Eight key bills cleared as Haryana Assembly concludes Winter Session

Chandigarh, December 22, 2025: The Haryana Vidhan Sabha on Monday passed eight important Bills on the final day of its winter session, marking significant legislative action across finance, education, housing, labour reforms, urban planning and governance.
Among the Bills approved was the Haryana Appropriation (No. 4) Bill, 2025, authorising ₹5,635.38 crore from the Consolidated Fund of the state to meet supplementary expenditure for the financial year 2025–26.
The House also cleared the Haryana Technical Education Guest Faculty (Ensure Service) Amendment Bill, 2025, providing clarity on the calculation of service tenure and linking salary revisions to dearness allowance, addressing long-pending demands of guest faculty members.
In a major administrative reform, the Haryana Housing Board (Amendment) Bill, 2025 was passed to facilitate the dissolution of the Housing Board and its merger with the Haryana Shehri Vikas Pradhikaran (HSVP), enabling the transfer of assets, liabilities and employees under a clear legal framework.
The Haryana Private Universities (Amendment) Bill, 2025 seeks to curb misuse of provisions related to new courses and admissions, streamline procedures for dissolution of universities, and pave the way for the proposed University of Design, Innovation and Technology in Gurugram.
To formalise property rights in rural areas, the Assembly approved the Haryana Abadi Deh (Vesting, Recording and Settlement of Ownership Rights) Bill, 2025, giving statutory backing to drone-based surveys under the SVAMITVA scheme and easing transfer and monetisation of property.
Labour law reforms featured prominently with the passage of the Haryana Shops and Commercial Establishments (Amendment) Bill, 2025, which introduces online registration, rationalises working hours, decriminalises minor offences, and strengthens worker protections while promoting ease of doing business.
The Haryana Scheduled Roads and Controlled Areas Restriction of Unregulated Development (Amendment) Bill, 2025 was passed to enable online, self-certified land-use permissions, reducing human intervention and enhancing transparency.
Finally, the Haryana Public Trust (Amendment of Provisions) Bill, 2025 aims to decriminalise 164 minor offences across 42 state laws, replacing criminal penalties with civil and administrative measures in line with trust-based governance reforms.
