Haryana Cabinet okays jobs for dependents of 14 martyrs

Chandigarh, August 5, 2024 – Haryana Cabinet, which met under the chairmanship of Chief Minister Nayab Singh Saini, here today, has granted approval to provide compassionate appointment to the 14 dependents of “Battle Casualty” of Armed Forces personnel/Para Military Personnel.
These applicants, although eligible under the policy, had not applied for compassionate appointments within the three-year time limit due to being unaware of the Haryana Government's compassionate policy or because they were minor at the time. These appointments are now being given by giving relaxation in the policy.
Of the 14 cases, 2 individuals have been appointed to Group B positions, while 12 have been appointed to Group C posts.
The compassionate appointments, made with policy relaxation, are as follows: Satender Singh, Abhiney Kumar, Miss Khushboo, Sh. Atul Partap, Sh. Amit Kumar, Miss Asha, Sh. Pritam Singh, Sh. Vicky Dalal, Kumari Jyotsna, Sh. Hitesh Khatana, Sh. Gurdeep, Sh. Rambir Kumar, Sh. Aditya Kumar, and Sh. Rohit.
Chandigarh, August 5 - Haryana Cabinet met under the Chairmanship of Chief Minister, Sh. Nayab Singh Saini, has approved the introduction of the ‘Vivadon ka Samadhan’ scheme in respect of Milk Plants aimed at resolving the outstanding Milk Cess liabilities of milk plants in the state. This initiative, aims to provide a fair and structured resolution for milk plants that have defaulted on their Milk Cess payments as on July 31, 2024.
The ‘Vivadon ka Samadhan’ scheme offers a waiver/exemption from the levy of Milk Cess for the period from September 9, 2001 to July 9, 2002, as no rules were framed to collect the Milk Cess during this period.
Instead of the compounded interest rate of 2% per month, the scheme proposes a levy of 8% simple interest per annum on the default amount for the period of default, which is a major relief to milk plants.
Under the payment terms, 50% of the recalculated default amount must be paid on or before September 30, 2024, and the remaining balance must be settled by November 30, 2024. This scheme aims at providing relief to 29 milk plants and aims at resolving a long standing request of the milk plants. It will further encourage investment in the milk sector infrastructure.
Haryana Cabinet met under the Chairmanship of Chief Minister, Sh. Nayab Singh Saini, has approved the Haryana Agniveer Policy, 2024, which aims to provide comprehensive employment and entrepreneurship opportunities to Agniveers after their completion of service in the Armed Forces.
The Haryana Agniveer Policy, 2024, offers significant benefits in government recruitment, including a 10% horizontal reservation for Agniveers in direct recruitment for positions such as Constable, Mining Guard, Forest Guard, Prison Warder, and SPOs. The Agniveer shall be exempted from the written exam in case of these posts.
Apart from this, there will be a 5% horizontal reservation for Group C civil posts and a 1% horizontal reservation for Group B posts related to the Agniveers' skill specializations.
The policy also includes age relaxation of three years for Group B and C posts, with a five-year age relaxation for the first batch of Agniveers. Furthermore, Agniveers will be exempted from the Common Eligibility Test requirement for Group C posts. They shall be exempt from both written test and skill test in case they have been awarded the requisite skill certificate.
For self-employment and entrepreneurship, the policy provides a subsidy of Rs. 60,000 annually to industries employing Agniveers, provided they are paid a salary exceeding Rs. 30,000 per month, including the subsidy amount. Agniveers will receive priority for gun licenses provided they fulfil conditions set out in Arms Act, preference in deployment through the Haryana Kaushal Rozgar Nigam Limited (HKRNL), and interest-free loans for up to three years for principal amount up to Rs. 5 lakhs to start their own businesses.
It is worth noting the fact that in the financial year 2022-23, a total of 1,830 Agniveers were selected from Haryana, and around 2,215 were recruited in 2023-24.
After their four-year engagement, Agniveers will have the opportunity to apply for enrollment in the regular cadre of the Indian Army, with up to 25% of each batch being considered based on objective criteria, including performance during their service period. The policy will be implemented in 2026-27 when the first batch of Agniveers is relieved from the defence forces.
Since 2014, jobs have been given on compassionate grounds to 403 dependents of martyrs in the state
Haryana Cabinet which met under the chairmanship of Haryana Chief Minister, Sh. Nayab Singh Saini here today, approval was given to provide jobs to 14 dependents of martyrs. Among those given jobs are two dependents in Group B and 12 in Group C.
It is pertinent to mention that these applicants, although eligible under the policy, had not applied for compassionate appointments within the three-year time limit due to being unaware of the Haryana Government's compassionate policy or because they were minor at the time.
The dependents of the martyrs who have been provided jobs include Satendra Singh, son of Subedar Kailash Singh, who was martyred on January 18, 2001 during Operation Rakshak in Jammu and Kashmir, Abhinay Kumar, son of Naik Deshraj, who was martyred on October 12, 2007 during Operation Rakshak, Khushboo, daughter of Sepoy Rajendra, who was martyred on February 23, 2004 during Operation Rakshak, Atul Kumar, son of Havaldar Risipal Singh, who was martyred on November 19, 2016 in Operation Rhino, Amit Kumar, son of Sepoy Anil Kumar, who was martyred on November 6, 2002 during Operation Rakshak, Kumari Asha, daughter of Sepoy Bhoop Singh, who was martyred on October 5, 1999 during Operation Rakshak, Pritam Kumar, son of Naib Subedar Anoop Singh, who was martyred on August 31, 2002 during Operation Parakram, Vicky Dalal, son of Grenadier Pramod Kumar who was martyred on September 17, 2002 during Operation Rakshak, Hitesh Khatana, son of Naik Maan Singh who was martyred on April 29, 2003 in Operation counterinsurgency , Kumari Jyotsna, daughter of Sepoy Ramphal Yadav who was martyred on August 16, 2002 in Jammu & Kashmir during an encounter with terrorists, Gurdeep, brother of Sepoy Pradeep Kumar who was martyred on August 5, 2005 during Operation Rhino, Rambir, son of Sepoy Rajendra Kumar who was martyred on May 21, 1997 during Operation Rhino, Aditya Kumar, son of CFN Praveen Kumar who was martyred on December 2, 1999 during Operation Rakshak and Rohit, son of Sepoy Randhir Singh who was martyred in a grenade blast on August 7, 2006.
