Haryana Government approves Vehicle Scrappage and Recycling Facility Promotion Policy 2024

Chandigarh, August 5, 2024- The Cabinet meeting chaired by Haryana Chief Minister Shri Naib Singh Saini approved the Haryana Registered Vehicle Scrappage and Recycling Facility Promotion Policy 2024.
Keeping in view the increasing emphasis on minimizing the use of non-renewable resources in the automotive industry , the new policy aims to significantly enhance the circularity of the sector.
This policy is in line with the Motor Vehicles (Registration and Functions of Vehicle Scrapping Facility) Rules, 2021 laid down by the Central Government. The aim is to systematically remove old and unfit vehicles , which will reduce pollution and promote a clean environment.
The key features of the policy include promoting state-of-the-art recycling facilities and achieving a recyclability level of 85% during the policy period. It also focuses on developing eco-parks/recycling parks to establish Haryana as a recycling hub , and encourages the establishment of registered vehicle scrappage and recycling auto cluster development and management system (CDEMS).
The policy provides various financial incentives to reduce the cost of doing business and promote investment in vehicle scrap recycling facilities.These facilities will be given the status of industrial units , thereby availing incentives on investment capital subsidy and other supportive measures.
Further , to ensure skilled workforce for the recycling sector , the policy encourages setting up of Centres of Excellence (CoE) in collaboration with skill institutes and universities. These centres will provide the necessary training to the youth of Haryana , thereby increasing their employability in the sector.
