NCB takes action against notorious drug Lord Balwinder Singh @ Billa Havellia

Chandigarh, August 13, 2024: In a first of its kind operation by the Narcotics Control Bureau (NCB), notorious drug lord Balwinder Singh @ Billa Havellian, has been ordered to be detained under the Prevention of Illicit Traffic in Narcotic Drugs and Psychotropic Substances (PITNDPS) Act.
He will be held in Dibrugarh, Assam, marking a significant step towards breaking the jail-based drug mafia link in the region.
Billa Havellian, an infamous figure in drug smuggling circles since 1992, has deep-rooted connections with drug syndicates based in Pakistan. His extensive criminal network and involvement in narcotics trafficking have posed a serious threat to public safety.
Billa Havellian’s is currently undergoing trial in three cases related to the Narcotic Drugs and Psychotropic Substances Act (NDPS) and has been named in seven additional NDPS cases since 1992. His criminal record also includes six other cases involving serious charges such as attempted murder and Arms Act.
Balwinder Singh is the resident of village Havellian in District Tarn Taran, Punjab which came in spotlight in 2019 when Customs authorities at the ICP Attari seized a massive consignment of 532 kilograms of heroin and 52 kilograms of mixed narcotic powder disguised as rock salt from Pakistan & links pointed to Havellian village.
Given Billa Havellian’s extensive involvement in narcotics smuggling, his persistent illegal activities, and his status as a repeated offender via proposal sponsored by NCB detention order against Billa Havellian was issued by Competent Authority. This measure aims to curb his ongoing criminal activities and prevent further illicit drug trafficking.
The successful apprehension of Billa Havellian was the result of a joint operation between the Punjab Police and the Narcotics Control Bureau. This joint effort underscores the both commitment of law enforcement agencies to combating drug trafficking & their inter se coordination.
The NCB remains steadfast in its mission to dismantle drug trafficking networks. The DLEA’s are resolute in their efforts against narco-traffickers.
