Haryana Vidhan Sabha passes four bills during budget session
Two more bills introduced in the Vidhan Sabha

Four Bills were passed in Haryana Vidhan Sabha today during the Budget Session. These include Haryana Honourable Disposal of Dead Body Bill, 2025, Haryana Registration and Regulation of Travel Agents Bill, 2025, Haryana Prevention of Public Gambling Bill, 2025 and Haryana Contractual Employees (Security of Service) Amendment Bill, 2025. Besides this, Haryana Horticulture Nurseries Bill, 2025 and Aparna Institution (Taking Over of Management and Control) Bill, 2025 were also introduced.
Haryana Honourable Disposal of Dead Body Bill, 2025
The Haryana Honourable Disposal of Dead Body Bill, 2025 was passed to maintain the basic human rights of the dead body in the state of Haryana and for the decent final disposal of the dead body and for matters connected therewith and incidental thereto.
The scope of the “right to life” contained under Article 21 of the Constitution of India includes the “rights and dignity of the dead.” Under Article 21, the right to respect and fair treatment is available not only to the living person but also to their body after death. Honour and respect for the deceased is a recognition of human dignity.
The bill aims to ensure no person uses or allows the use of a dead body for remonstration of any kind, preventing any protests or agitations that may delay the last rites. It mandates the timely and respectful final rites of a deceased individual, with the public authority stepping in when family members refuse or neglect the responsibility.
Haryana Registration and Regulation of Travel Agents Bill, 2025
The Haryana Registration and Regulation of Travel Agents Bill, 2025 was passed to establish a framework ensuring transparency, accountability, and integrity of travel agents while curbing illegal and fraudulent activities. It aims to protect the interests of the residents of Haryana.
Unregistered travel agents have been deceiving innocent and unemployed youth with false promises of easy immigration to foreign countries, charging hefty fees, and providing fake offer letters. This bill introduces measures to monitor and penalize such agents.
The legislation empowers the government to regulate the industry, ensuring fair treatment of customers and enforcing stringent actions against violators.
Haryana Prevention of Public Gambling Bill, 2025
The Haryana Prevention of Public Gambling Bill, 2025 was passed to prevent and penalize public gambling, the operation of common gaming houses, betting in sports or elections, and other fraudulent gambling activities.
The existing Public Gambling Act, 1867, was deemed obsolete. With advancements in technology, gambling activities have proliferated using electronic devices and online platforms. The new bill addresses these challenges by introducing stricter punishments and comprehensive regulations.
It is intended to protect the public from financial fraud and ensure a safer environment by regulating betting and gambling.
Haryana Contractual Employees (Security of Service) Amendment Bill, 2025
The Haryana Contractual Employees (Security of Service) Amendment Bill, 2025 was passed to amend the Haryana Contractual Employees (Security of Service) Act, 2024.
The amendment addresses the concerns of contractual employees who faced challenges in meeting the service requirements for job security. Under the previous Act, contractual employees were eligible for service security if they completed five years of service with a minimum of 240 working days per calendar year.
Following genuine requests from employees, the bill revised the criteria to consider 240 days during any one-year period of contractual service instead of a calendar year. This amendment was implemented through an ordinance on January 31, 2025, to alleviate uncertainty among employees and ensure stability in government operations.
