Punjab CM Mann responds to Centre’s clarification over proposed bill on Chandigarh

Chandigarh, November 23, 2025: Punjab Chief Minister Bhagwant Mann on Sunday reacted to the Union Home Ministry’s clarification stating that no change is being proposed to Chandigarh’s governance structure and that no Bill on the matter will be introduced in the upcoming Winter Session of Parliament.
Mann said the clarification has provided relief to the people of Punjab, who were anxious after reports suggested possible amendments affecting Chandigarh’s administrative framework. He emphasised that Punjab’s historic rights and emotional connection to Chandigarh remain non-negotiable.
The Chief Minister stated that any proposal concerning Chandigarh must involve Punjab as a primary stakeholder, given the city’s origins and its long-standing association with the state.
“I am glad that the Central Government has decided to withdraw the Chandigarh-related Bill and not introduce it in Parliament. I hope that in the future as well, no decision concerning Punjab will be taken without consulting the people of Punjab,” he posted on X.
The Union Home Ministry earlier clarified that the proposal under consideration is solely meant to simplify the Centre’s law-making process for the Union Territory, does not seek to alter its governance structure, and will be examined further only after consultations with all stakeholders.
