Chandigarh, November 9:
Chief Electoral Officer, Haryana, Mrs. Sumita Misra has directed all Administrative Secretaries, Director General of Police, Head of Departments and Managing Directors of Boards and Corporations to keep a strict vigil on the activities of all such employees as are posted in Ratia and Adampur assembly constituencies and have proceeded on leave or are intending to take leave or are absenting themselves from office after the announcement of elections to these constituencies. Mrs. Misra said that as per some news items published in the newspapers and complaints being received in the office of the Chief Electoral Officer, it had been found that some Government and semi-Government employees had proceeded on leave or were on furlough with the intention of participating in political activities. She said that the complaints regarding the actions of such employees as are involved in the political activities in the by-elections of Ratia and Adampur assembly constituencies supported with photographic or video proof should be sent to the office of the Chief Electoral Officer so that appropriate action could be taken against them under Sections 129 and 134 of the Public Representative Act-1951. She said that the concerned authorities should determine the veracity of the reason for grant of leave for such employees. Besides this, if an employee had requested for medical leave, he should be asked to furnish a medical certificate duly approved by the Chief Medical Officer allowing the said person to take rest. Mrs. Misra said that in all such cases where there was a hint of any suspicion, the matter should be cross checked and no leave should be granted. After conducting due enquiry, the leave of any employee whose activities are found to be doubtful should be cancelled and the said person should be asked to attend office with immediate effect. She clarified that these directions were for curbing the tendencies of the government employees to take part in political activities and if any employee happened to be the voter of the above said assembly constituencies, there was no ban on his casting vote.

While four more candidates filed their nomination papers to contest the bye election to 41-Ratia (SC) Assembly Constituency, no candidate filed the nomination papers from 47-Adampur Assembly Constituency today, the fifth day of filing of nominations for the bye elections to be held on November 30, 2011. While stating this here today, a spokesperson of Election Department said that with this the total number of nomination papers filed in Ratia has risen to six and that for 47-Adampur remained five. Those who filed their nomination papers for Ratia today were all independent candidates and included Bhaga Ram, Lachhman Dass and Balbir Singh, all from district Fatehabad and Bharat Kumar alias Bharat Singh from district Sirsa, he added.
