruled the country for almost six decades would stoop so low after being out of power only due to its own frauds and follies", he said.

Chugh said that Congress has not been able to digest the humiliating defeat in last Lok Sabha elections and was trying to revive its political fortunes but its leaders must keep in mind that people of India don't like politics while the soldiers, policemen and civilians were losing lives to protect the pride of the country.

He said India has conveyed a clear message to Pakistan in Dinanagar that it was not going to take things lying down and every act of terror or aggression would be given a befitting reply.

In response to a PIL filed by H.C. Arora, Advocate, a short reply has been filed by Joint Commissioner, Municipal Corporation, Chandigarh to the effect that the draft notification for “Policy for Insurance Cover to the operational staff of Fire and Emergency Services of Municipal Corporation Chandigarh” has been duly approved by the Administrator on 16.6.2015. A perusal of the policy shows that in case of death of Fireman, his legal heirs shall be entitled to compensation of Rs. 20.00 lacs. Such compensation to the extent of Rs. 10.00 lacs is payable in case of disability from 75% to 100%. Besides, outstation officers who come to the aid of fire and emergency services of Municipal Corporation, Chandigarh for carrying out any operational duty, will also be covered under the Insurance Policy, even if they are not employees of Fire and Emergency Services of Municipal Corporation, Chandigarh.
The affidavit further states that the Chandigarh Administration has approved compassionate appointment to the next kin of three Firemen, who died in fire incidents, while on operational duty and families of those three Fireman have been approached for seeking the name of the person to whom compassionate appointment is to be given. The Firemen, who died during the fire fighting operation on 8.6.2014,i.e., Amardeep Singh, Fireman and Ravinder Kumar, Leading Fireman, who were burnt to death during devastating fire, besides another Fireman Amarjit Singh Mavi, who died in such operation on 20.10.2008. Besides, an order dated 25.6.2015 passed by the Commissioner, Municipal Corporation, Chandigarh has been enclosed with affidavit, which states compensation of Rs. 20.00 lacs for the families of the Fireman, who lost their lives in the fire incidents, has been approved. However, Smt. Majit Kaur W/o late Shri Amarjit Singh Mavi , has been sanctioned payment of Rs. 17.00 lacs, as she had already been paid compensation to the tune of Rs. 3.00 lacs.
The PIL was filed by H.C. Arora, Advocate for seeking issuance of appropriate direction to the respondent – Municipal Corporation, Chandigarh, as well as U.T. Chandigarh Administration, to frame appropriate policy for payment of compensation to the legal heirs of the Firemen, who lost their lives in the fire incidents. He had also sought direction to the respondents to give compassionate appointment to the legal heirs of the deceased Firemen. Besides, the petitioner had also sought issuance of directions to the respondents to upgrade fire fighting staff and its infrastructure. However, short affidavit filed by the Joint Commissioner is silent on this issue.
The CWP (PIL) will come up for further hearing on 14.8.2015.....

London, August 1, 2015: A new report published on 29th July has suggested that India’s financial markets will increasingly be affected by global events and changes to worldwide regulation, especially those introduced after the 2008 financial crash.
The City of London Corporation’s report, carried out by IMRB International, and titled "The Impact of Global Regulatory Change on India’s Financial Markets," examines the perceptions of Indian stakeholders on the impact of global regulation on India’s capital markets.
The information was gathered from face-to-face interviews with high level India representatives from India’s financial and professional services sectors, including banks, law firms and credit rating agencies. They were asked about global financial regulations, with a particular focus on European and US reforms, including Basel III, the Dodd-Frank Wall Street Reform and Consumer Protection Act, the Foreign Account Tax Compliance Act (FATCA) and the UK’s Bribery Act, how they were perceived, their awareness and impact of each on India’s capital markets.

Key findings of the report showed:

• Basel III, because of its global nature, was viewed to have the biggest impact on banks and financial institutions. This was seen as likely to result in changes to business models and customer strategy and also an increased cost of compliance. There was however no particular opposition towards Basel III.

• FATCA was seen to impact on all financial institutions with business interests in the US and would incur changes and costs as result of the business process introduced – especially ‘Know Your Customer’ requirements.

• The UK’s Bribery Act 2010 was viewed as particularly stringent and has resulted in corporates and multinational banks incurring high costs on risk mitigation activities.

• The Dodd-Frank Act’s impact, with the exception of the Volcker Rule, was unclear across many respondents.

In general, the report highlights the importance of effective global integration of regulation, with principles such as the need for simplification, the creation of a global playing field and a reduction in the stringency of regulation in some business areas recommended by the interviewees.

Commenting on the report, Policy Chairman at the City of London Corporation, Mark Boleat, said:

Jalandhar, August 1, 2015: The State Government is empowered to undertake necessary relief measures in the wake of natural calamities like, drought, hailstorm, pest attack & cold wave/frost from State Disaster Response Fund (SDRF) which is readily available with them. Additional financial assistance, over and above SDRF, is considered from National Disaster Response Fund (NDRF) for natural calamities of severe nature on receipt of Memorandum from the State Government. On request by any State Government, Department of Agriculture & Cooperation constitutes and Inter-Ministerial Central Team (IMCT) to visit the States for assessing damages including crop loss for recommending financial assistance from NDRF. Based on the report of the IMCT, Sub Committee of National Executive Committee (SC-NEC) recommends extent of admissible assistance as per laid down items and norms of assistance from NDRF/SDRF for approval of the High Level Committee (HLC) to sanction central assistance from NDRF. The norms for relief under SDRF/NDRF are Rs. 6800/- per hectare for rainfed crops, Rs. 13,500/- per ha. For assured irrigated crops and Rs. 18,000/- per ha. for all type of perennial crops, where crop loss is more than 33% and above.

This was stated by Mohanbhai Kalyanjubhai Kundariya in Rajya Sabha,Minister of State for Agriculture. He said the financial assistance from SDRF/NDRF is providing immediate relief and is not compensation for loss/damage to crops. Crop insurance is a financial tool to insure farmers against crop losses on payment of admissible premium to the insurance company. Under the crop insurance schemes claims are paid to only those farmers who insured their crops and paid premium under any of the notified crop insurance scheme. Admissible claims are worked out and paid as per the provisions of the respective schemes.

He said the norms of assistance, is reviewed comprehensively after the award of successive Finance Commission taking into account various factors including the price rise. The Government of India has issued order on revised items and norms of assistance under State Disaster Response Fund (SDRF)/National Disaster Response Fund (NDRF) on 8th April, 2015. The extant norms inter-alia provide for assistance to the farmers in the form of Agriculture Input Subsidy (where crop loss is 33% and above as against the earlier norms of 50%) for damage caused to all types of agriculture and horticulture cropped areas due to the notified natural calamities. Government of India has also enhanced the assistance amount to the farmers by 50% in the revised norms.

“It is unheard of in fiscal management that such a cess is levied to facilitate the collection of bills of other departments. In this case, the proposal is to levy cess on electricity bill to enable the state government to recover the water, sewerage and sanitation charges. I fail to understand the logic behind the move”, the former finance minister added.
He pointed out that he was opposed to it not only on the grounds of its being against all canons of fiscal management, but this would also put additional burden even ion those power consumers were not availing the services like sewerage, especially in the rural areas.
He said as per the reports appearing in a section of the press, this “bright idea” had emanated with Deputy Chief Minister Sukhbir Singh Badal who had been making loud claims of the state being financially stable and all talk about financial crisis being mere propaganda to malign the state despite the state being under staggering debt that had already crossed Rs 1 lakh crore. The fact of the matter was that the state government was in no position to recover the bills from the consumers.
He demanded that the state government must come out with a white paper on finances as the state was going to be burdened with another tranche of big loan to finance the so called development plans which had so far failed to take off.
He made it clear that the PPP would oppose every move of the Akali Dal-BJP government in the state to put such extra burden on the people as the state government was supposed to meet such obligations from its own sources.....

Nevada (USA), August 1, 2015: University of Oxford has posted digital versions of 110 Kalighat paintings of Hindu deities and others from 19th-century Calcutta on its new online portal "Digital.Bodleian".

These include paintings of Hindu deities Krishna, Shiva, Ganesha, Durga, Hanuman, Parvati, Kali, etc., which were acquired by Sir Monier Monier-Williams in the winter of 1883-1884. Some of these paintings had cost one anna each at that time.

Applauding Oxford University Bodleian Libraries for digitizing images of Hindu deities and making them available to a wide variety of users from around the world for learning, teaching and research; distinguished Hindu statesman Rajan Zed, in a statement in Nevada (USA) today, said that art had a long and rich tradition in Hinduism and ancient Sanskrit literature talked about religious paintings of deities on wood or cloth.

Rajan Zed, who is President of Universal Society of Hinduism, urged major libraries of the world to make available the digitized versions of Hindu art from their collections on their online portals, thus sharing the rich Hindu art heritage with the rest of the world.

Bodleian Libraries of University of Oxford have over 11 million printed items, about 80,000 e-journals and vast quantities of materials in many other formats. University of Oxford, one of the top world universities, is oldest university in the English-speaking world.....

Chandigarh, August 1, 2015: Panchayati Raj Department intends to review its policy of giving separate discretionary grants by Ministers for cremation grounds for SC and General category-in villages.
Responding to a demand notice dated 4.7.2015 sent by Advocate H.C. Arora, seeking an end to the Policy of Punjab Government’s Policy on discretionary grants, under which the CM/Deputy CM/Ministers and CPS (Chief Parliamentary Secretaries) are sanctioning and disbursing separate discretionary grants for the cremation grounds of SC category and those of general category (non-SC category) residents of villages, the Controller, Panchayti Raj Department (Finance) has written a letter dated 29.7.2015 to the Superintendent , office of Chief Minister, Punjab (General Branch) requesting that a decision be taken on the issue raised by Advocate H.C. Arora in his aforesaid demand notice, so that action be initiated for amendment of the Policy.
Advocate H.C. Arora had stated in his demand notice that “on scrutinizing various items of grants sanctioned and released by Hon’ble Minister in their discretionary quota, it comes out that many such grants have been given to Gram Panchayats for development of cremation grounds or for constructing boundary walls of the cremation grounds. In a number of cases, such grants are being given separately for cremation grounds for Scheduled Caste category persons and to those belonging to other categories than scheduled castes (General category). He had further stated that the aforesaid practice, which virtually amounts to untouchability and the extension of grants for cremation grounds separately for general category persons and Scheduled Castes is perpetuating untouchability even after 55 years of India becoming republic and having passed law against untouchability. Such untouchability is being practiced by Government itself. Such practice needs to be put to an end. A beginning can be made by announcing incentives to those villages, where the Gram Panchayat unanimously decides to use only one cremation ground in the village for cremation of dead bodies of persons of various castes and creeds , and the second cremation used only for development purposes. It would also be in the fitness of things, if the policy pertaining to sanction and release of grants is modified so as to ensure that the grant for development of cremation grounds or for constructing the boundary wall should not be given for more than one cremation ground in any village.

Hungary, August 1, 2015: Hungarian scientific innovators today offered clean and green energy technologies including affordable water purification, generation of portable power from sun light and biomass, retrieving energy from polymer waste and production of bio diesel.

These and other offers were made during an interaction of top scientists and scientific innovators of the country with Deputy chief minister Sukhbir Singh Badal and his team of senior officials.

The three hour exclusive interaction also witnessed an offer by an innovator to transfer technology to produce a drug which reduces coronary diseases. There was also an offer to tighten the power transmission system to reduce losses.

Clear Water and Green Energy Incorporation - Director of Technology Dr Joseph Bifskey offered technology for multiple treatment of water for both irrigation and drinking purposes. He said his company was capable of providing affordable integrated technology to suit the nature of impurities.

Mr Sukhbir Badal while appreciating the offer, said it fit into the country's motto of "one drop more crop". He asked the company to submit a detailed project proposal which could help conserve water and use waste water for productive purposes.

In another offer, MKM company CEO Morvai Ferenc offered transfer of third generation clean and green technology to Punjab under which energy produced by sun light and biomass would be integrated with the grid. Additional chief secretary Suresh Kumar asked the company to submit a proposal on producing energy from biomass saying Punjab had an availability of 20 million tonnes of paddy straw per annum which could be used for this purpose.

Plastenergo Director Adam Balogh offered to produce energy from polymer waste which the Deputy chief minister said was a project which could be set up in Ludhiana to make productive use of industrial waste. There was also an offer by Dr Istan, a leading scientific innovator, to transfer technology to produce a drug which reduced the concentration of fats in the body and helped in preventing coronary disease. Dr Istan said the drug had already been tested on 30,000 people.

Besides this following a meeting with representatives of Ministry of Agriculture it was decided that Hungary's agriculture university would sign a memorandum of understanding with PAU, Ludhiana to facilitate transfer of technology in the field of agro processing to Punjab. Hungary ministry of Agriculture Senior Advisor Klara Szilvia Szeker also accepted an invitation to lead a delegation to Invest Punjab in October.

Invest Punjab CEO Anirudh Tewari disclosed that a number of top scientific innovators of Hungary had accepted an invitation to attend the Invest Punjab summit.

Others present on the occasion were Jangveer Singh, Media Advisor to the Deputy chief minister and additional principal secretary PS Aujla.

CBI has taken over the investigation of FIR No. 12/13 dated 30.10.2013 which was earlier registered at Police Station, STF of Madhya Pradesh Police, Bhopal, on allegations of manipulation in allotment of roll numbers to facilitate cheating by the candidates appearing in PMT Examination 2012 as well as on allegations of alteration in OMR sheets.
The preliminary Enquiry has been registered relating to death of Sh. Vikas Singh. This is to enquire whether the death was related to alleged Vyapam cases or otherwise. He was an alleged accused in 3 FIRs registered by Madhya Pradesh Police vide FIR No. 449/13, at Police Station,Jhansi Road, Gwalior; FIR No.-390/11 at Police Station Gopalganj, Dist-Sagar & FIR No.-898/13 at Police Station Garha, Dist-Jabalpur.He died on 21.11.2009. On the complaint of then C.M.O. C.H., Mahu, Dist- Indore to the Police, Inquest No. 71/2009 was registered at Police Station Kishanganj, Dist.- Indore (M.P). He was a student of Veterinary College, Mahu, Dist-Indore and was residing at Boys Hostel, Veterinary College, Rasalpura, Mahu, Dist- Indore where the incident took place.
On the directions of Hon’ble Supreme Court of India, CBI has taken over the investigation of the said FIR & Inquest proceedings which were earlier registered/conducted by the Madhya Pradesh Police.
Further process of taking over of remaining cases is under way.....

New Delhi, August 1, 2015: The Special Judge for CBI Cases, Guwahati (Assam) has convicted Basab Bijoy Dutta @ Anup Gupta (private person) resident of Siliguri (West Bengal) and sentenced him to undergo seven years Rigorous Imprisonment with fine of Rs. Five lakhs in a case for causing loss of Rs. 10 lakhs to Govt Exchequer.
CBI had registered a case on 30.08.2005 on the allegations that the then Assistant Postmaster & Postal Assistant respectively at Guwahati University Head Post Office (GUHPO), Guwahati and Anup Gupta @ Basab Bijoy Dutta (private person) had entered into criminal conspiracy with one another. In pursuance of the criminal conspiracy during 2003, the accused had fraudulently & dishonestly obtained 50 Numbers of Kisan Vikas Patra, which were reported to have been stolen/lost during transit from CSD, Nasik (Maharashtra) to CSD, Howrah (West Bengal) during 1997-1998. The accused had managed to encash the same from Guwahati University Head Post Office (GUHPO) during October-November, 2003 and thereby caused loss of Rs. 10 lakhs to Govt. of India.
After investigation, a chargesheet was filed on 20.06.2008 against Shri Basab Bijoy Dutta (private person) and two others.
The Trial Court found Shri Basab Bijoy Dutta (private person) guilty and convicted him.....

Jalandhar: August 1: The heartland of Doaba region, District Jalandhar has become a torch bearer for the state farmers in ambitious crop diversification plan of Punjab Government as farmers of this district were adopting subsidiary crop cultivation especially Maize and Pulses rapidly instead of traditional paddy and wheat crop pattern.

The changing trend can be gauged from the fact that the Agriculture Department in the district has set an ambitious target to bring 18,000 hectare area under maize cultivation after registering the impressive growth in area under this crop from last 3 years. In the year 2012-13 the area under maize cultivation was 8,000 hectare, which jumped to 11,700 hectare in next year. In 2014-15 the area under this crop was registered to 15,000 hectare.

Deputy Commissioner Mr. K.K. Yadav said that to prevent the depletion of ground water, Punjab Government was wooing farmers for production of Maize , Pulses and Basmati and to facilitate the farmers the district agriculture department is providing 162 MT maize seed across the district on Rs. 64 per KG subsidy.

He also said that to facilitate the maize producing farmers, the State Government have also set up maize dryers at Nakodar and Bhogpur, having capacity of 600 quintals per day and 240 quintals per day respectively. On the other hand in the fields of production of pulses, the target was set at 1150 hectare against the previous year target 700 hectare.

Amritsar,August 01,2015:Taking serious note of Haryana BJP government’s approach to ignoring the Punjabi language, Shiromani Gurdwara Parbandhak Committee (SGPC) has demanded respect of the language be restored.

In a statement issued here, the SGPC president Avtar Singh Makkar said that Punjabi is the second official language in the state and the Haryana government should give proper respect to it. He sought for the language be implemented in government departments as well as in schools.

“There are many areas where classic Punjabi is the mother-tongue of the people. Punjabis play a sizeable role in electing the state government. In the incumbent government, there are many ministers and MLAs who speak Punjabi well. Regardless of the fact, the language is being ignored which is not fair. In order to implement this language in good manners, a cell should be constituted”, he said.

He further said that the government should appoint Punjabi teachers in all the schools. The government should also restart publication of Punjabi magazine “Shabad Boond”. The publication of this magazine was stopped by the state government, he added....
