Sangrur: Cement Plant CLU cancelled by Bhagwant Mann Govt

Chandigarh, March 31, 2026: The Punjab Government has formally cancelled the Change of Land Use (CLU) permission granted for setting up a cement plant in Sangrur district. The CLU had earlier permitted the conversion of agricultural land for industrial use.

The decision follows sustained opposition from local residents, spearheaded by 93-year-old Harbinder Singh Sekhon, who had challenged the project through legal channels. Although the Punjab and Haryana High Court initially dismissed his petition and upheld the CLU, the matter was subsequently taken to the Supreme Court of India.
Represented by senior advocate Mukul Rohatgi, the petitioners found relief in the apex court. A bench comprising Justices Vikram Nath and Sandeep Mehta ruled in their favor, quashing the CLU granted for the cement plant. The Supreme Court delivered its verdict in February 2026.
Following the court’s ruling, the Senior Town Planner of the Town and Country Planning Department has now officially revoked the CLU for the proposed project at Deh Kalan village.
Notably, the foundation stone for the plant had been laid in December 2021 by former Punjab Chief Minister Charanjit Singh Channi.
