No Attendance, No Salary: MC Chandigarh makes Aadhaar-based biometric attendance mandatory from this date

Chandigarh, October 25, 2025: In a major move towards ensuring transparency and accountability, the Municipal Corporation Chandigarh (MCC) has announced that from November 1, 2025, all employees — including regular, contractual, outsourced, and field staff — must mark their attendance through the Aadhaar Enabled Biometric Attendance System (AEBAS) using facial authentication.
The decision, taken under the directions of Sh. Amit Kumar, IAS, Commissioner, MCC, mandates that salaries will now be directly linked to biometric attendance records, leaving no room for manual marking or proxy attendance.
The new system will utilize facial authentication via personal smartphones using the AadhaarBAS or AadhaarFaceRD mobile applications, as well as biometric machines installed at designated offices. The move is aimed at creating a modern, efficient, and foolproof attendance mechanism across all MCC wings and divisions.
During a review meeting, Commissioner Amit Kumar informed that 10,930 MCC employees are already registered on the Biometric Attendance Portal developed by NIC. He directed all unregistered employees to complete their registration within seven days and update their biometric and service details, including their current posting location, by October 31, 2025.
To ensure smooth implementation, the IT Branch of MCC has conducted comprehensive training sessions for Nodal Officers and Single Points of Contact (SPoCs) from every department. Supervisors have been instructed to ensure that no employee skips attendance marking, and in case of any technical issues, to facilitate attendance through an alternate device immediately.
Commissioner Amit Kumar has warned that any negligence or non-compliance will be viewed seriously, emphasizing that the new system aims to promote punctuality, transparency, and administrative discipline across the Municipal Corporation.
“This is not just a technology upgrade — it’s a reform in work culture,” said an MCC official. “Every minute of public service now counts, and every attendance will be traceable in real time.”
