Jalandhar, January 22, 2017: Union finance minister Arun Jaitley and Punjab BJP president Vijay Sampla released the party’s poll manifesto for Punjab Assembly elections here today. The BJP has resolved for a three-cued agenda in its manifesto which includes the continuation of schemes started by the Akali-BJP government and ensure their implementation. Similarly, the second agenda is to realize the dreams of Prime Minister Narendra Modi and the policies of the Centre government so that the pace of development is fast in Punjab. Third agenda is to relieve Punjab from its nascent problems. National general secretary organization Ram Lal, BJP National Vice President BJP Prabhat Jha, Incharge Election Manifesto Committee Kamal Sharma, State General Secretary BJP Punjab Manjit Singh Rai and State Secretary BJP Punjab Vineet Joshi were present on the occasion.
The BJP has promised, ‘Ek parivar, Ek rozgar’, house for every poor, 2 kg desi ghee and 5 kg sugar for Blue card holders, free education till PhD for girlchild of Blue card holders, loans for education of youth, rapid VAT refunding process for industrialists and implementation of GST.
Compensation money will be increased from 5 to 10 lakh rupees in case of accidental death in families of small traders, small shopkeepers, small farmers, dalits, backward classes and weaker sections of the society has been promised. Health insurance will be been increased from 50 thousand to one lakh rupees. A Kisan Aamdan Aayog to ensure regular income for farmers and a organic farming board will be constituted. Debts of famers who have land holdings upto 2.5 acres will be waived off. The manifesto has been prepared keeping in mind the interests of youth, NRIs, women, dalits and weaker sections. At the same time the party has promised good schemes for small businessmen, farmers and industrialists.
House for every poor:-
Houses for poor, weaker sections, dalits and backward classes in Punjab will be provided in consistency with Prime Minister Narendra Modi’s vision.
Plots and other facilities for dalits and backward classes:-
Financial help or Rs. 15 lakhs would be provided to dalit and poor families for education in foreign countries. Homeless poor would be provided 5 to 8 marla plots and the poor will be provide concrete homes. Money disbursed under Shagun scheme would be raise to 51,000 rupees.
Blue card holders to get 2 kg desi ghee and 5 kg sugar:-
The Aata-Dal scheme already in place for poor and economically backward families would continue and its purview would be increased. Blue card holders would get 2 kg desi ghee at the rate of Rs. 25 and 5 kg sugar at Rs 10, per month.
Famers and Agriculture:-
Continuing with the free electricity and water scheme for agriculture, a Kisan Aamdan Aayog will be constituted. An Organic Farming Board will be constituted for expanding organic farming and research. Fasal Bima Yojna would be implemented effectively and farmers would be provided with digital credit cards. Compensation money will be increased from 5 to 10 lakh rupees in case of sudden death in families of small farmers and health insurance will be been increased from 50 thousand to one lakh rupees. Debts of famers who have land holdings upto 2.5 acres will be waived off and small farmers would be given interest free loans upto 2 lakhs.
Industries and business:-
Complaint Redressal Board to be made accountable for empowerment of industry. International-level business Centers would be opened up to make enhance the level of industries. GST would be implemented effectively and VAT refunding process would be made faster. Work on Amritsar-Mumbai industrial corridor would be completed soon and CLU process would be made easier. The problems of businessmen on Sales Tax barrier will end and single window system for new industries would be implemented vigorously. Compensation money will be increased from 5 to 10 lakh rupees in case of sudden death in families of small traders and small shopkeepers etc., and health insurance will be been increased from 50 thousand to one lakh rupees.
Education:-
Free education will be provided to girl child of Blue card holders till completion of PhD. Meritorious schools will be opened in huge numbers and students securing more than 80 per cent marks would be given free education. Teachers will be hired for aided schools and ITIs will come up at Tehsil level.
Health:-
Along with modernization of hospitals and dispensaries, medicine and medical equipment stores offering 40 per cent discounts would be opened in every district under the Amrit scheme. Rs. 2 lakhs would be given to cancer patients and five new PGI-level hospitals would be opened.
Drug free Punjab:-
A special Anti-Drugs squad would be constituted to deal with drugs mafia. Drug rehabilitation Centers would be opened up at district level and Centers already existing would be modernized. Youth would be encouraged to take on sports and other healthy and productive activities.
Employees:-
7th Pay Commission will be implemented on priority. Daily wages of labourers would be increased. Contract employees will be regularized and retirement age of government employees will be raised to 60 years.
Assistance for terrorism-affected families:-
Relief money for terrorism-affected families will be increased from 5 to 10 thousand rupess per month. Keeping in line with riot-affected families, terrorism-affected families would be given a help of 5 lakh rupees and a Welfare Board for terrorism affected families will be specially constituted.
Housing scheme for journalists:-
The government will be committed towards the freedom of press and a housing scheme for journalists would be introduced. Press clubs would be established at Tehsil level and the families of journalists would be provided with free medical treatment and a medical insurance policy would be carved out for them.
Ex-servicemen:-
Ex-servicement, Ex-paramilitary personnel families would be provided loans on low rates for self-employment, 50 per cent discount on travel expenditure and free education for their children. Ex-servicemen will also get representation in various committees and boards.
Other facilities:-
Investment in health, education and other fields by NRIs in collaboration with the state government would continue and NRI police stations would be established at district level. Fraudulent travel agents would be dealt with strongly.
Process for construction of small dams will be made faster. The manifesto also promises increased treatment facilities of Ayurveda, Naturotherapy, Yoga, Homeopathy etc. and Ayurvedic Research wings would be opened. Punjab Greening Authority will be constituted for a green and clean Punjab. Bringing about equality among villages and cities, water and electricity would be provided round the clock. Electricity to small families within the state would continue and cities would be ensured 100 per cent water facility.
After releasing the manifesto, Arun Jaitley said that it wasn’t a poll manifesto but the resolve of the party which would be fulfilled at any cost for the development of Punjab. He said that the manifesto keeps in mind all the sections of the society and such schemes have been introduced which will keep carrying the pace of economic and social development of Punjab.
