Fatehgarh Sahib, August 23, 2020: The Revenue Patwar Union Punjab in its meeting held here today has strongly opposed the move of the State government to increase the quota of the clerical staff for promotion as Naib Tehsildar from 3% to 25%.
While talking to the media Harvir Singh Dhindsa State President and Mohan Singh Bhedpur Kanungo former State President said that there are 4716 posts of Patwaris and 637 of Kanungo and 180 posts of Naib Tehsildars and at present 50% posts of Naib Tehsildars are recruited from Kanungos, 3% from clerical staff and 47% are recruited directly. They said now the government has decided to increase the quota of clerical staff from 3% to 25%, which will lead to anarchy as the clerical staff has no knowledge about revenue related matters. He said that they have more avenues of promotions as Junior Assistant, Senior Assistant, Superintendent Grade2, Superintendent Grade1, Tehsildar and PCS, whereas it takes 30 years for Patwari to become Kanungo as direct recruitment of Kanungo has been banned, so the Naib Tehsildars should be recruited from Kanungo only. They said moreover the clerical staff has the experience of only service rules but they don’t know anything about revenue related work like partition, new Jamabandi, registration work, mutations, checking of Lathas, Fard Badar and demarcation of lands on the spot and it will lead to anarchy in revenue related work.
They urged the government to review its decision and the Naib Tehsildar recruitment should be 100% from Patwaris and Kanungos. They warned if the government did not concede their demand they would be forced to launch an agitation.
