Punjab Societies brought under RTI; ‘Deceptive’ names banned in major crackdown

Chandigarh, November 28, 2025: Following the Punjab Cabinet’s decision to amend the Societies Registration Act, 1860, Punjab Industries Minister Sanjeev Arora addressed the media today, outlining strict new measures aimed at regulating the sector. The amendments focus on accountability, mandating that all societies in the state will now come under the ambit of the Right to Information (RTI) Act.
Mandatory Renewal and Re-registration
Minister Arora highlighted that while there are currently several lakh societies operating in Punjab, many lack proper oversight. Under the new rules:
* Five-Year Renewal: Every society is now required to renew its registration every five years.
* One-Year Window: All existing societies must re-register under the amended act within one year to remain valid.
* Registrar Powers: Registrars have been empowered to seek information from societies at any time, ensuring continuous monitoring.
Crackdown on Misleading Names
A significant portion of the amendment targets the misuse of names to mislead the public.
* Prohibited Terms: Societies can no longer use "deceptive" names or words that imply government affiliation or iconic status. Banned terms include "Reserve Bank," "Gandhi," "Anti-terrorist," "Anti-corruption," and "Vigilance."
* Unique Identity: To prevent confusion, only one name will be allowed per jurisdiction; duplicate names will not be permitted.
Stricter Governance and Property Rules
The Minister emphasized that the "shop-like" functioning of some societies would end.
* Property Sale: Societies must now obtain prior permission from the government to sell any immovable property.
* Elections: It is now mandatory for every society to conduct elections strictly according to their memorandums.
* Complaints: The Registrar of Societies will handle all types of complaints. Minister Arora warned that strict legal action will be taken against any society found involved in misconduct.
