It has been alleged that during a live debate of India News Channel hosted by Deepak Chaurasia on 23.08.2013, Ms. Neelam Dubey commented against Guru Nanak Dev Ji, the first Guru of Sikhs which is factually incorrect and thereby making disrespectful remarks in a debate where in issue of rape allegations against Asaram Bapu were being discussed on the channel during prime time telecast.
Asaram Bapu’s spokesperson, Neelam Dubey stated during the show that "Children of Guru Nanak Dev ji were burnt in Kadai (pan) and besides other statements even against Lord Gautam Buddha that allegation of rape were leveled against him and a further statement that he was sent to jail.” Thereby hurting the sentiments of followers of Sikhism and same being repeatedly broadcasted by the India News with deliberate and malicious intention to insult or attempt to insult religious belief of Sikhs, amounting to punishable offence under the Indian Penal Code.
Taking a strong note of this act , Delhi Sikh Gurdwara Management Committee filed a complaint on Saturday afternoon with Parliament Street Police Station for registration of case against Neelam Dubey and India News for promoting enmity on the ground of Religion, making imputation, assertions which is prejudicial to national integration and for outraging the religious feeling by insulting the religious belief , besides this aforesaid news channel for mass circulation of statement whereby conducing a public mischief. The complaint has been filed on behalf of the organization by Ajmer Singh, Chief Administrator of Delhi Sikh Gurdwara Management Committee. Unfortunately the debate has been uploaded by the channel on YouTube and on the website of the news channel as well.
Manjit Singh (GK),President of Delhi Sikh Gurdwara Management Committee strongly condemned this mischievous act and stated “These remarks have been made deliberately, knowingly in order to promote feelings of hatred among the Sikh community which has the highest contribution in maintaining the sovereignty and integrity of India”. He further said “during the debate spokesperson of Asaram Bapu has compared him with the First Guru of Sikh religion whereby offending the Sikh community. The channel should have stopped airing the debate and should have issued an apology statement immediately” he concluded.
“Delhi Police has registered a first information report under section 153A, 295A and 298 of IPC at Parliament Street Police Station later in the evening today on basis of complaint made by D.S.G.M.C” said Rakesh Malhotra, a prominent international criminal lawyer who is handling the case of behalf of the organization.

He also stated “that this statement and act has been made by spokesperson of Asaram Bapu on his behalf and in absence of any clarification being issued by Asaram Bapu himself suggests that he has consented for this statement and remarks”.

Ferozepur, May 26, 2015: Vocational Training is being introduced in 400 Secondary Schools of Punjab from 9th Class with the assistance of Centre Government under Rashtriya Madhyam Sikhya Abhiyan (RMSA). This project was started as Pilot Project, under National Skill Qualification Programme during 2014-15 in about 100 schools. Because of its better performance, the Vocational Training was extended in another 300 schools.
Hans Raj, spokesman of Punjab Education Reforms Committee (PERS) said, it is a joint project of Centre and State governments because about 61 per cent population of the age of 18-35 years is facing the unemployment crunch.
About 90 per cent employment avenues are in the private sector and 10 per cent in government sector. Out of 22 crore ‘Youth Brigade’ in the age group of 18-24 years, only 3 per cent youths possess the qualification of skill training. The National Skill Qualification framework has been chalked out by keeping the working model in Australia, England, Japan and China. The dream of ’Skill India’ slogan given by our Prime Minister Narendera Modi can only be fulfilled with skill vocational training.
Our Education Minister Punjab have announced the introduction of Vocational Education in schools of Punjab and during 20151-5, the vocational education in 6 trades under auto-mobile, retail, IT, Security, Health Care, Beauty and Welness will be provided to the students to train them to become self-dependent.
On the one hand, the students of 9th, 10th and 10+2 students are being trained to compete for employment avenues at national and international level, whereas on the other hand, there are big hurdles to implement the programme. No staff has been deployed in the newly adopted schools despite the fact that the CBSE Board has prepared the syllabus for the purpose. The most surprising is that not even a single book relating to Vocation Education has been published by the Punjab School Education Board or private publishers. What to say, even not in a single school the workshop or laboratory relating to 6 trades of skill training have been established. It is futile to think over skill education to the students when there is no book, no staff and no workshop for practical training. No doubt, the education department is claiming of providing the vocation training in certain districts but without proper basic infrastructure – teacher and literature, the programme look to be running only on papers.
It may also be added that certain District Education Officers (DEOs) have raised the question for not getting admission in colleges after 10+2 vocational stream in Bachelor of Arts in Vocation Education. It is said that it has been introduced in 37 colleges in Punjab but in reply to one of the query by one of the leading paper of Punjab from the authorities, it came to light that the matter needs to be taken up with the DPI Colleges.
Raj Kishore Kalra, Patron, Punjab Education Reforms Committeehave demanded since the survival without vocational education is not possible, the recruitment of staff, establishing of workshops, printing of standard syllabus books in mother-tongue so that students could become eligible for employment after getting vocational training.

Interacting with the media persons on the sidelines of Sangat Darshan program here today, the Chief Minister, while congratulating Mr. Modi for successful completion of one year in office, said that under his visionary and dynamic leadership the prestige and honor of the country has enhanced across the globe during the last one year. He said that today India has emerged as global superpower in the world due to which every Indian, including the NRI brethren, was feeling proud on himself. Mr. Badal said that the miracles done by the Prime Minister for transforming the destiny of the country and its people within a year could never be done by the Congress party even in more than 20 years.
The Chief Minister further said that during the last one year the NDA government has launched several pro-poor schemes like Jan Dhan Yojna, Swachh Bharat, Beti Bachao-Beti Padhao, Saansad Adarsh Gram Yojna, Prime Minister’s Bima Suraksha, Atal Pension and Pradhan Mantri Jeewan Jyoti Bima Yojna for ensuring the welfare of the common man. He said that none of other government at the centre has ever initiated such pro-people schemes in a short span of one year. “Mr. Modi really deserves kudos for developing the country during the first year of NDA’s rule” added Mr. Badal.
Replying to another query, the Chief Minister said that the state government has embarked a major plan for strengthening the irrigational network to facilitate the people in the water logged areas of the state. Likewise, he said that several path breaking initiatives have been taken to facilitate the farmers of these areas, who have been facing the scourge of water logging time and again. Mr. Badal said that for the first time the Chief Engineer of the Irrigation department has been stationed in this area to monitor the ongoing operations for cleaning of drains and implementation of master plan to save this region from the fury of water logging.
The Chief Minister also said that the state government has released the amount of compensation meant for the farmers who have suffered huge losses due to the incessant rains in the region during last year.
Earlier addressing the gatherings in village Aalamwala, Bodiwala, Midda, Raniwala, Mohlaan, Panniwala and others, the Chief Minister exhorted the public to play a proactive role in the development of the villages by personally supervising the ongoing development works in the state. He said that the people must personally ensure that the tax payer’s money was judiciously spent for the well being of the people. Mr. Badal said that no government whether at the state or centre level could ensure the development and prosperity of the country without the active support and cooperation of the general public.
Terming the skill training as need of the hour, the Chief Minister said that the state government was making all out efforts to set up state-of-the-art Skill training centers in every nook and corner of the state so that people could be benefitted from it. He said that the youth especially the women must equip themselves with the power of Skill training so as to make them gainfully self employed. Mr. Badal said that skill training would not only open new vistas of employability for the youth but would also create a pool of skilled manpower to cope up with the need of local industry.
The Chief Minister was accompanied by Chairman Punjab Agro Jathedar Dyal Singh Kolianwali, Chairman PUNCOFED Mr. Kulwinder Singh Bhai Ka Kera, his Special Principal Secretary Mr. KJS Cheema, Deputy Commissioner Mr. Jaskiran Singh and Senior Superintendent of Police (SSP) Mr. Kuldeep Singh Chahal.

Ludhiana, May 25: Silsila, a music video of a ghazal by celebrated poet Surjit Patar sung by his son Manraj Patar was released here today. Well-known poets, academics and patrons of the art and literature were present to welcome the effort.

“I’ve received music as a legacy in my family,” said Manraj speaking on the occasion. He said he has recorded Baba Bulleshah and Shah Hussein too but the imagery in this ghazal “Nit soorjan ne chadna, nit soorjan ne lehna, parbatan ton sagran wall nadian ne roz vehna; ik dooje magar ghumna rutan te mausman ne, eh silisla jogon-jug edan hee chalde rehna,” made them chose it to be turned into a video. “We wished to connect the younger generation with good poetry and papa’s ghazal was an automatic choice,” he added.

“The younger generation prefers listening to poetry more than reading it,” added Surjit Patar. The gamut of emotions like love and separation are the themes which have always been popular and with every generation, he said. While songs are made on these themes, good poetry needs to be taken to the listeners. This is a sincere effort in this direction, he said.

While the video of the ghazal is already available on Itunes, the video choreographed by Surjit Patar’s elder son Ankur Patar has been made freely available with today’s release.

Eminent economist and Chancellor of Central University of Punjab, Bathinda Dr SS Johl lauded the effort for according due prominence to lyrics than instruments. Former president of Punjabi Sahit Acamdey, Gurbhajan Singh Gill recalled the artistic credentials of whole Patar family but added that the artists and litterateurs have been part of the family.

Hoshiarpur, May 25: Dal Khalsa today expressed deep anguish and concern over the manner political as well as police leadership of the state was hoodwinking and deceiving the people either by maintaining studied silence or issuing contradictory versions on the controversial reinstatement of renegade Gurmeet Singh Pinki. The organization also blamed the media for not adhering to professional ethics and playing partisan role.

Party head H S Dhami slammed Sukhbir Singh Badal, who also holds the portfolio of Home Affairs for trying to distance him from the controversy. He said Sukhbir should break his silence and clear the mess.

Pinki has always been treated by the police leadership with velvet gloves. His proximity with present DGP, VIP treatment during prison term and subsequently his pre-mature release in a murder case, leaves no one in doubt that the move to reinstate him was engineered by the DGP himself, said he.

"I am more than convinced that a middle level rank officer (read DIG) can't reinstate the dismissed. controversial and convicted cop on his own or while keeping his superiors in dark. That's for sure, the whole episode was managed from the top and in the event of things gone wrong, the DIG has been made a scapegoat".

The media report suggests that it was the ADGP (intelligence) who by chance got the wind of the development and alerted the DGP who further informed the Deputy CM that led to revoking of the reinstatement order. "Any sensible person can easily make out that the story has been written with an aim to give clean-chit to the DGP", he said.

Even if one goes by the news report that the top spy ( who happens to be ears and yes of the govt) was unaware of what's going on in his own yard, then by this time, either he should have quit the post owning professional failure or the government should not have wasted a single minute to replace him with better skilled person. However, nothing such has happened, he remarked.

Ironically, the readers have been made to understand by one section of the media that it was the DIG who committed blunder on his own and seniors had nothing to do with it rather they swung into action the moment they came to know. Another section of media has totally diametrical views- the government and the DGP office was in loop. Wondering whom to believe, he said people at large were confused.

Dal Khalsa leader further said it was only person who could dig out the truth and that's Chief Minsiter Parkash Singh Badal. He said the CM should keep in mind that the Pinki was sentenced to life in the murder case of an innocent teenage boy who had nothing to do with militancy. “Aggrieved family of deceased was looking for justice and we hope Badal would not dishearten them”, said Dhami.

He lambasted BJP leaders of Punjab for helping the killer cop and condemned all those Congress, SAD, AAP leadership for not calling spade a spade.

Chandigarh, 25 May, 2015: While slamming the state Government, the Congress leader of opposition Sunil Jakhar mentioned that Atta Dal schemes has been collapsed due to the poor financial conditions of the state Government.

He said that to avoid the people anguish, the state Government have been planning to provide this whole food material of several months at one time as per their convenience, by the state Government have been providing opportunity to the hoarders of the grain markets to sell these food material in the black market.
He said that the congress president Sonia Gandhi had taken the initiative to provide the food material at low prices for the people of below poverty line but due to the political aspiration of the state Government, the official could not provide the food material to the real beneficiary and this scheme collapsed as lots of fake people were getting the benefits under the scheme.

He also mentioned that the state Government had already stopped low price pulses to the 15 lakh card holders from the last 14 months.
He also advised to the state Government that they must dare to highlight this fact that how much grants they received under the congress led Central Government run by Prime Minister Dr. Manmohan Singh in the session 2013-2014 and also compare with the grants issued by the NDA led Central Government led by Prime Minister Narendera Modi, so that people of the state could understand the difference between the congress Government and so called pro poor people Government of BJP.

Chandigarh, May 25, 2015 : Theatrical premature release from the prison and startling reinstatement of ‘Pinki’ a revealing study of the working of the Punjab Police. If we examine the villainous case of controversial former policeman Gurmeet Singh Pinki, with clinical precision, from his contentious premature release from the prison; to his controversial reinstatement in the police service, the entire development would reveal the stunning existence of criminal contour linked with each other, resulting in to the criminalizing the working of the Punjab Police, from top to bottom. The mysterious presence of grey areas, diseased of moral decay, at every step in the echelon of the police hierarchy, it would completely blow apart your hopes, even for compassionate justice. Unfortunately the very entry to corridors of power is stonewalled by the brokers, leaving no space and scope for the genuine breakthrough for the common man.

Although the higher echelon of Punjab police and the home department has balefully denied having any knowledge of the development that led to the reinstatement of the controversial former policeman Gurmeet Singh Pinki, but fact of the matter is, that complicity in the grubby affairs from the Chief Minister to down below is established clearly on the files, beyond an iota of doubt. How could the State government release a convict, who is undergoing life imprisonment, without the recommendations of Deputy Chief Minister and Chief Minister to the Governor, for his approval under the requisite provisions of law, in such cases?
If the top officials of the Department of Home and police feigns complete ignorance as to how the netorious former policeman Gurmeet Singh Pinki, was suddenly reinstated and deployed with District police at Fatehgarh Sahib, would they also prefer to pretend the same amount of ignorance, that pertain to his premature release from the prison? The corollary of events, stage by stage from his release to reinstatement, notings on both the files would find many similarities, profoundly recommending and vouching for the immaculate conduct and generous behavior of the divisive cop, Gurmeet Singh Pinki, and thus warranting his premature release at the first instance, and his dramatic reinstatement subsequently.
It’s incredible to believe that a DIG of the range alone could venture the audacity, to arbitrarily use his discretionary powers to write a seven-page essay, eulogizing the immaculate services of the cop, having the questionable profile like Pinki, without the outright blessings and the explicit desire of the powers that be.
If Parkash Singh Badal Chief Minister Punjab and his Deputy Sukhbir Singh Badal; they both are true to their assertion that they were not aware of the developments, just below their nose, than the situation certainly calls for a serious review. In order to maintain the public trust in the lawful governance of the state, the CBI probe in the matter is the only exercisable alternative left with the Badals. Therefore the Chief Minister must handover the murky case to the CBI, otherwise the departmental enquiry by the ADGP, is nothing but hogwash to be-fool the public.

If one is perceived to believe the patent bluff of the top bureaucrat in the department of the home affairs and the police, than nothing could be more grossly disturbing and gravely disastrous to the interest of the State and its people. If both the key departments, dealing with law and order, are run unmonitored, in a casual manner with naked negligence and complete disregard of the ethos of the lawful governance, than the Law abiding citizens of the state, confronted with this kind of situation, when there are no traces of silver linings anywhere, they are left with no choice, but to beseech the suo moto notice of the Honorable Punjab & Haryana High Court in the matter to get the entire case thoroughly inquired by the CBI under the supervision of the honorable Court.

The pursuance of regrettable ‘Pinki episode’ reminds me of The Late Justice A.N. Mulla’s phenomenal quote while concluding the Mulla Committee report on Prison Reforms, he stated: " I say it with all sense of responsibility that there is not a single lawless group in the whole country whose record of crime is anywhere near the record of that organized unit which is known as the Indian Police Force"

"I will shoot myself outside police headquarters if Inspector General of Police swears in the name of God that he did not implicate me in the case to please a group of his ‘seniors’ for want of ‘advantageous career’,"-Pinky

-----
Chandigarh, May 25,2015 : (Courtesy Daily Post by Amit Sharma ): Having sought to play the victim of ‘use-and-throw’ policy, the beleaguered controversial cop Gurmeet Singh Pinky has warned to expose all the ‘wrongdoings’ of a battery of PPS and IPS officers, including a few of those who have since retired.

Categorical in his observation that throughout his career he had fallen a victim to the ‘interpersonal rivalries’ between the senior-most cops, Pinky said that he will lay bare all ‘dirty doings’ of his superiors in a book whose 12 pages have already been penned down. “Today, I realise that indeed I acted like a fool during my whole career. It was their (seniors) prerogative to reinstate me and now it’s again their decision to annul the orders. I am happy spending rest of my life ploughing fields, but would certainly let the entire Punjab know their real faces and acts, that too with documentary evidence which I have collected at every stage of my career and will reproduce them in my autobiography,” Pinky told Daily Post in a freewheeling interview at his residence on Saturday.

Sharing a series of ‘bitter’ experiences he had with superiors for whom he worked for, Pinky said that now when his career had met a ‘dead end’ he had no qualms in naming an Inspector General Of Police (IGP) who, he alleged, ruined his life to gain ‘personal and professional’ advantages by ‘framing’ in Ludhiana murder case. “It is my open challenge to IG Kuldip Singh that if he swears in presence of Guru Granth Sahib that he did not implicate me in the murder case knowing full well that I was not involved, then I will shoot myself outside police headquarters,” he said, adding that he has gathered evidence to prove as to why and at whose behest Singh ( the-then SSP Ludhiana) ‘manipulated’ the entire case to act against him. “Let the time come I will expose one and all,” he added.

Not holding back in naming officials during the interview, Pinky said that his book will also detail as to how a group of senior IPS officers had first ordered him to arrest ‘most wanted’ terrorists and then later, used to dictate him to offer ‘safe passages.’

“I have evidence and details of a senior-most officer ( the-then IG) who used to talk twice a day on his telephone with the-then most wanted terrorist but used to pretend before the force as he was the deadliest enemy of that particular terrorist. I will also reveal as to how the senior police officers used to sit at home and pretended on their wireless sets of having being caught in a cross-fire with terrorists,” said he.

Coming back to the present context which has again put him a controversy, he, justifying DIG Gurinder Singh Dhillon’s move to reinstate him as Head Constable, said that he wondered as to why only in his case controversies were being raked up. “Every year government give paroles, releases prisoners, dismisses, suspends and then reinducts officers but no one even bothers. On the other hand, in my case even when a note is put on a file it is presented within the police circles as the biggest happening,” he said.

In the absence of regular wages, the employees are compelled to face the economic and mental stress.
Giving information as per the sources, Raj Kishore Kalra, State Patron, Education Reforms Committee from Fazilka informed that the government has not been in a position to release the budget for these teachers and other employees during the current financial year. Even some of the teachers have not been paid for the month of February also. It is said that the issue of wages to teachers is lying pending with the Financial Department of Punjab Government.
It is pertinent to mention that for the teaching and non-teaching staff under RMSA, 65:35 ratio funding is done by the Centre and State Government.
Kalra said, every year budget plant is presented to the committee formed under the tutelage of Chief Secretary Punjab by the Education Department for getting the grant and for 2015-16, the budget was submitted well in advance. The centre government under these schemes of the states have constituted Project Approval Board and the grant is released only after the approval of the Board. This is perhaps for the first time that the grant from the Centre has been delayed.
Kalra said, there is a need to form a permanent policy and allotment of budget for whole of the financial year should be allotted in the month of April.

Bassian (Ludhiana), May 24, 2015: Punjab Chief Minister Parkash Singh Badal today said that a skill development training centre would be developed on land located adjoining the Maharaja Dalip Singh Memorial at village Bassian so that the youth of area could be trained and made self dependent. The Chief Minister said this after inaugurating the memorial constructed in the memory of last Sikh Emperor, Maharaja Dalip Singh, at Bassian Kothi near Raikot, here today.
While addressing the gathering, the Chief Minister said that making today’s youth self employed is need of the hour and setting up of skill development training centres in different parts of the state is the first step into this direction. Mr Badal said that the setting up of Skill Development Training Centre at Bassian village would help the youth of Raikot and its adjoining areas. The Chief Minister said that he has also asked the representatives of Maharaja Dalip Singh Trust to give their suggestions also so that this project could be conceptualised at the earliest.
While speaking about the historical significance of Bassian Kothi, Chief Minister said that it was here that the last Sikh ruler, Maharaja Dalip Singh, son of Sher-e-Punjab Maharaja Ranjit Singh, spent his last night (on December 31, 1849) as a sovereign king in Punjab, the state ruled by him. At that time Maharaja Dalip Singh (6 September 1838 – 22 October 1893), was less than 12 years in age. He said that Bassian Kothi was basically an advance supply depot of the British military division based at Ferozepur.
While recalling his first visit at Bassian Kothi on April 20, 2011, the Chief Minister said that when he first visited the place, Bassian Kothi was literally in shambles. On that day, he was holding Sangat Darshan programme at a marriage palace in village Bassian (near Raikot, Ludhiana).

Amritsar- May 24,2015 :Radical Sikh Party Dal Khalsa has given a bandh call in Amritsar on June 6 on operation blue star anniversary.

Party has announced that to remember of thousands of pilgrims and Sikh
fighters who were martyred during the army attack on Darbar Sahib in
June 1984, the Dal Khalsa has resolved to undertake a Genocide
Remembrance Parade on June 5 and complete shutdown in the city of
Amritsar on June 6.

While reiterating their demand for impartial international
investigation into the killings of thousands of pilgrims, SGPC
employees and volunteers of Dharam Yudh Morcha, the party spokesperson
Kanwar Pal Singh said that the pain of the deadly attack was fresh and
the wounds of the attack still simmer.

After presiding over the meeting of party members convened to chalk
out protest programmes to observe Ghallughara week, he said forgetting
assault on Sikh faith was not possible. He said that the great nations
never forget the sacrifices of martyrs and they do everything to
preserve their history for the future generations.

Giving a call for the Amritsar bandh on the completion of 30 years of
army attack codenamed “operation Blue Star”, the Dal Khalsa leader
said the call was meant to protest against the destruction of Akal
Takhat, loot of precious hand written manuscripts and artifacts from
Sikh Reference Library beside paying rich tributes to martyrs.

He said the march would be organized on 5th by its youth wing – the
Sikh Youth of Punjab. He said young activists of SYP would start from
party office and after covering almost all lanes and streets of the
city; the march would culminate at Akal Takhat.

Taking a jibe at the statement of Chief Minister Parkash Singh Badal
in which he assured to impress Modi government to return the
invaluable manuscripts and artifacts taken from the Sikh reference
library, Dal Khalsa leader said Akali Dal remained alliance partner in
NDA govt under Atal Bihari Vajpayee and now again it’s part of present
dispensation, however, apart from lip service it had failed the Sikhs
on all fronts. Rather, Badals have always remained alert to obey the
every order of the New Delhi and implement it without taking into
consideration its negative effects on the people of the state. The
status of Parkash Singh Badal is just of a facilitator for the BJP/RSS
and he is credited for handing over the state into the hands of the
Hindutva forces.

Others who were present in the meet include Dr Manjinder Singh, Ranbir
Singh, Sarbjit Singh Ghuman, Nobeljit Singh, Harjinder Singh, SYP head
Paramjit Singh, Manjit Singh, Gurpreet Singh, Sukhvinder Singh,
Gurmeet Singh.
