CBSE to end rote learning: New assessment system to test understanding, not memorization

New Delhi, October 27, 2025: The Central Board of Secondary Education (CBSE) is all set to transform India’s traditional exam and learning system by ending the long-followed “rote learning” method. Under this new approach, memorizing lessons without understanding will no longer help students pass exams. Instead, genuine comprehension and practical application of knowledge will be the key to success.
The reform aligns with the National Education Policy (NEP) 2020, focusing on understanding, creativity, and critical thinking. CBSE will soon launch a new online platform to assess how deeply students have grasped their subjects and how effectively they can use that knowledge in real-life situations.
Exams to Become a Part of Learning, Not a Fear Factor
Under this initiative, CBSE aims to redefine examinations—not as a stressful endpoint of studies, but as an integral part of the learning process. The evaluation system will promote holistic development by focusing on skills, understanding, and application rather than rote memory.
Introducing SAFAL: A Test of Real Understanding
To achieve this goal, CBSE will implement SAFAL (Structured Assessment for Analyzing Learning) for students of Classes 3, 5, and 8.
- What is SAFAL? It’s an online assessment system designed to test students’ core concepts, application of knowledge, and higher-order thinking skills rather than memorization.
- Purpose: To provide diagnostic insights into each student’s strengths and weaknesses, enabling schools and teachers to offer targeted academic support.
- Impact: Schools will be able to use data-driven interventions to improve learning outcomes and teaching methods.
Competency-Based Assessment for Classes 6–10
CBSE has already rolled out a competency-based framework for students from Classes 6 to 10, focusing especially on Science, Mathematics, and English.
The aim is to cultivate critical thinking and problem-solving skills, preparing students for real-world challenges instead of merely classroom exams.
Technology to Play a Central Role
This transformation will be supported by technology-driven tools and platforms:
- A digital feedback system will connect students, teachers, and parents, offering detailed insights into performance and growth areas.
- In the future, Artificial Intelligence (AI) will help track student progress, personalize learning, and even guide career choices based on individual aptitude.
