The electoral rolls of the above constituencies have been revised under the programme of special summary revision with reference to 01.01.2017 as the qualifying date, issued by the ECI and final publication of the same has been done today i.e. 05.01.2017. The above published rolls will be further revised under continuous updation of electoral rolls under section 22, 23 of the Representation of the People Act, 1950 and the claims & objections can filed with the concerned Electoral Registration Officers (who are also Returning Officers) or the concerned Booth Level Officers upto 09.01.2016.The coverage of photographs available in the rolls, as well as, Electors' Photo Identity Cards (EPICs/ Voter Card) issued in this District is 100%.
Similarly, revision of last part of the electoral roll belonging to service electors is also underway and final publication will take place on 10.01.2017.

The Assured Minimum Facilities like drinking water, shed, toilet, ramp for the physically challenged voters, a standard voting compartment etc. for the convenience and facilitation ofvoters, have been provided at the polling stations. In addition, 363 polling stations out the above have been declared as model polling station and extra facilities will be provided in the model polling stations.
4. Electronic Voting Machines
The poll in the above constituencies will be conducted at polling stations using EVMs. The required number of EVMs are available and First Level Checking has been completed. A two stage randomization will be done in due course. The following are special provisions ordered by the ECI:
· Mock Poll will be conducted and polling agents can be present during mock poll.
· None of the Above (NOTA) should be there on Ballot Papers and EVMs.
· Voter Verifiable Print Audit Trail (VVPAT) machines will be provided at all polling stations of 35-Jalandhar Central and 37-Jalandhar Cantt. Assembly Constituencies.
· Photographs of the Candidates on the EVM Ballot Paper.
5. Polling Personnel
The polling personnel will be deployed amongst staff of Central and State Govt. Departments @ 50 : 50 ratio. There will a requirement of about 13,000 personnel including reserve 20% staff and the database for the same is ready available.
6. Postal Ballot Paper
The ECI has decide to go for Electronically Transmitted Postal Ballot System in respect of Service Electors (Members of Defence Services, Armed Police Forces and Foreign Services) only.
However, the staff on election duty for polling or those on election duty as supporting staff of the Returning Officers will be provided the facility of exercise their franchise through Postal Ballot Papers as per previous practice.
7. Model Code Conduct
The Model Code of Conduct has come into effect w.e.f. 04.01.2017 and the same is applicable to all political parties, candidates, Central & State Governments within the State. This office has made elaborate arrangements for ensuring the effective implementation of the MCC guidelines. Any violation will be dealt strictly. Meetings with the political parties and all the Heads of Offices in the District belonging to Central and State Governments have been done. The ECI instructions with regard to defacement of Government property, public property & misuse of public space, defacement of private property, misuse of official vehicle etc. have been communicated to all for strict and meticulous compliance. The ECI is keeping a vigil on all the development works which have already started on ground and fresh work which have not started to ground and stern legal action will be initiated against any violation.
8. Activities for Expenditure Monitoring and enforcement of MCC
There are 27 Flying Squads and 27 Static Surveillance Teams in the Assembly Constituencies of this District which operational at a time round the clock and substitute arrangement is there after the end of shift any team. Whereas the Flying Squads will put on surprise raids acting on an intelligence input or specific complaint regarding any violation of the MCC, the Static Surveillance Teams will madenakabandi for checking and frisking on roads. These teams are responsible for intensive checking of liquor/ cash/ contra banned drugs. In addition, there flying squads of Excise department to check illicit liquor or illegal distribution of liquor during the election process. All the proceedings of the Flying Squads and Static Surveillance Teams are being videographed, simultaneously.
To avoid inconvenience to common people with genuine need for carrying cash, the Standard Operating Procedure for seizure of cash and release has been modified. A district level committee headed by the ADC (Dev.), Jalandhar has constituted to attend to appeals/ petitions from the public for release of cash/ valuables etc. The Committee will suomotuexamine each case of seizure by the Police or Flying Squad or Static teams and in suitable cases immediate steps will be taken to release the same.
9. 24x7 Call Centre and Complaints Monitoring Cell
Thiscell is active and operating from Room near DDPO Court, Office of the Deputy Commissioner, Jalandhar and its tollfree contact number is 18001801612. Any person can get any information regarding voter list or election and lodge his/ her grievance or anyinformation regarding violation of the MCC, by calling the above number at zero cost.
In addition, the citizen can contact tollfree number of the Chief Electoral Officer, Punjab which is 0172-1950.
It is further intimated that the ECI has launched a web portal based application namely Samadhan. The citizen may login www.ceopunjab.nic.in and then select Samadhan. The web portal is user friendly and one can easily lodge his/ her complaint online.
10. Law and Order, Security Arrangements
Conduct of elections involves elaborate security management, which includes not just the security of polling personnel, polling stations and polling materials, but also the overall security of the election process. The Central Armed Police Forces (CAPF) have been deployed in the District to
supplement the local police force in ensuring a peaceful and conducive atmosphere for the smooth conduct of elections in a free, fair and credible manner. Flag march is being organized in the all assembly constituencies as confidence building measure. The CAPF will also be deployed in Flying Squads and Static Surveillance Teams as per requirement.
11. Systematic Voters' Education and Electoral Participation Programme
The overall objective is to achieve optimum level of electoral registration and voter turn-out ratio by providing maximum possible facilities, minimizing the doubts by spreading awareness about electoral process i.e. rights and responsibilities of an elector among every citizen of the district so that they may well be prepared in advance for the fair and unambiguous election.SVEEP activities, with the participation of Educational Institutions and other Departments (NYK, all CDPOs, ZilaPrishad, Health Department, Mandi Board etc.), are underway in this District.
This office has planned to organize VVPAT awareness camp for general public and electors w.e.f. 12.01.2017 to 16.01.2017 in 35-Jalandhar Central and 37-Jalandhar Cantt. Constituencies.
The District Administrative seeks active cooperation, close collaboration and constructive partnership of the public in general, political parties, media and all the other stakeholders in the electoral process towards delivering a smooth, free, fair, participative and festive elections.
