Remove stray cattle from city in 10 days, DC Moga directs Mayor
MOGA, August 20, 2019: Deputy Commissioner Sandeep Hans, exercising powers vested under section 133 of the Criminal Procedure Code (CrPC), directed the Mayor and Municipal Corporation (MC) Commissioner to remove the stray cattle from the highway passing through their jurisdiction and other areas of the city in 10 days. These orders were passed in public interest.
In his “Conditional Order for the Removal of Nuisance”, Deputy Commissioner stated that it was observed that a lot of animals including cows, bulls, donkeys, swine and horses are straying at National Highway and other public places in the city which not only cause unsanitary conditions but also pose grave danger to human life and property.
“It has also been brought to the notice that a lot of incidents of death and injuries have been occurred in past due to accidents happening on the roads especially at night. The Municipal Corporation authorities are responsible to suppress this nuisance and ensure public safety under section 323/324 of the Punjab Municipal Corporation Act, 1976,” the order reads.
Deputy Commissioner stated that despite the said powers, the MC authorities have failed to curb this stray cattle menace in the city. “In the given emergent situation, there is a need for speedy removal of the stray animals. Therefore, exercising powers under section 133 CrPC, I do hereby direct and require you within 10 days to take necessary steps and arrangements to capture and keep the said stray animals away from public places,” directs Deputy Commissioner.
Meanwhile, the order also reads that any lapse in acting as per the orders shall invoke the provision of punishment under section 188 of the Indian Penal Code (IPC).
