Chandigarh, July 22, 2019: Justice Mahabir Singh of Punjab and Haryana High Court issued notice to the state of Punjab , former IAS Darbara Singh Guru and former DGP Izhar Alam in the case of Nakodar killings of Sikh yourh in 1986.
In the last hearing, the court had directed the respondents to present before it the Justice Gurnam Inquiry Commission report, which the respondents failed to do. The next date of hearing in the case is August 14.
On February 4, 1986 during a protest against burning of birs on February 2, police opened fire on protesters, killing four and injuring eight.
Baldev Singh, the petitioner in the case, is father of one of the protester who died in the police firing.
In his petition, Baldev is seeking registration of FIR under Section 302 against Darbara Singh Guru, IAS, then DC, Jalandhar and Mohd Izhar Alam, IPS, then SSP, Jalandhar.
The petitioner alleges that his son was picked up by the police and killed in a fake encounter.
Justice Gurnam Singh Inquiry Commission was appointed to probe the incident and it submitted its report in 1987. However, the report was not made public. Recently, the Punjab government revealed that the report was submitted in 2001.
Baldev alleges the government didn’t open the report and didn’t take any action against the guilty people.
The commission report was tabled in the Vidhan Sabha without action taking report.
