CM Mann must stop misleading Punjabis on the Chandigarh issue: Pargat Singh
What is the basis for CM Mann’s claim to have reversed the 131st Amendment, given his eight years as a Member of Parliament?

Chandigarh, November 26, 2025: Pargat Singh today criticised Punjab Chief Minister Bhagwant Singh Mann for misleading Punjabis over the Chandigarh issue, warning him to stop confusing the people of the state. Punjabis are well-informed and fully understand the reality, he added.
Speaking to the media, Singh said, that Chief Minister Mann’s claim that the Central Government has reversed its move to separate Chandigarh through the 131st Amendment is completely unfounded.
Having himself served as a Member of Parliament for eight years, Mann knows well that once a decision is approved by the Union Cabinet, it is published in the Parliamentary Bulletin.
The amendment bill concerning Chandigarh has already been published in the Bulletin. Nothing is printed there without Cabinet approval; therefore, it cannot be withdrawn unless the Cabinet Committee itself clears such a move.
Singh stated, that the truth is that the BJP is determined to move this Bill forward. Its long-standing objective is to detach Chandigarh from Punjab, and the 131st Amendment forms part of that agenda. CM Mann, instead of defending Punjab’s interests, is misleading the public and pushing the BJP’s narrative.
He explained that if the Bill passes, Chandigarh will be treated as a regular Union Territory, transferring the powers currently held by the Governor of Punjab to another independent administrator. This would effectively strip Punjab of all authority over Chandigarh.
The Congress Party will not allow this conspiracy by the BJP to succeed under any circumstances. The Party has already taken a clear stand against this move. Chandigarh was, is and will remain an inseparable part of Punjab. The Congress is prepared to fight resolutely to defend this position. The Party has even offered to accompany Chief Minister Mann to Delhi to meet the President and jointly protest this issue.
Pargat Singh further said, that the Aam Aadmi Party government has already failed to exert any meaningful pressure on the Centre in matters such as the dissolution of the Panjab University Senate or the BBMB issue. Nor has it made any effort to frame its own Dam Safety Act.
