Comedian Kapil turns producer___ Actor-comedian Kapil Sharma marks his debut as a producer with TV show Comedy Nights With Kapil. Adding to the madness, he will be seen donning multiple avatars, that of an actor, scriptwriter and producer in his production debut. Known for his strong comic timing as well as his ability to find humour in any situation, he will present a distinctive take on everyday life in a fresh way. The show is likely to hit the small screen in June on Colors. At the same time, the 32-year-old will be seen exhibiting his dancing skills on Jhalak Dikhhla Jaa 6, which is also going on air next month.

Is the policy of regularisation of Illegal colonies of Punjab is practical and comprehensive ?

With the state govt going tough on the illegal colonies and promoters
of these illegal colonies to the extent of banning sale deeds in
Patiala district, the questions are being raised by the property
dealers and colonizers over the strict action of the state govt. Few
days back the property dealers and colonizers organized a press
meeting in Ludhiana to apprise the govt. of the hardship being faced
by them at the strict stance of state govt. The property dealers association has also submitted memorandum to various SDMs listing there demands and arguin g to regularize the colonies on Delhi pattern. But with the Punjab govt policy on regularization of illegal colonies impractical to the ground realities and policy being described as a damp squib by various newspapers and with the Haryana govt policy on regularization of illegal colonies where Haryana only regularizes the colonies within municipal limits having 50% constructed area and only after regularization take the development charges and provide the basic amenities (in sharp contrast with Punjab policy where no such condition is imposed) on other side and with the Delhi govt policy where the regularization of illegal colonies is being scrutinized by the supreme court and formation of resident welfare associations (RWAs ) for regularization in colonies with 50% constructed area and regularization process being a very time consuming process ,the Punjab govt. has to form a policy as the ground situations in Punjab are very different with most of the colonies not satisfying the 50% constructed area clause to suit Punjab. We are listing the various steps based on the memorandum submitted by the property dealers association and talking with real estate experts that can be
useful to the state of Punjab and the promoters of these illegal
colonies and to general public at large to get rid of the unlawful business:-
1. As demanded by the property dealers association, the state govt.
should relax the regularization of illegal colonies policy and make it
more practical one with the regularization of illegal colonies be done
on as is where basis .
2. The compounding charges for compounding of illegal colonies are
nominal but the others charges levied in case of illegal colonies
developed after 2007 are on higher side, so the govt. should lower
these charges. Inspite of getting deposited these charges in
installments, govt. should get deposit these charges in lump sum may be upon lowering these charges as
the track record of builders in depositing EDCs in installments is
poor in Punjab. This will result in a surge in revenue in govt.
account. Also the other charges should be classified as the External
development charges so that at a later stage the residents of those
colonies do not claim for infrastructure from govt. on the basis of
these charges deposited.
3. Govt. should do away with the various types of NOCs for the
promoters of these colonies for these colonies.
4. The internal developments works in these colonies should be made
the responsibility of the promoter of the colony and the competent
authority should issue completion certificate in this respect, so that
the creation of infrastructure in these colonies does not put a
financial burden on the state exchequer.
5. The sale deeds of the colonies for which the promoter has sought
regularization should be permitted.
6. The colony regularized should in no way result in the violation of
land uses as defined in master plan and should in no way come in the way
of preparation of zonal development plans.
7. The promoters of the colonies should be asked to deposit the layout
plan,khasra plan and basic amenities plans of the colony with the competent authority with the undertaking
that any expansion of the colony as illegal will result in the
regularization cancelled. The respective municipal corporations and
councils should freeze the boundaries of illegal colonies within there
limits so that they do not expand in future.
8. Upon regularization the colonies should be assigned names and the
information regarding the name of the colony and the khasra plan of
the colony should be sent to respective deputy commissioners so that
the colony name is inserted in collector rate list and the khasra plan
be sent to respective patwari for his necessary action.
9. The construction in these colonies upon regularization should be
only allowed after the approval of building plan from the competent
authority.
10. The state govt. should form a policy for banning the electric
connections in illegal colonies. PSPCL should be asked to allow
electric connection in case of residential and commercial real estate
only after the submission of approved building plan by the competent
authority by the owner of the property.
since as per housing policy of Punjab competent authority under PAPRA within municipal limits are the local government officials and outside municipal limits are the housing and urabn development officials.
11. The sale deeds of properties in tehsils should only be done in the
name of colonies not in the names of villages. Whenever illegal colony
is developed the sale deeds are executed on the basis of village not
on the basis of name of the colony (as most of the illegal colonies
have no names).So, the govt. should form a policy that in case of sale
deed of commercial or residential plot on a private road irrespective of its size not on a
revenue road outside the lal dora of respective village(as the sale deeds of various PUDA approved colonies and sale deeds of various commercial properties abutting highways are done in name of villages not in name of colonies), the sale deed
should be executed in the name of colony not in the village. The name
of colony should be inserted in the collector rate list only after
getting the written approval from the competent authority.
This step if implemented in entire Punjab will create a great surge in the revenue collection from stamp duty for the state govt with the state govt achieving its listed targets.This step will solve the problem of illegal colonies forever and the govt will not have to make any amendment in prevalent laws for curbing illegal colonies in future.
12. The govt. make a comprehensive policy incorporating some of the
suggested suggestions so that after regularization no new illegal
colony is developed within and outside the municipal limits of the
cities.
13. The property dealers should be asked to get them registered as
estate agents with PUDA.
14. Though the granting of license to develop the colony made a time
bound process, Punjab govt. should make it more simplifier for
encouraging the people to approve the colonies.One thing govt can do is that the license to develop the colony be covered under the right to service act.
15. The Punjab govt. should lower the development charges in case of
commercial colonies as those are on a higher side considering the fact
that very less commercial colonies get approval from the competent
authority.
16.As the town planning schemes prepared under the Punjab municipal act suffer from various anomalies and with the Punjab govt making the municipal commissioners and the regional deputy directors of the local bodies as competent authority under PAPRA,1995 in 2010(but no license has been issued by these authorities within municipal limits till date ),the Punjab govt should do away with TP schemes within municipal limits and should also assign the posts of regional deputy directors of mohali,Ludhiana,jalandar,Amritsar,bathinda and Patiala to the CAs of GMADA,GLADA,JDA,ADA,BDA and PDA respectively thereby allowing the process of approval of colonies in one office (as the regional deputy directors have almost no work to do because the building plans are approved at local level n TP schemes are approved at CTP local bodies level and these do not the requisite staff)
17.The govt should speed up the preparations master plans of remaining cities of Punjab
