Chandigarh, October 18, 2019: A senior officer of the Vigilance Bureau has been booked for rape of a woman, when she was imprisoned in Amritsar jail in 2016. The officer has denied the charge and said the woman is a criminal and has made up the story to defame him.
State Special Operation Cell (SSOC) booked Assistant Inspector General (AIG), Vigilance, Punjab, Ashish Kapoor on charges of rape, criminal intimidation and under Prevention of Corruption Act.
Rape charges have been added in an FIR already lodged on May 1st this year. It is learnt that this officer has been booked after a report regarding this was presented by IGP Kunwar Vijay Partap Singh.
The woman alleged that she had come into contact with Kapoor when she was lodged at Amritsar jail when he was Jail Superintendent there in 2016.
She alleged that Kapoor raped her number of times. She also alleged that after differences cropped up between them, he framed her and her mother in another case after which she was shifted to Patiala jail.
The woman, who is from Haryana, in her statement in July this year before Judicial Magirstrate Mohali under Section 164 of the Code of Criminal Procedure had alleged that she had been raped, molested and cheated by Kapoor and other police officials when she was imprisoned in Amritsar.
It is learnt that when IG Kunwar Vijay Partap Singh went to Patiala Jail in connection with a case registered against Rajan Kapur, then Patiala Jail Superintendent who was booked for extortion and later dismissed by Jail Minister Sukhjinder Singh Randhawa, the woman complained to Partap against Kapoor.
Kapoor was nominated in the old FIR under Section 276 sub section (2)(a)(b)(d) (pubic servant taking advantage of his official position and commits rape on a woman in his custody), 376 (c) (being the Superintendent or manager of jail, remand home or other place of custody established by or under any law for the time being in force or abuses such position or fiduciary relationship to induce or seduce any woman), 354 (assault or criminal force to woman with intent to outrage her modesty), 419 (cheating by personating), 506 (criminal intimidation) of the Indian Penal Code (IPC) and section 7, 13 of the Prevention of Corruption (PC) Act.
Meanwhile, Kapoor has shot off a letter to PM and CM Punjab, Chief Secretary, DGP and other senior officers asking them why a criminal’s word is being taken seriously and he is not being heard.
He said the woman has a criminal background and several cases were already registered against her and in some she already has been convicted.
He also demanded that probe against him should be withdrawn and Kunwar Vijay Partap Singh removed from the case as he has already made up his mind to frame him.
According to sources, after receiving this letter, DGP has stopped the arrest of Kapoor.
IGP Kunwar Vijay Partap Singh told Babushahi.com that the appropriate legal action would follow after the completion of investigation this case.
It may be recalled that Kapoor has been the main investigating officer in the alleged irrigation scam worth crores in which contractor Gurinder Singh was arrested.
