New Delhi, November 10: The International Organisation for Animal Protection (OIPA) has filed its resentment before the Election Commissioner, Commissioner Police, Chief Election Officer and SHO concerned to register FIR against Shiv Kumar Tiwari for violation of Prevention of Cruelty to Animals Act1960 for using elephant and horses riding by him and his supporters on the streets in Delhi on Saturday November 9, 2013 apart from cancellation of nomination and elephant ownership certificate. OIPA is a non-governmental organization affiliated to the UN Department of Public Information since 1992. Shiv Kumar Tiwari is one of the six candidates who have filed nomination papers in Delhi on the first day for fighting the big fight against Delhi Chief Minister Sheila Dikshit. Shiv Kumar Tiwari, 39-year-old, is a florist, an ardent devotee of Lor Ganesh and an anti-corruption crusader. So, on the first day of nominations, this Akhil Bharat Hindu Mahasabha candidate rode on an elephant at an auspicious time towards the Jamnagar House. Kadyan, the person working behind OIPA, a an social activist said, “Independent candidate from New Delhi, Shiv Kumar Tiwari has turned many a heads as he went to file his nomination paper riding an elephant on the streets of the Capital on Saturday November 9, 2013, where as many horse riders were also with him during road show, which is a clear cut violation of the instructions issued by the Election Commission of India, copies attached for ready references. Kadyan has further requested in his application that elephant and horses were badly abused during the event, which is the violation of the section 3, and 11 of the Prevention of Cruelty to Animals Act, 1960 read with the Wild Life Protection Act, 1972 and 268 IPC and 120-B. Hence the United Nation affiliated the International Organization for Animal Protection www.oipa.org - OIPA chapter in India demands, FIR against the Shiv Kumar Tiwari for the violation of the above said legislation\'s and violation of the instructions of ECI, cancellation of nomination of Shiv Kumar Tiwari, confiscation of all abused animals elephants and horses and cancellation of elephant ownership certificate.
