Haryana Cabinet approves amendment in Haryana Compulsory Registration of Marriages Rules
Introduces Online Marriage Registration Portal to replace manual applications

Chandigarh, August 5, 2024 – In a move aimed at simplifying marriage registration for citizens, the Haryana Cabinet, which met under the chairmanship of Chief Minister Nayab Singh Saini, here today approved amendments to the Haryana Compulsory Registration of Marriages Rules, 2008.
Under the new amendments, Additional Deputy Commissioners (ADC) cum District Citizen Resources Information Officers (DCRIOs) will now serve as District Registrars for marriage registrations.
These District Registrars will control and oversee all Registrar offices within their jurisdiction, ensuring a smoother and faster processing of applications.
Now City Magistrates, SDMs, Joint Commissioners, DMCs, Executive Officers, etc. in MC, BDPOs and Gram Sachivs have also been granted powers to register marriages in their jurisdiction with certain conditions so that registration of marriages can be done at the local level.The changes also introduce a well-defined appeal process to address citizen grievances more effectively.
The marriage registration process will now be handled online, significantly simplifying and streamlining it for citizens.
A dedicated marriage registration portal will digitise all marriage registration records. The shift to an online registration system will make the process more efficient for citizens, reducing the need for physical paperwork and in-person visits.
The online portal and digitised records will make it easier for citizens to access and track their registration status.
With the new online system, fees for basic application stages levied earlier will be removed and no fee will be charged for registration, reducing both processing time and government effort.
In addition, the requirement for an affidavit in case of late applications will be replaced by a simple undertaking.
