MP Satnam Sandhu tables three Private Member’s Bills in Rajya Sabha; Details Inside

New Delhi, February 9, 2026: Rajya Sabha Member of Parliament Satnam Singh Sandhu on Monday introduced three Private Member’s Bills in the Upper House during the ongoing Budget Session of Parliament, aiming to provide universal accidental insurance to farmers, systematically engage the Indian diaspora for a Viksit Bharat @2047, and make India’s higher educational institutions globally competitive.
The three Bills moved by Sandhu include the Kisan Jeevan Suraksha evam Durghatna Pratipurti Vidheyak, 2025, the Pravasi Bharatiya Kaushal evam Pratibha Prerak Vidheyak, 2025, and The National Ranking and Accreditation Authority for Higher Educational Institutions Bill, 2025. With this, the total number of Private Member’s Bills introduced by him in two years has risen to four, significantly higher than the national average of 0.4 Bills per MP.
While introducing the Kisan Jeevan Suraksha evam Durghatna Pratipurti Vidheyak, 2025, MP Sandhu highlighted that agriculture remains one of the most hazardous occupations in India, accounting for 10,000–15,000 fatalities annually.
He proposed the creation of a National Agricultural Risk Insurance Authority (NARIA) to provide mandatory and free accidental insurance of up to Rs 25 lakh to farmers and agricultural workers. The Bill envisages compensation of Rs 25 lakh in case of death, Rs 10 lakh for permanent disability and up to Rs 2 lakh for partial disability, with premiums jointly subsidised by the Centre and States.
Moving the Pravasi Bharatiya Kaushal evam Pratibha Prerak Vidheyak, 2025, Sandhu stressed the need for a structured national framework to harness the skills and expertise of the Indian diaspora, which contributes over $119.5 billion in remittances annually. The Bill proposes setting up an Indian Diaspora Skills and Talent Authority to create a centralised digital skill bank, promote knowledge exchange, facilitate return migration of skilled professionals and align diaspora engagement with national missions such as Viksit Bharat @2047, Make in India and Digital India.
Introducing The National Ranking and Accreditation Authority for Higher Educational Institutions Bill, 2025, Sandhu proposed the establishment of a statutory National Ranking and Accreditation Authority (NRAA) to align India’s institutional ranking frameworks with global benchmarks such as QS World Rankings and Times Higher Education. He said the proposed authority would enhance transparency, accountability and global competitiveness of Indian higher educational institutions in line with the National Education Policy (NEP) 2020.
Sandhu utilised the maximum permissible opportunity by introducing three Private Member’s Bills in a single session, underscoring his focus on farmer welfare, global engagement of Indian talent and reforms in higher education.
