Chandigarh bans seven ‘dangerous’ dog breeds, announces strict new pet ownership rules

Chandigarh, October 30, 2025: In response to the rising number of dog attack incidents involving aggressive breeds such as Pitbulls and Rottweilers, the Chandigarh Administration has imposed a complete ban on owning or breeding seven “dangerous” dog breeds under the Chandigarh Pet and Community Dog Bylaws, 2025.
According to the new notification, anyone found owning, breeding, or selling these banned breeds will face police action (FIR) and a heavy penalty.
List of Banned Breeds
	- American Bulldog
- American Pitbull
- Pitbull Terrier
- Bull Terrier
- Cane Corso
- Dogo Argentino
- Rottweiler
 (All cross-breeds of these dogs are also banned.)
Reason Behind the Ban
The administration cited the aggressive and dangerous temperament of these breeds as the reason for the decision. Several recent viral videos of Pitbull attacks had raised serious safety concerns. Experts have noted that such breeds possess a “lock jaw” grip — meaning once they bite, they rarely release their hold, even under force.
New Liability Rules: ₹10,000 Compensation Per Bite
Under the revised bylaws, pet owners will now be legally liable if their registered dog injures a person or damages property.
	- Owners must pay compensation or medical expenses to the victim.
- The amount will be determined as per a Punjab and Haryana High Court guideline — ₹10,000 per tooth mark caused by the pet.
- In contrast, if a stray dog bites someone, the Municipal Corporation will bear the compensation.
Mandatory Registration and Other Key Rules
With over 15,000 pet dogs in Chandigarh, the administration has made registration mandatory for all pets.
	- Registration Fee: ₹500 per pet.
- Renewal: Every five years.
- Leash & Metal Tag: Dogs must wear a leash and an identification token with vaccination details when outside.
- Cleanliness: Owners must clean up after their pets or face a fine of up to ₹10,000.
- Feeding Stray Dogs: Feeding will only
