Haryana: Vidhan Sabha Speaker constitutes Protocol Committee

Speaker of the Legislative Assembly Gyan Chand Gupta has constituted a special committee on the pattern of Lok Sabha to take action against the officers who ignore the MLAs. This committee will recommend action after examining the violation of protocol norms and contemptuous behavior of government officials with the members.
MLA from Ambala city Asim Goyal will chair the committee, while Congress MLAs Bharat Bhushan Batra from Rohtak, Pramod Vij from Panipat city, Mohan Lal Badoli, MLAs from Rai, Jogiram Sihag from Barwala, Narendra Gupta from Faridabad, Nayan Pal Rawat and Sadhaura from Prithala Renu Bala has been included as a member.
For effective action in cases where complaints are made by MLAs, Speaker of the Legislative Assembly Gyan Chand Gupta has constituted a special committee on protocol. This committee will take cognizance of the violation of protocol norms prescribed by the Central and State Governments from time to time in relation to official dealings with the members of the Haryana Legislative Assembly.
In the notification issued by the Legislative Assembly Secretariat on Thursday, it has been clarified that the communication received from the members of the Haryana Legislative Assembly through phone calls or other means cannot be ignored.
Such communication has to be given prompt attention and response without delay. Giving a half-hearted answer will also be considered a violation of protocol. Non-invitation of members of Haryana Vidhan Sabha to public functions held in their circles will also be considered a violation of protocol.
The names of MLAs will also have to be mentioned in the invitation letter. Officials will be held responsible for delay in reaching the invitation letter to the members. Not only this, proper seating arrangements will also have to be made for them in public functions. Telephone calls made by MLAs to the concerned departments on issues of public interest will have to be given immediate attention.
The committee will ensure that the instructions issued from time to time by the Central and State Governments regarding official dealings between the Government and the members of the Haryana Legislative Assembly are not violated.
In this regard, the guidelines issued by the Department of Personnel and Training, Ministry of Personnel-Public Grievances and Pensions on December 1, 2011 will have to be ensured. Indecent behavior by government employees with the members of Haryana Legislative Assembly during official business will also come under its purview.
The notification states that the procedure to be followed for investigation of complaints which come to the notice of this committee shall be similar to that of the Committee of Privileges.
In respect of any incident of misbehavior or breach of protocol by administrative officers, legislators shall make a complaint in writing to the Secretary of the Legislative Assembly. Supporting documentary evidence will also have to be attached with the complaint.
On the complaint, if prima facie it appears that a case of violation of protocol norms is made out, the Chairman may refer the matter to the Committee for investigation and report. The Speaker need not bring the matter before the House to take a decision on it.
