Why women live longer___Women live longer than men partly because their immune systems age more slowly, a study suggests. As the body's defences weaken over time, men's increased susceptibility to disease shortens their lifespans, say Japanese scientists. Tests of immune function could give an indication of true biological age, they report in Immunity & Ageing journal. The immune system protects the body from infection and cancer, but causes disease when not properly regulated. The Japanese study set out to investigate the controversial question of whether age-related changes in the immune system could be responsible for the difference in average life expectancy between men and women. Prof Katsuiku Hirokawa of the Tokyo Medical and Dental University and colleagues analysed blood samples from 356 healthy men and women aged between 20 and 90. They measured levels of white blood cells and molecules called cytokines which interact with cells of the immune system to regulate the body's response to disease. In both sexes, the number of white blood cells per person declined with age as expected from previous studies. However, closer examination revealed differences between men and women in two key components of the immune system - T-cells, which protect the body from infection, and B-cells, which secrete antibodies.

Who is responsible to manage parking lots in Chandigarh?

There are 24 paid parking lots and Municipal Corporation is earning Rs.4 crore annually. At present half-a-dozen parking lots are lying vacant because no contractor was interested in the auction held in the past including parking lots situated at Sukhna Lake, sector-9 and two in sector-34.

Paid parking of vehicles across the City Beautiful has become headache for the Municipal Corporation, Chandigarh as well as for the commuters for the past almost one decade. At present paid parking system is completely paralyzed. Paid parking was introduced in the city in 2003 even after strong protest of Market Association and various employees union. Various heads have been handling it till 2007 but finally it was handed over to the Municipal Corporation enforcement wing for the past nearly two months. There are 24 paid parking lots and Municipal Corporation is earning Rs.4 crore annually. At present half-a-dozen parking lots are lying vacant because no contractor was interested in the auction held in the past including parking lots situated at Sukhna Lake, sector-9 and two in sector-34.Thus M.C. has already suffered a heavy loss of Rs.50 lakh in the absence of any taker even after the relaxation of terms and conditions for the eight months to attract contractors but failed bitterly. The contract for CMC parking (sector-17), zone one in sector-34, Lake Club parking, MOH parking in sector-17 and sector-9-D parking lot were not handed over to the contractors due to low auction price i.e. Rs.20,000 per day. There is no taker for te parking lots situated at the crucial locations i.e. Empire Store in sector-17 and sector-22 opposite inter-state bus terminus and M.C. has to extend the period. No contractor has submitted tenders for the nine major lots against the advertisement of M.C. which is very unfortunate and does not reflect well on the working of the M.C.
The responsibility certainly lies on the shoulders of the M.C. who is managing the affairs. The paid parkings should be handed over the market associations of the various sectors on a nominal rates and I am sure that they can manage these well. Paid parking seems to have no longer a profitable business for the contractors. Therefore they prefer to opt out. Moreover, the contractors also failed to manage the parking lots well. They consuntrate on the entry point and after taking money no body bothers to arrange the parking of vehicles. The commuters have to manage the affairs of vacant place thereself. Like traffic police which is much more concerned with the challans and less concerned with the managing of traffic. The contractors even does not bother as to whether vehicles are entering the parking lots from the exit points resulting unwanted jam and harassment to the communters and they have to manage themselves. There is hardly any difference for the commuters using free parking lots where there are no attendents to assist and one have park their vehicle at their own risk without any management and care. Similar is the case with the paid parking. Municipal Corporation has already lost about Rs.50 lakh due to non-auction of parking lots in the past about 8 months. Some contractors have suggested increasing the parking charges as Rs.5 for two hours and for rest of the time Rs.10. M.C.admit itself that contractors are reluctant to come forward due to rigid terms and conditions of the corporation. Then why not relax these harsh and strict terms and conditions/guidlines? Contractors also alleged that their half of the income goes in paying fines for the violation of norms. I am of the view that Municipal Corporation should act responsibly and come up with a concreat proposal sit-down with the contractors and find out an amicable solution in the larger interest of the commuters of City Beautiful.
