Model code of conduct in force from tuesday
Chandigarh (Babushahi Bureru) : The UT State Election Commission on Tuesday declared that election for 26 wards of the Municipal Corporation of Chandigarh (MCC) would be held on December 17, 2011. With the announcement of the election dates, the model code of conduct has come into force with immediate effect. The rest of the schedule, including the date of results, will be announced after the poll notification is published. UT State Election Commissioner Rakesh Mehta said that since the term of the Municipal Corporation of Chandigarh (MCC) would expire on December 31, it had become necessary to hold the elections. The commission has adopted the electoral rolls of the Lok Sabha elections held in 2009. The final list of polling stations for each ward will be made public in the third week of this month. The model code of conduct will remain in force till the declaration of results. The political parties have been directed to follow the rules of the model code of conduct. Meanwhile, UT Deputy Commissioner Brijendra Singh said that the residents living outside the “Lal Dora” in five villages and the Deep Complex area under the jurisdiction of the UT Administration would also be allowed to cast their votes in the ensuing MC elections. There are over 5,000 voters living in Deep Complex alone. According to the records, the administration had transferred five villages to the MC in 2007, and in 2008, Deep Complex was de-notified and merged with Hallo Majra, which came under the MC. In 2009, the administration again de-notified the transfer of the revenue land to the MC, bringing the residents living outside the “lal dora” back under the administration’s control. Voting will be held with the help of Electronic Voting Machines (EVMs) at 450 polling stations in the city. Four centers have been set up for counting of votes. Seven Returning Officers have been appointed for the polls. The total electorate is 4.75 lakh, and election expenditure limit of each candidate has risen from Rs 1 lakh to 1.75 lakh. Transfers and postings of all officials concerned with elections have been cancelled. Misuse of official machinery is prohibited for election purposes and election campaigns are to be in conformity with the police. City’s developmental works will not be affected by the enforcement of the code of conduct. Religious places not to be used for election propaganda. Loudspeakers to be restricted to between 6 am and 10 pm and permission from police is required. Distribution of liquor is banned until the date of the election.
Rakesh Mehta is concerned on lack of interest in polls among the city residents
: UT State Election Commissioner Rakesh Mehta today said that only 45.77 per cent votes were polled in 1996 elections followed by 31.80 per cent in 2001 and 45.12 per cent in last municipal elections in 2006. He said that the local body elections were meant to directly connect public and the area representatives, but it seems that people are not interested in voting for local polls. He further added that city residents should think about the necessity of voting so that a strong local body is elected that is accountable.
