Haryana CM orders rooftop solar system in all Govt buildings to boost clean energy push

Chandigarh, December 6, 2025: Haryana Chief Minister Nayab Singh Saini has directed that all government buildings—including schools, colleges, hospitals, offices and godowns—be equipped with rooftop solar systems as part of the state’s accelerated shift towards clean and green energy.
Chairing a high-level review meeting on Budget announcements for the Power (Energy) sector at the Civil Secretariat, the Chief Minister reviewed the progress of the PM Suryaghar: Muft Bijli Yojana. He instructed officials to expedite rooftop solar installations across households and emphasised strict month-wise monitoring and accountability.
Saini also ordered the creation of solar parks across Haryana to harness renewable energy at scale. In addition, he directed officials to immediately remove old and defunct electricity poles from major state roads and highways to enhance public safety and improve road aesthetics.
HPGCL Chairman Shyamal Misra informed that 42,486 rooftop solar installations have been completed as of November 20, 2025. The state has set a target of installing 2,22,000 rooftop solar systems by March 31, 2027.
He added that DISCOMs have proposed a new scheme, ‘Saur Urja Protsahan Yojana,’ aimed at government employees and regular bill-paying consumers, which is currently under government consideration. Once approved, it is expected to significantly boost rooftop solar adoption and help the state surpass its RTS targets.
The Chief Minister stressed that all power sector targets must be achieved within the stipulated timelines to ensure uninterrupted electricity supply. “Energy security is crucial for economic growth. Every pending project must move forward without delay,” he said.
During the meeting, officials outlined a long-term energy strategy focused on building a self-sustaining power ecosystem. Haryana aims to achieve 24,000 MW of power availability within the next seven years to ensure 100% supply to all consumers.
A key part of this expansion includes thermal power augmentation. The Chief Minister was informed that work on the 1x800 MW ultra-supercritical thermal unit in Yamunanagar will begin soon with support from BHEL. He directed the department to fast-track all clearances to start construction at the earliest.
The meeting was attended by Chief Principal Secretary to the CM Rajesh Khullar, Chief Secretary Anurag Rastogi, HPGCL MD Dr. Saket Kumar, UHBVN MD Mani Ram Sharma, and senior officers from the Power Department and DISCOMs.
