Himachal Govt begins process to frame policy for outsourced employees; CM Sukhu seeks employees

Shimla (Himachal Pradesh), May 2, 2026: The Himachal Pradesh government has initiated steps toward framing a dedicated policy for thousands of outsourced employees in the state, with Chief Minister Sukhvinder Singh Sukhu seeking a detailed proposal from concerned departments.
The move is being seen as a significant development on a long-pending issue, raising hopes of a structured policy decision for outsourced staff working across various departments.
The issue gained momentum after the Himachal Pradesh State Electricity Board Outsourced Employees Union submitted a memorandum to the Chief Minister, highlighting their concerns and demands.
According to the union, a large number of outsourced employees have been serving in different departments for the past 15 to 20 years but continue to receive only ₹10,000 to ₹12,000 as monthly wages.
The union also stated that several employees have lost their lives during duty, while others have suffered disabilities due to accidents, without adequate job security or family support.
Taking cognisance of the matter, the Chief Minister’s Office has forwarded the issue to the Department of Personnel for further action. The process of policy formulation has now begun at the departmental level, with initial groundwork underway.
Sources indicated that data collection from various departments regarding outsourced employees and a review of their service conditions may also be initiated soon.
The union has demanded job security, implementation of minimum wages, and compensation along with government employment for family members in case of a worker’s death during service.
Union leaders Ashwini Sharma and Sohanlal Tulia expressed hope that the state government will soon take a positive and humane decision in the interest of employees.
