Haryana to go fully paperless in property registration from November 1; online deeds mandatory across 22 districts

In a major digital governance push, Financial Commissioner (Revenue & Disaster Management) Dr. Sumita Misra announced that paperless deed registration will be mandatory statewide from November 1, 2025, fully replacing the traditional system and making Haryana among the first states to achieve end-to-end online property registration. The service will be available on the unified portal at https://eregistration.revenueharyana.gov.in/.
Phase-wise rollout has been structured to ensure a smooth transition. Phase I began on September 29 in Kurukshetra from Babain sub-tehsil. Phase II starts October 28 in ten districts—Ambala, Yamunanagar, Karnal, Rewari, Mahendragarh, Faridabad, Fatehabad, Palwal, Jind, and Jhajjar—followed by Phase III on November 1 for Bhiwani, Charkhi Dadri, Gurugram, Hisar, Kaithal, Nuh, Panchkula, Panipat, Rohtak, Sirsa, and Sonipat.
According to the department, the Online Deed Registration Portal integrates identity verification via secure OTP, guided sale deed form-filling, digital document uploads, online fee payment, appointment booking with Sub-Registrars, and real-time status tracking through SMS. The system covers residential, agricultural, government, panchayat, and defence lands, apartment sales, and co-ownership transfers, with tailored workflows for rural areas, urban areas within municipal limits, and urban areas outside municipal limits to ensure jurisdictional accuracy.
A three-tier verification flow—Registration Clerk 1 (RC1), Registration Clerk 2 (RC2), and Sub-Registrar—uses digital signatures, photograph verification of parties and witnesses, automated notifications, and secure payments to maintain speed with rigorous checks. Citizens will need a single in-person visit for final biometrics and deed execution; upon approval, three digital copies are generated automatically: one for the applicant, one for official records, and one sent electronically to the Patwari for immediate mutation and land record update.
For transition readiness, all mutation entries must be incorporated into the system by October 25 to enable seamless data migration. Citizens and property dealers have been advised not to buy new stamp papers, as physical stamps are being phased out; stamp papers already purchased may be used within one week of the new system’s launch in each respective district. The legacy registration system will be disabled after the notified rollout dates.
To build capacity, a statewide training for all District Registration Officers is scheduled on October 23 at 11:30 AM, covering all six divisions. Six Software Engineers from the IT Division have been deputed division-wise to provide on-ground technical support; their contact details and district allocations will be shared during the training to ensure quick issue resolution during go-live.
Calling it a historic step toward corruption-free, citizen-centric governance, Dr. Misra said the reform modernizes a decades-old system, cuts delays and discretion, and gives citizens transparent, self-service control over property transactions. The shift aligns with the state’s Digital Haryana vision and enhances Ease of Doing Business by streamlining land transactions for investors, industries, and residents alike.
The department said the fully paperless model sets a national benchmark for digital land administration, saving time and costs for citizens while creating a replicable template for other states. District-level help desks have been established, and citizens are encouraged to familiarize themselves with the portal ahead of appointments for a smoother experience.
