Haryana marks Pandit Deendayal Upadhyaya Jayanti with launch of Deendayal Lado Lakshmi Yojana; 20 lakh women to benefit in phase one
Panchkula/Chandigarh, September 25, 2025: Marking Pandit Deendayal Upadhyaya Jayanti, the Haryana government rolled out the Deendayal Lado Lakshmi Yojana and its mobile application at a state‑level event in Panchkula, with Chief Minister Nayab Singh Saini calling the scheme a flagship push for Antyodaya and women’s empowerment.
Unveiling the programme, the Chief Minister said the first phase targets about 20 lakh women across the state. Eligible beneficiaries—married or unmarried women aged 23 to 60 years from families with annual income up to Rs 1 lakh—will receive Rs 2,100 per month via DBT, with no cap on the number of eligible women in a household. The state has earmarked Rs 5,000 crore for 2025‑26.
To ensure simple, paperless access, all processes—from application to verification and grievance redressal—will run through the Lado Lakshmi app. A toll‑free line 1800‑180‑2231 and helpline 0172‑4880500 were announced to assist applicants. Live registrations of five beneficiaries were completed at the launch; officials said the app quickly crossed about 50,000 downloads with roughly 8,000 applications submitted.
The Chief Minister also inaugurated and laid foundation stones for projects worth Rs 326.25 crore, including 31 health initiatives costing Rs 78.04 crore, foundations for 97 works at Rs 78.12 crore, and renovation of 10 health institutions at Rs 80.72 crore. One project each from the Public Works Department and Urban Local Bodies totaling Rs 89.37 crore were also launched.
Reiterating a commitment to last‑mile delivery inspired by Deendayal Upadhyaya’s Antyodaya, the Chief Minister urged women who turn 23 to apply on their birthday and said the launch fulfills the 42nd pledge from the government’s Sankalp Patra, with 90 commitments slated for completion by year‑end.
Listing complementary measures, he cited the 33 percent reservation for women in legislatures, Beti Bachao Beti Padhao, Lakhpati Didi, Drone Didi, and recent health and nutrition initiatives. In Haryana, the state is targeting five lakh Lakhpati Didis (over 2.13 lakh enabled), has provided drones and training to 100 women with another 100 in line, supplies gas cylinders at Rs 500 to 18 lakh families, ensures 50 percent reservation for women in Panchayats, and has entrusted a third of ration depots to women. Over 66,000 SHGs are active; SHG loans up to Rs 5 lakh are exempt from stamp duty, and crafts awards provide up to Rs 3 lakh.
On education and care, the government has opened 80 new colleges—30 exclusively for girls—offers free education for girls up to post‑graduation, and implemented a state‑wide crèche policy. Currently, 572 Anganwadi‑cum‑crèches, 273 standalone crèches, and about 4,000 play‑way schools are functional.
For maternal and child health, the Lado Sakhi initiative will incentivize pregnancy tracking and girl‑child births, alongside a dedicated women’s helpline 1091 and 33 women police stations for safety. Speakers including the Vidhan Sabha Speaker, the Social Justice and Empowerment Minister, and the Health Minister termed the scheme a milestone for financial independence, health, education, and dignity of women, calling it a social transformation aligned with the 2047 vision.
