Haryana approves policy for nursing homes in residential plots

Chandigarh , February 2, 2026 - In a major decision taken in the Cabinet meeting chaired by Chief Minister Shri Naib Singh Saini with the aim of strengthening healthcare infrastructure in residential areas, the Haryana Government has approved a comprehensive policy for setting up nursing homes in colonies with licensed residential plots across the state .
The objective of this policy is to overcome the existing healthcare gap in residential areas and ensure that residents have access to essential medical services near their homes .
Under the policy, permission to set up nursing homes on residential plots in licensed colonies across the state will be given only after payment of conversion charges .
Such permission will be given only on residential plots owned by qualified doctors who have a valid registration number with the Medical Council or AYUSH Council, are currently practicing and are registered with the local branch of the Indian Medical Association . They will be required to furnish an affidavit in this regard with the application .
Nursing homes are essential for providing comprehensive medical , social and personal care , with the growing elderly population and increasing demand for specialized services, their establishment in every sector has become necessary .
While the 2018 guidelines provide for two nursing homes of 1000 sq m in every 50 acres , the reduction in the area norms for colonies with residential plots from 100 to 25 acres even in the hyper potential zone has made the allocation difficult .
After considering the demand of the Indian Medical Association and after detailed deliberations , the Cabinet approved the policy of allowing nursing homes on residential plots in licensed colonies in residential zones as per the approved development plans .
Area and access rules
As per the policy, the minimum plot size for Hyper and High Potential Zones has been fixed at 350 sq. yards while for Medium and Low Potential Zones it will be 250 sq. yards . In such places , permission will be given only on service roads along sectors or main roads and permission will be given exclusively to residential plots in colonies having licensed plots where all internal services have been laid and completion or part-completion certificates have been issued .
Only one site will be allowed on service roads along the roads dividing the sector or on their sides and a maximum of four such sites will be allowed in a sector . All permissions will be given as per the policy dated 10th November 2017 .
Applicable fees and charges
The fee fixed for the owners of residential plots based on the potential zone of the property includes Rs. 10,000 per square yard for Hyper Zone , Rs . 8,000 per square yard for High Zone , Rs. 6,000 per square yard for Medium Zone , and Rs. 4,000 per square yard for Low Zone . No other fees including external development charges will be applicable .
