Chandigarh, September 18: Punjab Government has ordered postings and transfers of 6 IAS and 6 PCS officers. Five districts of the state will have new DCs. Arshdeep Singh Thind DC Moga has been given additional charge of DC Faridkot, Varun Roojam DC Hoshiarpur shifted as DC Jalandhar, Tanu Kashyap DC Shaheed Bhagat Singh Nagar transferred as DC Hoshiarpur, Ravi Bhagat DC Faridkot goes as DC Amritsar, and Anindita Mitra ADC Patiala has been posted as DC SBS Nagar. Besides this the services of IAS Varinder Kumar Sharma ADC Mansa has been posted as C.A., B.D.A., Bathinda and in addition Chairman Improvement Trust Bathinda.

One of them, SB Deepak Kumar, who has been appointed the new deputy commissioner, will hold charge of secretary, information technology and house allotment committee (upper); special secretary, home/personnel/ vigilance; CEO, Chandigarh Housing Board; registrar of cooperative societies; agriculture census commissioner; president, ‘Zila Sainik’ Welfare Board; additional chief electoral officer; secretary, marketing board; controller, civil defence; excise & taxation commissioner; estate officer; director, food & supplies and consumer affairs; director, agriculture; and labour commissioner.
Another AGMUT cadre officer, K Narsimha, with whom former DC Mohammad Shayin had an altercation, will hold charge of secretary, statistics, printing & stationery, agriculture, rural development and ‘panchayats’, while Vikram Dev Dutt, who recently joined, has been appointed secretary, personnel, environment & forests, science & technology, hospitality, public relations, urban planning, technical education and transport. Danish Ashraf will continue as subdivisional magistrate (east) and additional director of food & supplies and secretary of the Chandigarh Housing Board, while Kashish Mittal will continue as subdivisional magistrate (south) and registrar of the licensing authority.
Yet another AGMUT cadre officer, Prince Dhawan, who is currently subdivisional magistrate (central) and OSD to UT adviser, will also old charge of director, rural development and ‘panchayats’; director, animal husbandry & fisheries; director, information technology; assistant estate officer (headquarters); secretary, Red Cross Society; nodal officer, state agriculture marketing board; and joint secretary, state agriculture marketing board.
Meanwhile, Anurag Agarwal, an IAS officer of the Haryana cadre who currently holds the position of home secretary, has been given additional charge of other departments including UT secretariat establishment and secretary, police, prisons, revenue, industries, health, medical education & research, law & justice, local government, water resources, tourism and culture. He will continue as chief electoral officer and chairman of the Chandigarh Industrial & Tourism Development Corp (CITCO).
Saravjit Singh of the Punjab cadre will continue to hold the charge of finance secretary, secretary, engineering, sports, treasury & accounts, excise & taxation, local fund examiner, education, labour, employment and chief administrator. Bhawna Garg, also of the Punjab cadre, will continue in the same departments including special secretary, finance, secretary, social welfare, chairperson, child & women Development Corp, chairman SC, BC & Minorities Financial & Development Corp, secretary (ex-officio) Chandigarh Commission for Protection of Child Rights, secretary, animal husbandry, secretary, cooperation, director, treasury & accounts, project director, Educity and director, planning & statistics. As Garg is currently out of town the charges assigned to her will be looked after by officers who were earlier holding these charges till she joined.
Kavita Singh of the Punjab cadre will continue as managing director of CITCO and director of tourism while Vijay Pratap, also of the same cadre, will continue as municipal corporation commissioner.
Meanwhile, Maninder Singh, an IAS officer of the Assam-Meghalaya cadre, will continue as chairman of the Chandigarh Housing Board and housing secretary. Kamlesh Kumar of the Haryana Civil Service has been appointed director of technical education in addition to existing duties.....

Lakhbir Singh Lakhi, manager of Orbit Aviation Private Limited, owned by deputy chief minister Sukhbir Singh Badal, is in charge of the orientation course for the Obrit staff.
Under fire after the Moga bus incident, Sukhbir pulled all Orbit buses off road and said the company would resume services only after the staff was imparted training to deal with the passengers in the orientation course. However, the details of the course, which started on Sunday at Bathinda, have not been made public.
Lakhi’s story can be an inspiration for the Orbit staff. Belonging to Handiaya village in Barnala district, Lakhi was introduced to the transport business by his relative Yadwinder Singh Yaddi, an Akali leader from Jaito town and owner of Hargobind Transport Company. Whenever needed, he used to drive buses and also performed the duties of a conductor at times, besides looking after the office of the Hargobind Transport Company.
Son of a retired assistant sub-inspector in the Punjab Police, Lakhi was also selected as a police constable, but he walked out of the job during the training period. He tried to run a pesticide shop and also worked with a private company in Barnala during his early days. But destiny had something else in store for him.
Though he never went to college, Lakhi mastered all streams of the transport business. His luck shined after Yaddi referred his name to the Badals to look after their transport business. Soon after chief minister Parkash Singh Badal formed the government in the state in 2007, Lakhi put the Badals’ transport business on a fast track.
Lakhi’s proximity with the Badal family grew and the chief minister, Sukhbir and Harsimrat Badal attended the cremation of his daughter Kiranjot Kaur who was killed in a suspected accidental fire at her in-laws house in May 2009. Sukhbir came in a chopper to attend the wedding of Lakhi’s younger daughter at Barnala in 2013.

Opposition leaders often accuse Lakhi for making key decisions in government. Sources say Lakhi works behind the scene and is actively involved in all functions of the Badals. He also plays an active role during the “Sangat Darshan” programmes of Harsimrat in the Bathinda parliamentary Constituency.....

Divulging with the information, Er.DPS Kharbanda, Deputy Commissioner said, under the 108 Ambulance service started in April 2011 have saved the lives of 76165 persons of the district by providing them timely help.
He informed that the ambulance is available at the civil hospitals and community health centres at Ferozepur City, Guruharsahai, Zira, Makhu and Mamdot.
He further informed that in case of emergency, the needy persons has to give information on the toll free number 108 and the ambulance reaches at the designated spot within 20 minutes in the city area and in 30 minutes in rural areas along with the paramedical staff and the patient is shifted to the nearest hospital.
Er.Kharbanda appealed to the people to inform for this service at 108 with exact location and emergency service required so that emergency is sent to them accordingly.
Giving more details, he informed that the ambulance services were provided in different cases – 83 snake biting, 275 fire incident and other cases, 940 cases relating to different agriculture and local tragedies, 16793 female safety cases, 32596 delivery cases, 6136 medical emergency cases, 1192 other medical services. In addition, the ambulance services were provided in 6291 road accidents and in 68 cases the lives were save by providing the immediate medical help.
Dr.Y.K.Gupta Civil Surgeon informed that 108 ambulance service is provided free of cost and available 24x7 hours.

Chandigarh, May 4, 2015: Punjab Chief Minister Parkash Singh Badal today asked the Secretary Social Security to clear the backlog by filling all the vacancies in the departments reserved for the blind persons expeditiously.
Chairing a meeting of the delegation of State Unit of National Federation of the Blind led by its National General Secretary Mr. S.K. Rongta here at Chief Minister’s Residence this evening, Mr. Badal directed the Secretary Social Security to collect the information related to the vacancies for the blind persons in all the departments within one-and-a-half month and subsequently initiated the recruitment drive to clear the backlog of these vacant posts meant for blind persons at the earliest.
The Chief Minister also asked the State Transport department to allow free travel facility to an attendant accompanying the blind person carrying an identity card issued by the Social Security department in the Punjab Roadways/PRTC buses. It may be recalled that as on today 882 such blind persons were availing free travel facility.
Likewise, Mr. Badal also asked the Finance department to examine the case of hiking the existing handicapped allowance from Rs.600 to Rs.1000 per month to its government employees on the pattern of Haryana government. He also asked the Principal Secretary Education to fill all the vacant posts for blind persons under the categories of Art & Craft teachers and Classical & Vocational teachers forthwith without any further delay.
Conceding another demand to ensure timely promotion of the blind government employees in the light of the direction of Punjab & Haryana High Court, the Chief Minister asked the Personnel department to ensure strict implementation of the guidelines for the promotion of such persons in the right earnest. Meanwhile, the Chief Minister also gave nod to convert the posts reserved for blind persons on which they were unable to perform their duties to facilitate them to give such work which they could perform with much ease and comfort.
Acceding to another demand to grant facilities to the blind sportspersons who have brought laurels in Para-Olympics and other international sports events at par with those who have won medals in the Olympics, Common Wealth and Asian Games, the Chief Minister asked the sports department to send a detailed and comparative proposal to his office within a week so that this disparity could be removed for once and all.
The Chief Minister also asked the Principal Secretary to fill 11 vacant posts of teachers in the Government School for Blind in Jamalpur (Ludhiana) to ensure proper functioning of the School on one hand besides imparting the best educational facilities to the visually impaired pupils studying there.
On an emotional note, the Chief Minister said, ‘He could never deny any incentive or favour asked for and they are ever welcome to bother him for the redressal of their grievances’.
Meanwhile, the delegation thanked the Chief Minister for showing benevolence and special concern to their problems and assured him that they would strive hard to contribute for the development and prosperity of the state in their own humble way.
Prominent amongst others who were present in the meeting included Health & Social Security Minister Mr. Surjit Kumar Jyani, Principal Secretary to Chief Minister Mr. S.K. Chandigarh, May 4, 2015: Punjab Youth Development Board Chairman and Students Organisation of India (SOI) Coordinator Parambans Singh Romana today while urging the Aam Aadmi Party (AAP) not to politicise a personal tragedy, said SOI would be forced to gherao the residence of AAP MP Bhagwant Mann as well as Congress leaders if they continue to incite people on this issue.
In a statement issued here, Mr Parambans Romana while expressing his heartfelt condolences with the bereaved family, said it was unfortunate that the AAP and the Congress were acting like vultures and had flocked together at Moga to derive political mileage from the death of a 13 year old teenage girl.
Describing the death of Arshdeep Kaur as the death of a sister, the newly appointed Youth Development Board Chairman said it was high time both the AAP and Congress stopped playing politics on this tragedy. "Even Arshdeep's family members have appealed to you to let them be and allow them the dignity to mourn the death of their child but it seems to have had no effect on you", he added.
Romana said in case AAP continued with its attempts to spread anarchy in Punjab, the SOI would be left with no choice but to gherao the residence of its MP Bhagwant Mann. He said Mann was not realising that he was playing with fire while trying to incite the people to commit violence against the State. "We will take the youth who are against Mr Mann's brand inflammatory politics to his residence and ask him to desist from such anti Punjab and anti nation activities", he added.
Explaining the rationale behind the decision to take Bhagwant Mann head on, the SOI Coordinator said earlier also Mann had tried to creat law and order problems in Punjab. He said now Mann had stepped up his attempts to incite people because he had lost his base and was frustrated at the turn of attempts. "We however will not allow anyone to destroy the hard won peace of Punjab under the leadership of S Parkash Singh Badal", he added.
Speaking about the issue of suicide committed by a farmer during a AAP rally at Delhi, Romana said it was a fact that Gajender committed suicide because he was instigated to do so by senior AAP leaders. He said Delhi Chief Minister Arvind Kejrival was directly responsible for the tragedy and it was condemnable that the CM kept delivering his speech even after the farmer hanged himself in front of him. "We demand Kejriwal should be booked in the case for instigating Ganjender to end his life. If need be we will take the issue to the national capital and raise the demand there also", the SOI Coordinator added.

Moga, May 4, 2015: After formulating a struggle policy of the union in favour of their demands during two days general house meeting at hotel Dhawan, the paramedical and health employees from across the state has served an ultimatum to the state government till May 15.

After electing state body of the coordination committee of health and paramedical employees Punjab, newly elected state convener Ravinder Luthra and the chairman Kulbir Singh Dhillon along with the new team announced to confront the state government in the next few days.

“We will submit a charter of demands to both directors of department of health and family welfare department on Tuesday (May 5). The state government and the department would have a period of 10 days to resolve our demands. If the state government fails in solving our demands, a state level indefinite hunger strike would be started at the state headquarter at Chandigarh against the government. The employees from across the state would sit on the hunger strike turn by turn and the agitation would be continued till the demands are accepted”, said Ravinder Luthra.

While electing the state body, the delegates from across the state requested the newly elected body to place the demands to the state government at high level and a pressure of agitation should be adopted to get the demands accepted.

While divulging the details, Mohinder Pal Loomba and Rachhpal Singh Sosan said that the main demand of the outfit is regularization of jobs of contractual staff under National Health Mission and other outsourcing schemes. “There are more than 50% employees working under various contractual schemes and they are working on too little salaries”, they added.

“The other demands includes implementation of Assured Career Progression (ACP) scheme for all employees, increase of two years in service period of class III and class IV, filling of vacant seats of all the categories, providing the due promotions of employees, regularization of services of pharmacists and class IV working in 1186 rural dispencries, lifting ban from recruitment of drivers and class IV employees and withdrawal of decision of recruiting new employees on just basic pay, formulation a transparent transfer policy and stopping of political interference in the transfers and implementing basic formula of ‘equal work-equal pay’ for the employees working on same post in the department”, they further added.

New Delhi, May 4, 2015: The Indian Army continues to provide aid to affected population and areas in close coordination and cooperation with the Nepal Army.
Following stores have been/ are being inducted by the Army:-

One IL 76 with 4.6 Tons of essential Medicines and medical stores including oxygen tanks for replenishing the Indian Army Field Hospitals & Medical Teams reached Kathmandu today.

(c) The three Indian Army Engineer Task Forces (ETF) which are presently located at Barpak, Basantpur and Nikoshera, are involved in providing access and opening roads to establish road communication and have cleared approximately 80 meters track using skid steers and JCB. The ETFs are involved in clearance of collapsed buildings and debris and have been able to clear approximately 80 cubic meters of debris in close cooperation with Nepal authorities. They are also providing assistance to the local population in repairing houses and helped construct two shelters on 03 May 15. One IL 76 with engineering equipment is being sent to Kathmandu today.

(d) The second convoy from Kanpur with relief stores comprising of 2,020 blankets & 256 tents is likely to reach Nepal today.

Chandigarh, May 4, 2015: The Punjab Government has issued fresh set of guidelines for two year extension in service to the employees after the age of superannuation.
Disclosing this here today an official spokesperson of the Finance Department said that these new instruction have been issued superseding the earlier guidelines issued on October 30, 2014 and January 7, 2015. The spokesperson said that according to the new set of guidelines extension in the service would be denied only to those employees who have been either charge sheeted or a decision has been taken to charge sheet him under rule 8 of Punjab Civil Services (Punishment & Appeal) Act, 1970 or may have been awarded major penalty that still hold impact on the day of his retirement or awarded major penalty 3 year before his retirement or against whom competent authority has given permission to prosecute him in criminal/vigilance case or such employees against whom charges have been framed by the Court of competent jurisdiction. He said that all such officers/official would now be ineligible for seeking extension in service after the age of 58 years.
As per the new guidelines such officers/official who have already got the extension and serving in the first or second year of extension and who cover under the above mentioned disqualifications, the cases of such employees would be reconsidered and if found guilty the grant of extension in service to such employees would be nullified.
It has also been clarified that if the case of any officer/official has been rejected for extension on the ground of administrative and criminal case pending against him at the time of retirement, if such employees have been exonerated at later stage, their extension in service cases would not be reconsidered.
The spokesperson further said that if any officer/official committed grave misconduct during extension or received notice for the misconduct committed by him in past, the benefit of extension in service to such employees could be denied without serving any notice.

Chandigarh, May 4, 2015: To provide better medical facilities to the people across the state, the Punjab Chief Minister Mr. Parkash Singh Badal today gave approval to a comprehensive plan of Health & Family Welfare Department for up-gradation and renovation of all the district hospitals of the state in the first phase.
A decision to this effect was taken by Mr. Badal during a meeting of senior officers of the health department to review the plan for up-gradation and renovation of health infrastructure here at Chief Minister’s Office this morning.
Principal Secretary Health & Family Welfare Mrs. Vinni Mahajan apprised the Chief Minister about the proposal being mooted by the health department in the meeting, on the basis of survey conducted by them for the proposed up-gradation and renovation of the all the health institutions involving an expenditure of Rs. 560 crore. She also informed the Chief Minister that the department has prepared a project of Rs. 58.35 crore for the up-gradation, repair and renovation of the district hospitals.
While approving the project, the Chief Minister directed the health department to implement the proposed plan of up-gradation of health infrastructure in a phased manner so that the entire work could be accomplished in a smooth and effective manner. Under the first phase, he directed the health department to depute specialist doctors in all the district hospitals to ensure the best medical treatment and health care facilities to every patient especially the referral ones. Mr. Badal also directed the department to upgrade the existing health & medical infrastructure on the top priority.
It may be recalled that the health department has recently conducted a survey of all the health institutions including 22 district hospitals, 41 Sub Divisional hospitals, 141 Community Health Centers, 454 Primary Health Centers and 2950 Sub-centers on the direction of Chief Minister to assess the weaknesses and strength of the department. After due deliberations with the concerned doctors and para-medics, the Punjab Health Systems Corporation (PHSC) has chalked out a blue print for the proposed up-gradation and renovation of these health institutes at a cost of Rs. 560 crore.
To overcome the shortage of the doctors in the state hospitals, Mrs. Mahajan informed that the test for the recruitment for the MBBS doctors would be held on May 31, 2015 and they were expected to join the duty in July this.

Chandigarh, May 4, 2015: The Punjab today became the first state in the country to introduce a comprehensive Full Profile Digitised HealthCare Card for all school students that would make him eligible for free treatment of 30 life threatening diseases.
Disclosing this here today Mr.Surjit Kumar Jayani, Health and Family Welfare Minister said that over 15 Lakh children in the 26115 Anganwadi Centres and 29 Lakh plus children in the 19999 schools of Punjab would be issued cards under pilot project. He said that under the plan full body check-up of all students would be conducted every 3 months and they would be provided free treatment for 30 life threatening diseases.
Ms. Vini Mahajan, Principal Secretary (Health & Finance) here today informed that Dedicated Medical teams have been formed at all the block levels for smoothly carrying free medical check-ups of all the children of up-to 18 years old, studying in Govt and Govt aided schools of Punjab as well as Anganwadi centres in the state. Each team comprising 2 Medical officers, 1 Pharmacist and 1 Staff Nurse shall conduct check-up twice a year. There are around 15 Lakh children in the 26115 Anganwadi Centres and around 29 Lakh children in the 19999 schools of Punjab, who would benefit from this service. She said that children, who are found suffering with any ailment shall be referred to the nearest govt hospitals for further treatment. She said that all children in Govt & aided schools and Anganwadi centres shall also be examined for 30 different kinds of major diseases & ailments including Cancer, Heart Diseases, ENT, Dental, Eye and Psychiatric issues etc and any child found suffering with any of these diseases will be given free of cost treatment in the Govt or Govt empanelled hospitals. Ms Mahajan further revealed that it has been observed that nearly 6% children are suffering with weak eyesight and therefore special arrangement are being carried for thorough eye check up of such children. School teachers are also being sensitized to recognize primary indications of weak eye sight among children so that as and when required Ophthalmic Officers could be sent to the schools for check up’s and providing free spectacles to children detected with weak eye sight.
Ms Vini Mahajan further stated that already 95% children of 1.5 Years age are being immunized in the state, whereas with regard to immunization of children in the age group of 5-10 years some further initiatives have been planned. Instructions are being given to the school authorities to seek the immunization status of the child from parents at the time of admission in school. If any child is not immunized then the child shall be got immunized at the Mamta Diwas camp held on Wednesday in his/her own village. These dedicated medical teams visiting the schools shall also ensure that no child remains un-immunized in the schools in their area. She further revealed that it has also been felt that such immunization related record for all children studying in Private schools should also be maintained. Deputy Commissioners have been told to sensitize and encourage the managements of private schools for maintaining the same.

“There is total collapse of the law and order machinery in the state while the economy has gone bankrupt long back”, he remarked while talking to reporters after meeting the parents of Arshdeep, the girl who along with her mother was pushed off from a running bus by the molesters while travelling in an Orbit Aviations bus owned by the ruling Badal family.

The former Chief Minister pointed out, criminal incidents of serious nature were taking place in Punjab at an alarming regularity and people were feeling unsafe and insecure. “There was a feeling of fear and insecurity prevailing among people as such incidents were taking place every second day”, he said, arguing that this government had lost the will to govern and hence the President’s rule was the only option.

Capt Amarinder condemned the manner in which Arshdeep was cremated in a hush-hush manner. He said, the Badals had behaved typically like the British the way they had cremated Bhagat Singh during the night to avoid public outburst.

Earlier while meeting the parents of the girl, both of whom are undergoing treatment in the Civil Hospital here, Capt Amarinder expressed his heartfelt condolences to them over the loss of their daughter.

He said, he could feel their pain as a parent and said, he alongwith his party stood by them in this hour of grief and tragedy. He promised them that he will ensure that the culprits were brought to the book.

Capt Amarinder also gave Rs 2 lakhs to the girl’s parents.

Addressing the dharna outside the Civil Hospital, the former Chief Minister resolved that he will ensure that the Badals were thrown out of Punjab. “Their countdown has already started and soon they will run for cover”, he asserted.

Chandigarh, May 4, 2015: Haryana Government has issued guidelines for on-line admissions for the current academic session 2015-16 in all the government colleges of the State.
While stating this here today, a spokesman of Higher Education Department said that only the fresh students that is 1st year in under graduate as well as the 1st year in post graduate courses only would be applying for admission on on-line procedure only. No Prospectus would be printed this year as was done in last year.
The spokesman said that the authorized bank would be State Bank of Patiala. He said that an aggregator has been purchased as suggested by State Bank of Patiala – As ‘BILL DESK’, so that the students would be facilitated to deposit fee and funds at more than 47 nationalized banks. In case the fee and funds are to be deposited by cash, it could only be done at a counter of State Bank of Patiala.’ The Enrollment ID (EID) for Aadhar and the Bank account number would be mandatory besides the other mandatory field of the admission form from this academic year, he added.
He said that the Principals are directed to complete the details of the students studying in 1st and 2nd year in 2014-15 as these would be promoting to next class. For these, the college authority would only tick the confirmed button and would generate the e-challan for payment of dues by the old students. However, in case of migration cases or otherwise new admission, the Principal has to submit a request to open the portal for a fresh admission in TDC-II/III. They have also been directed to shortlist at least 10 senior students for uploading of admission forms under the Earn While You learn Scheme. Each student would be paid Rs 15 per admission form. The Principal would maintain the record of such students, he further added.
He said that the uploading of admission forms would start from June 8, 2015 and the last date would be June 30 for normal admission. All the students would apply through on-line mode only, would take a print out of admission form and would attach all documents pertaining to academic records, reservation, brother - sister concession, claim for any weight-age to be claimed and all of these would be deposited with the concerned colleges in hard copy after putting signatures of the candidate and the parents. The last date for submission of hard copy of admission form and all relevant documents would beJune 30, 2015 at the college counter for first merit list. The claim of a student for admission to a college would only be entertained if he or she would submit the hard copy of admission form along with all relevant documents.
He said that on day to day basis, the Principal would ensure that the forms are checked by the members of admission committees and the weight age if any would be given manually by the college and the same would be uploaded in the given report for generation of merit list. The fee and funds would be charged on annual basis as was approved last year, he added. He said that all the principals would generate dummy e challans before May 10, 2015, 5 e-challans for each class and if any discrepancy is observed, the same would be intimated to the Directorate in hard copy and soft copy also latest byMay 20, 2015.
The spokesman said that the Principals would ensure that the courses, subjects, number of seats, cut off percentage, details of old students that is for presently studying students in TDC-1ST and IInd year, and Ist year of the post graduate course would be completed latest by May 10, 2015, without fail. In case of any omission the sole responsibility would rest with college Principal. The detail guidelines for all the steps and procedures would be sent to all the college Principals latest by May 3, 2015.
He said that for academic session 2015-16, two days training would be imparted at Government College, Sector-9, Gurgaon for Gurgaon division colleges, Government College for Women Rohtak for Rohtak division colleges, Government College Hisar for Hisar division colleges and Government Collage for Women Panchkula for Ambala division colleges. The training would be conducted free of cost and it would be for the Principal, 3-4 staff members associated with the online admission and 4-5 students under the Earn while you learn scheme. The training session would be from 10 am to 4 pm and the training at each location would be completed in two days that is approximately 15 colleges in one day.
He said that all the Principals are directed to install Google Chrome or Mozilla Firefox as browser on the computer systems which would be used for online admissions, as the portal would be working in the afore mentioned browsers. The regular staff members would be granted Earned leave for the vacation period for which the official duties would be performed during the vacations.
The spokesman said that in case of connectivity errors or heavy rush of students, the Principals might be authorized to download the ‘Application Form’ and could issue a blank form to the students, who after filling and attaching all required documents would submit back the same to the college. The college could upload the details of the students through on-line only. In no case any admission would be made in off line mode, he added.....

Chandigarh: May 4: The Central government has finalised new set of rules related to the all India service officers to safeguard their interests and to tightening noose around the powers of the state government to take action against IAS, IPS and IFoS cadres. The draft of All India Services (Discipline and Appeals) Amendments Rules, 2015 has been sent to the states to seek their comments.

As per the new rules, state governments will have to inform the Central government within 48 hours about the suspension of an all India services officer belonging to Indian Administrative Service (IAS), Indian Police Service (IPS) and Indian Forest Service (IFoS), if the rules are implemented in the present form.

As per the new draft rules, the review committee at the Centre is headed by Secretary in the ministry concerned .i.e. Personnel for IAS, Home for IPS and Forest for IFoS) whereas chief secretary will head it at the state level. It will provide a safe guard to check arbitrary suspensions and transfers of bureaucrats by the state governments.

The new rules if enforced will also make it mandatory for state governments to confirm the order of suspension from the Centre of an IAS, IPS and IFoS officer within 30 days. Now this period is 45 days.

It is further suggested that an IAS or IPS officer cannot remain suspended beyond a week except for a prior sanction of a review committee to state governments. These rules have been framed after the Central government have received various representations from the all India officers association seeking certain safe guards for them after the suspension of Durga Shakti Nagpal by the U.P government and few other officers of the all India service officers.

Chandigarh, May 4: Punjab Chief Minister Mr. Parkash Singh Badal today nominated the former MLA and ex-Chief Parliamentary Secretary Mr. Jagdeep Singh Nakai as the Chairperson of the Punjab District Planning Committee, Bathinda besides appointing two Chairmen, three Vice-Chairmen and 11 Directors on the Board of Directors of the various Boards and Corporations in the State.

Disclosing this here today, a spokesperson of the Chief Minister’s Office said that Mr. Badal cleared the file for the nomination of Mr. Nakai as Chairperson of the Punjab District Planning Committee, Bathinda under the Clause 3 sub-clause (3) of The Punjab District Planning Committee Act, 2005.

Meanwhile, the Chief Minister also gave nod to appoint Mr. Upkar Singh Sandhu and Mr. Om Parkash Kamboj as the Chairman of Punjab Energy Development Agency and Punjab Backward Classes Land Development & Finance Corporation (PBCLDFC).

Likewise, Mr. Ashok Aneja, Mr. Bhagirath Singh and Mr. Vinarjeet Singh Goldy have been appointed as the Vice-Chairman of the Punjab Agro Industries Corporation, Punjab Agro Foodgrains Corporation and Pepsu Road Transport Corporation respectively.

Similarly, the Chief Minister also appointed Mr. Surinder Singh Grewal and Mr. Rajpal Singh Chauhan as Directors on the Board of Directors (BoDs) of Punjab Agro Foodgrains Corporation and Punjab State Industries Export Corporation respectively. Mr. Gurdial Singh Nijjar and Mr. Gurdev Singh Lali have been appointed as Directors on the BoD of Pepsu Road Transport Corporation (PRTC). Dr. Jaswinder Singh and Mr. Rajwant Singh Malha have been appointed as Directors on the BoDs of Punjab State Forests Development Corporation Limited and Punjab Khadi & Village Industry Board respectively.

Mr. Badal also cleared the appointments of Mr. Atam Ram Kamboj as the Director on the BoD of Punjab State Warehousing Corporation. Likewise, Mr. Ranjit Singh Nikkra and Mr. Bhupinder Singh Saifdipur have been appointed as Directors on the BoD of Punjab Agro Foodgrains Corporation. Similarly, Mr. Harjit Singh and Mr. Gurbachan Singh have also been appointed as Directors on the BoD of Punjab Agro Industries Corporation. Formal orders with regard to these appointments would be issued by the concerned departments in due course of time after the completion of necessary procedure.....

Fazilka, May 4, 2015: The Youth Congress workers have given 11 days ultimatum to the government to fill up the vacant posts of specialists doctors in Fazilka hospital failing they will initiate hunger strike.
Sources say that despite issuing appointment letters to the doctors, they are reluctant to join the government job on account of various reasons. However, wrong policies of the state government is said to be the major cause for joining the government hospitals.
It is unfortunate that Fazilka is the home town of Surjit Kumar Jyani, Health Minister, Punjab and the poor patients are deprived of the health facilities and they are compelled to move to the private hospitals charging hefty fees.
According to Ranjam Kamra, Vice President Youth Congress, most of the specialist posts of doctors are lying vacant since long including gynecologist, eye surgeon, pediatrician, orthopedic, dermatologist, general surgeon and others. The posts of certain medical officers are also lying vacant.
Kamra said, 11 days ultimate is given to the government to fill up the vacant posts otherwise the youth workers would initiate hunger strike in front of the hospital campus to register their protest nad to put pressure on the government.
However, SMO, Dr.D,K.Bhukkar said, three medical officers had been posted at the local hospital about a week back but none of them had joined so far.
