Haryana Cabinet approves revision of urban development fees under planning rules

Chandigarh, February 3, 2026— The Haryana Cabinet, at a meeting held here today under the chairmanship of Chief Minister Nayab Singh Saini, approved a proposal of the Town and Country Planning Department to revise various statutory fees and charges prescribed under the Haryana Urban Area Development and Regulation Rules, 1976, and the Haryana Scheduled Roads and Controlled Areas Unregulated Development Prohibition Rules, 1965.
The Cabinet decision clears the way for revision of the schedules attached to both sets of rules, enabling the state government to rationalise and update the existing fee structure in line with prevailing economic conditions and the growing needs of urban development.
Under the approved proposal, revisions will be made to the Scrutiny Fee, Licence Fee, State Infrastructure Development Fee, Infrastructure Addition Fee and IAC-TOD under the Haryana Urban Area Development and Regulation Rules, 1976. In addition, changes have been approved in the Inspection Fee and Change Fee under the Haryana Scheduled Roads and Controlled Areas Unregulated Development Prohibition Rules, 1965.
Officials said most of these fees and fines had not been revised for several years, making an update necessary to ensure adequate revenue for urban infrastructure development and to keep pace with rising development costs.
The revised rates have been framed on a rational basis and are expected to result in an estimated 22–25 per cent increase in revenue collection for the state exchequer through enhanced fees and charges for the grant of licences.
