Himachal Cabinet Decisions: Part-time employees to become daily wagers, key approval for jobs, infrastructure and reforms

Shimla (Himachal Pradesh), May 5, 2025: In a significant meeting chaired by Chief Minister Sukhvinder Singh Sukhu, the Himachal Pradesh Cabinet took a series of major decisions on Monday aimed at administrative reforms, infrastructure development, and employment generation. Here are the 20 key highlights:
1. Part-Time Workers to Become Daily Wage Earners
Part-time Class IV employees across departments will now be converted into daily wage earners, provided they have completed seven years of continuous service as of March 31, 2025.
2. New Government Appointment Guidelines Approved
The Cabinet approved fresh guidelines for recruitment across various departments and decided to form a Cabinet sub-committee for overseeing future recruitments.
3. Forest Department Office Shifted
The Wildlife Wing of the Forest Department will be relocated from Shimla to the CPD-KFW Project Office building in Dharamshala (Kangra).
4. Mandi Jail Shifted to Nerchowk
The existing district jail in Mandi will move to a new building in Nerchowk. The current complex will be converted into an open jail for women inmates.
5. Online Filing in Revenue Courts
The Himachal Pradesh Online Filing and Court Case Processing Rules, 2025 were approved to enable digital submission of applications, appeals, and petitions in revenue courts.
6. Selection Commission Empowered
The State Selection Commission has been granted authority to decide examination fees independently.
7. Development Plans for Key Areas
Special development plans were approved for:
- Chintpurni (Una)
- Sarahan (Shimla)
- Bhota (Hamirpur)
- These aim to regulate unplanned construction and promote sustainable growth.
8. Approval for 350 New Tempo Traveller Routes
Private operators can now run 18-seater tempo travelers on 350 new stage carriage routes across the state.
9. 81 Medical Officers to Be Recruited
Approval was given to fill 81 posts for medical officers, including 68 for casualty services.
10. Strengthening Forensic and Agricultural Services
The Cabinet approved the recruitment of:
- 18 forensic science experts
- 11 subject matter specialists for Krishi Vigyan Kendras (Agricultural Science Centers)
11. High-Rise Commercial Buildings in Chotta Shimla
Permission was granted for the construction of two towers (14 and 17 stories) in Chotta Shimla to meet urban infrastructure demands.
12. Jal Shakti Department Designated for Water Supply Maintenance
The department will now serve as the primary agency for the operation and maintenance of drinking water schemes.
13. Land for AIIMS Bilaspur Expansion
21-09 bigha land at Changar Palasian has been transferred free of cost to the Ministry of Health for Phase 2 and 3 expansion of AIIMS Bilaspur.
14. Land for Navodaya Vidyalaya in Chamba
52-17 bigha land in Sarol, Chamba, handed over to the Ministry of Education for establishing a Jawahar Navodaya Vidyalaya.
15. Sunni Nagar Panchayat Upgrade Withdrawn
The earlier notification to upgrade Sunni Nagar Panchayat (Shimla) to Nagar Parishad has been officially withdrawn.
