SKM welcomes judicial probe into Leh firing; reiterates demands for NSA repeal, release of Sonam Wangchuk, Sixth Schedule and statehood
Chandigarh/Leh, October 21, 2025: The Samyukt Kisan Morcha (SKM) welcomed the Union Government’s decision to order a judicial inquiry led by former Supreme Court judge Justice B. S. Chauhan into the September 24 police firing in Leh that resulted in four deaths, including a Kargil war veteran, calling it a core demand of Ladakh’s democratic movement.
Congratulating the Apex Body, Leh (ABL) and the Kargil Democratic Alliance (KDA) for holding a principled line of “no talks without probe,” SKM also welcomed the decision to resume dialogue with the Centre on October 22, saying the process should address accountability and justice.
Citing reports that the deceased sustained multiple bullet injuries on the torso and head, SKM underscored policing norms that mandate minimum force and, where unavoidable, firing below the knee to disperse violent mobs only when life or public property faces imminent threat and other measures fail. It reiterated its demand for a judicial probe into the violence and strict legal action against those responsible.
Renewing its charter of demands, SKM sought repeal of the National Security Act (NSA), immediate release of climate activist Sonam Wangchuk and other detained protesters, withdrawal of cases against agitators, and grant of Sixth Schedule protections along with statehood for Ladakh. It further urged safeguards for employment and livelihood and opposed corporatisation of natural resources in the region.
Alleging insensitivity by the ruling RSS-BJP in a sensitive border territory following the abrogation of J&K statehood and Ladakh’s designation as a Union Territory, SKM said prolonged deprivation has fueled youth unemployment and anger. It accused the Union Government of prioritising corporate interests over people’s rights by branding democratic movements and leaders as anti-national and incarcerating them.
Extending solidarity with Ladakh’s civil society, SKM said the ongoing movement for statehood, livelihood, and democratic rights is integral to wider efforts to protect democracy and end bureaucratic authoritarianism in the Union Territory.
