Chandigarh, May 25, 2022: Lauding the bold intiative taken by Punjab Chief Minister Bhagwant Mann in now arrested former Cabinet Minister Dr.Vijay Singla case, Bir Devinder Singh, former Deputy Speaker
Punjab Vidhan Sabha asked CM to order revisiting closure reports in Amritsar Improement Trust & Ludhiana City Center Scam,.
"If the Chief Minister is really determined to fight corruption as he apparently seems to be, then he should thoroughly review the working of the State Vigilance department, which has been hoodwinking and tilting the course of justice in favor of corrupt politicians, in utter disregard of the vital interests of the State. The fundamental duty of the Bureau of Vigilance is to serve as deterrent to corruption and expose the nexus of the corruption, entrenched in the system of the State Craft and bring the culprits to justice. But some top officers of the State vigilance in a blatant abuse of their authority have been dishonestly working at cross purposes with mala-fide intent to deceive the State," said Bir Devinder Singh.
Singh noted that in a corruption case registered against S. Parkash Singh Badal and his family members way back in 2002, during Capt. Amarinder Singh’s dispensation, the investigating officer and the Supervisory officer both turned hostile and defeated their own investigative theory to help the accused (Badal and his family members).
"The Hon’ble court was left with no choice but to order the perjury proceedings against both the senior police officers. Ironically, one of the officers was rewarded by Capt. Amarinder Singh in 2017, and was made head the Vigilance Bureau, who in turn deceitfully buried the corruption cases against Amarinder Singh which were pending in the court of law.
It was shocking to my ethics when I haplessly witnessed as to how unashamedly both; the investigating agency and the prosecution were defending the accused against their own findings, in the Amritsar Improvement Trust land scam case, in the court of Additional Session Judge at SAS Nagar (Mohali) in support of the closure report filed by the Vigilance Bureau. I would urge the Chief Minister, Punjab Sh. Bhagwant Mann that in continuation of his crusade against corruption he should immediately order revisiting of the closure reports filed by the Vigilance department in the Amritsar Improvement Trust and Ludhiana City Center Scams, as part of the broad-based understanding between Capt. Amarinder Singh and S. Parkash Singh Badal and his family not to talk and rake up issues, that pertains to the corruption of each other," former Deputy Speaker of Vidhan Sabha added.
